About this file
This memorandum is a procurement justification document from the Philadelphia Water Department dated October 31, 2026, addressing the purchase of Motorola DTR700 two-way radios for the Sewer Maintenance and Inlet Cleaning Units. The procurement seeks to purchase 10 Motorola DTR700 radios, each equipped with batteries, antennas, belt clips, and single-unit chargers. The radios are required to enable reliable communication for employees working in active sewer systems, along roadways, and at job sites where verbal and cellular communication are impractical due to distance, underground conditions, equipment noise, and environmental factors. The equipment is essential for supporting employee safety, crew coordination, emergency communication, and the continuity of essential sewer and stormwater infrastructure maintenance operations.
The justification specifies that the Motorola DTR700 is being requested as a sole product with no substitutions permitted. This restriction is based on successful testing and proven effectiveness of the DTR700 model in actual sewer work environments, with staff from the Sewer Maintenance and Inlet Cleaning Units having evaluated and confirmed the radios meet their communication requirements under operating conditions. The memorandum indicates that allowing alternative models would require additional testing and evaluation with no guarantee of comparable performance, potentially introducing operational and safety risks. Given the time and resources already invested in testing and staff familiarity with the DTR700, the sole product specification is deemed necessary to ensure the units obtain equipment with demonstrated reliability for its intended purpose.

MEMORANDUM
DATE: 10/31/26
TO: Procurement Department FROM: Joseph McAninley Water Conveyance Superintendent CC: Contracts Audit Supervisor, Philadelphia Water Department RE: Justification for Micro Purchase Bid for Motorola Radios B2728372
PROCUREMENT JUSTIFICATION – MOTOROLA DTR700 RADIOS
Product Description: Motorola DTR700 Radios with battery, antenna, belt clip and single unit charger Quantity: 10
The Sewer Maintenance and Inlet Cleaning Units require the purchase of Motorola DTR700 radios with batteries, antennas, belt clips, and single-unit chargers to provide employees with reliable communication while performing essential field operations.
Employees routinely work at active job sites, along roadways, and within sewer systems where distance, underground conditions, equipment noise, and other environmental factors can make verbal or cellular communication impractical. Two-way radios provide employees with an immediate and dependable means of communicating with supervisors and other crew members regarding work activities, changing site conditions, equipment needs, and emergency situations.
The radios are necessary to support employee safety, crew coordination, emergency communication, and continuity of essential sewer and inlet maintenance operations. The accompanying batteries, antennas, belt clips, and chargers are required components to ensure the radios remain functional, accessible, and ready for daily field use.
This equipment is necessary for the Sewer Maintenance and Inlet Cleaning Units to safely and effectively perform their essential responsibilities in maintaining the City's sewer and stormwater infrastructure.
Justification for Soliciting Bids – Motorola DTR700 Two-Way Radios (No Substitutions)
The Motorola DTR700 two-way radios are being specified as a sole product with no substitutions due to their successful testing and proven effectiveness in the actual sewer work environment. Staff from Sewer Maintenance and Inlet Cleaning have evaluated and used these radios and confirmed that they meet the units' communication requirements under operating conditions. Reliable communication is essential to coordinating field operations and ensuring employee safety. Allowing alternative models would require additional testing and evaluation, with no guarantee of comparable performance, potentially introducing operational and safety risks as well as the possibility of purchasing equipment that does not meet the units' needs. Given the time and resources already invested in testing, staff familiarity, and the demonstrated reliability of the DTR700, restricting the solicitation to this specific model is necessary to ensure the units obtain equipment that has been proven effective for its intended purpose.
