About this file
This document is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department for the PHLContracts portal system. The checklist applies to the Lamp Promo Items FY27 micro purchase opportunity in Pennsylvania. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award as a whole, and no delivery or services may commence until notification from the department.
The checklist establishes a thirteen-step submission process for prospective vendors. Key requirements include: confirming seller role status, selecting Local Business Entity (LBE) certification status (if applicable), entering unit costs for each line item, answering all mandatory questions, downloading and accepting terms and conditions, submitting an executed Consent & Authorization form (mandatory), optionally submitting an LGBTQ Applicant Opportunity Data Form, and attaching any supporting documentation related to the quote. Vendors must address all red validation warnings before submission and must review their complete quote in the Summary Tab prior to final submission through the PHLContracts portal at www.PHLContracts.phila.gov.
