About this file
This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform for a Sound Calibrator micro purchase opportunity. The procurement is a requirements purchase to be awarded as a whole or by line item to the lowest responsive and responsible bidder. Sellers must quote all items listed to be eligible for award. The specific products or services requested, item quantities, response deadlines, due dates, site visits, bidder conferences, and award dates are not detailed in this checklist document, as it serves as a procedural guide rather than a specification sheet. Sellers are instructed not to deliver or provide services until notified by the department.
The checklist outlines the required steps for sellers to submit quotes through the PHLContracts system, including verifying seller role, selecting Local Business Entity (LBE) certification status (though the LBE Program does not apply to small order purchases), entering unit costs for each item, answering mandatory questions, accepting terms and conditions, and submitting required attachments such as an executed Consent & Authorization form. Sellers may optionally submit an LGBTQ Applicant Opportunity Data Form. The document emphasizes that all validation requirements must be completed and that no quote will be considered without the required Consent & Authorization form on file. Pricing terms and other specific procurement details would be found in the corresponding bid specifications rather than in this procedural checklist.
