About this file
This is an Addendum Form for the City of Phoenix's Automatic Transfer Switch Testing, Maintenance, and Repair Services solicitation. The addendum extends the sealed offer due date to October 18, 2022, at 2:00 p.m. The solicitation seeks sealed offers for automatic transfer switch (ATS) testing, maintenance, and repair services across multiple municipal departments, including Aviation and Public Works. The contract encompasses services for over 130 ATS units ranging from 7 kW to 1,250 kW deployed across Fire Department stations, Information Technology Department sites, Library facilities, Parks and Recreation sites, Police Department precincts, Public Works facilities, and Street and Transportation Department locations. The contract term is three years commencing on or about June 1, 2026, with two optional one-year extensions. A pre-offer conference was scheduled for January 13, 2026, at 10:00 a.m. (non-mandatory), with written inquiries due by January 19, 2026, at 3:00 p.m., and sealed offers due on March 12, 2026, at 3:00 p.m.
Minimum contractor qualifications require three years of operational experience in ATS installation, inspection, testing, troubleshooting, and repair, along with a current C-11 Electrical license from the Arizona Registrar of Contractors. The contract mandates 24-hour emergency response capability with 30-minute initial phone/email response for non-emergencies and one-hour onsite response for emergencies. The solicitation includes robust Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements, with contractors required to demonstrate good faith efforts to engage DBE-certified and small business suppliers and track participation through monthly documentation in the City's Certification and Compliance System. The City reserves the right to award multiple contracts and allow offerors to bid on either the Aviation Department (Group 1) or Public Works Department (Group 2) segments. Contractors must comply with various federal and state regulations, including Title VI of the Civil Rights Act, the Airport and Airway Improvement Act, and Arizona employment verification requirements.
