About this file

This document is a Seller Standard Operating Procedure (SOP) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes on small purchase opportunities. The document outlines a thirteen-step process that vendors must follow to properly complete and submit their bids, beginning with ensuring the correct user role is selected and progressing through completion of multiple tabs within the system.

The procedural requirements include entering unit costs for all listed items, answering mandatory questions, reviewing and accepting terms and conditions, and submitting required attachments. Key documentation requirements include an executed Consent & Authorization form, which must be on file prior to quote submission, and an optional LGBTQ Applicant Opportunity Data Form. The checklist emphasizes the importance of saving progress at each stage, addressing validation warnings, and completing all required attachments before final submission. Notably, the Local Business Entity (LBE) Program designation question must be answered even though the LBE Program does not apply to small purchases. Vendors are directed to access the platform at www.PHLContracts.phila.gov to track working quotes and submit their final bids.
