About this file

This document is a Seller SOP Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for maintenance services for Canon Formula Imagers in Pennsylvania. The contract opportunity is a micro purchase to be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award. The contract period runs from July 1, 2026, through June 30, 2027. No services or deliverables should commence until the vendor receives formal notification from the department.

The checklist outlines 13 required and recommended steps for quote submission, including confirming seller role status, answering the Local Business Entity (LBE) certification question, entering unit costs for each line item, completing mandatory questions, accepting terms and conditions, and submitting required attachments. Critical documentation includes an executed Consent & Authorization form, which must be on file before any quote will be considered for award. Vendors are encouraged to submit the optional LGBTQ Applicant Opportunity Data Form and any supporting documents related to their quote. All validation warnings must be resolved and the quote reviewed on the Summary Tab before final submission through the PHLContracts portal at www.PHLContracts.phila.gov.
