About this opportunity
The City of Phoenix is soliciting sealed offers for automatic transfer switch (ATS) testing, maintenance, and repair services across multiple municipal departments, including Aviation and Public Works. The procurement is structured as a three-year contract with two optional one-year extensions, commencing on or about June 1, 2026. Services will cover over 130 ATS units deployed across Fire Department stations, Information Technology Department sites, Library facilities, Parks and Recreation sites, Police Department precincts, Public Works facilities, and Street and Transportation Department locations. Minimum contractor qualifications include three years of operational experience in ATS installation, inspection, testing, troubleshooting, and repair, along with a current C-11 Electrical license from the Arizona Registrar of Contractors. The contract requires 24-hour emergency response capability with 30-minute initial phone/email response for non-emergencies and one-hour onsite response, with 30-minute initial and one-hour onsite response for emergencies. A pre-offer conference is scheduled for January 13, 2026, at 10:00 am (non-mandatory), with written inquiries due by January 19, 2026, at 3:00 pm, and sealed offers due on March 12, 2026, at 3:00 pm.
The solicitation includes robust Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements mandating contractors demonstrate good faith efforts to engage DBE-certified and small business suppliers. Contractors must track and report all DBE and small business participation through procurements, purchase orders, joint ventures, and sub-tier participation, with monthly documentation required in the City's Certification and Compliance System. Specific set-aside provisions require contractors to identify potential categories of goods and services available from small and DBE-certified suppliers, list current DBE firms and small business partners, and provide annual expenditure summaries. While no specific contract value is explicitly stated, the comprehensive equipment list suggests a significant scope of work covering ATS units ranging from 7 kW to 1,250 kW across multiple municipal facilities. Contractors must comply with various federal and state regulations, including Title VI of the Civil Rights Act, the Airport and Airway Improvement Act, and Arizona employment verification requirements. The City reserves the right to award multiple contracts and allow offerors to bid on either the Aviation Department (Group 1) or Public Works Department (Group 2) segments of the solicitation.
