About this file

This is a Seller Standard Operating Procedure (SOP) Checklist document issued by the City of Philadelphia Procurement Department for submission of bids on small purchases through the PHLContracts platform. The specific procurement opportunity is for five View Scan microfilm scanners with 10-megapixel capability. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. Vendors must submit all items to be considered eligible for award as a complete package and must provide item specifications with their bids. Pricing must remain firm for the specified hold period, and vendors are instructed not to deliver products or services until receiving official notification from the department.

The submission checklist requires vendors to complete multiple steps including confirming seller role status, answering questions regarding Local Business Entity (LBE) certification status (though this program does not apply to small purchases), entering unit costs for each item, completing mandatory questions, accepting terms and conditions, and submitting a Consent & Authorization form that must be on file or attached with the quote. Vendors have the option to submit an LGBTQ Applicant Opportunity Data Form and may attach additional documents related to their quotes. All red validation warnings must be resolved prior to submission through the PHLContracts.phila.gov portal. The document emphasizes that vendors must click "Save & Continue" on every tab and review the complete quote on the Summary Tab before final submission.
