About this file
This is a seller checklist document from the City of Philadelphia Procurement Department for completing small purchase bids through the PHLContracts platform. The checklist provides step-by-step instructions for vendors submitting quotes, requiring completion of multiple tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. Vendors must confirm their seller role, answer mandatory questions regarding Local Business Entity (LBE) certification status, enter unit costs for listed items, download and review all terms and conditions, and complete all required attachments before submission. The document emphasizes that red validation messages will appear until all required information is completed, and vendors must address these warnings before submitting their quotes through www.PHLContracts.phila.gov.
Key requirements for bid submission include providing an executed Consent & Authorization form in the vendor profile, with no quotes considered without this form on file. Vendors have the option to submit the LGBTQ Applicant Opportunity Data Form and may attach additional documents related to their quote. The checklist serves as a procedural guide to ensure vendors complete all necessary steps and provide all required documentation to avoid rejection of their bids.
