About this file
This is an Acceptance of Offer Form issued by the City of Phoenix for a contract related to automatic transfer switch (ATS) testing, maintenance, and repair services. The form serves as the official acceptance document that binds the contractor to provide materials or services as outlined in the related solicitation and contract documentation. The contractor is prohibited from commencing any billable work or providing materials or services until receiving a formal purchase order or contract documentation. The solicitation seeks ATS services across multiple municipal departments including Aviation, Fire, Information Technology, Library, Parks and Recreation, Police, Public Works, and Street and Transportation, covering over 130 ATS units ranging from 7 kW to 1,250 kW. The contract term is three years commencing on or about June 1, 2026, with two optional one-year extensions available. A pre-offer conference was scheduled for January 13, 2026, with written inquiries due by January 19, 2026, at 3:00 pm, and sealed offers due on March 12, 2026, at 3:00 pm.
Contractor qualifications require a minimum of three years of operational experience in ATS installation, inspection, testing, troubleshooting, and repair, along with a current C-11 Electrical license from the Arizona Registrar of Contractors. The contract mandates 24-hour emergency response capability with 30-minute initial phone/email response for non-emergencies and one-hour onsite response, with accelerated response times for emergencies. The solicitation includes substantial Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements, compelling contractors to demonstrate good faith efforts in engaging DBE-certified and small business suppliers and to track and report all participation through the City's Certification and Compliance System with monthly documentation. The City reserves the right to award multiple contracts and allows offerors to bid on either the Aviation Department or Public Works Department segments separately. Contractors must comply with federal and state regulations including Title VI of the Civil Rights Act, the Airport and Airway Improvement Act, and Arizona employment verification requirements.
