About this file
This is a Sensitive Security Information Acknowledgement Form issued by the City of Phoenix Aviation Department for use with automatic transfer switch (ATS) testing, maintenance, and repair services solicitation. The form is required for sealed offers relating to ATS services across multiple municipal departments, with a contract term commencing on or about June 1, 2026, for three years with two optional one-year extensions. A pre-offer conference is scheduled for January 13, 2026, at 10:00 am (non-mandatory), with written inquiries due by January 19, 2026, at 3:00 pm, and sealed offers due on March 12, 2026, at 3:00 pm. The solicitation encompasses maintenance and repair services for over 130 ATS units deployed across Fire Department stations, Information Technology sites, Library facilities, Parks and Recreation sites, Police Department precincts, Public Works facilities, and Street and Transportation Department locations, with units ranging from 7 kW to 1,250 kW.
The acknowledgement form mandates that all recipients understand the documents contain Sensitive Security Information controlled under 49 C.F.R. Parts 15 and 1520, which may only be disclosed to persons with requisite "need to know." Contractors must sign and authorize the form on behalf of their company, agreeing to destroy all sensitive documents upon completion of their need to review and use the materials or no later than the contract end date. Minimum qualifications include three years of operational experience in ATS installation, inspection, testing, troubleshooting, and repair, plus a current C-11 Electrical license from the Arizona Registrar of Contractors. The contract requires 24-hour emergency response capability with strict response time requirements. Additionally, contractors must comply with Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements, demonstrating good faith efforts to engage DBE-certified and small business suppliers with monthly documentation required in the City's Certification and Compliance System. The City reserves the right to award multiple contracts and allows offerors to bid on either the Aviation Department (Group 1) or Public Works Department (Group 2) segments.
