About this file
This is a Seller SOP Checklist document from the City of Philadelphia Procurement Department for small purchases conducted through the PHLContracts platform. The specific procurement opportunity is for Motorola DTR700 Radios with battery, antenna, belt clip, and single unit charger. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award, and no delivery or services should commence until notification is received from the department.
The checklist outlines the required steps for vendors submitting quotes through the PHLContracts system, including confirming seller role designation, entering unit costs for each line item, answering mandatory questions, accepting terms and conditions, and submitting required attachments. Critical attachments include an executed Consent & Authorization form, which must be on file for any quote to be considered, and optional documentation such as the LGBTQ Applicant Opportunity Data Form. While the Local Business Entity (LBE) Program does not apply to small purchases, vendors must still answer the LBE certification question to proceed. All validation warnings must be resolved before quote submission through the PHLContracts portal.
