About this file

The document is an evaluation and selection criteria document for the Florida Department of Military Affairs, Division of the Florida State Guard (FSG), detailing the Request for Proposals (RFP) number FSG-RFP-24/25-1019 for aircraft maintenance services. The RFP seeks a contractor to provide comprehensive maintenance for a fleet of nine aircraft, including helicopters and fixed-wing aircraft, with proposals due by June 20, 2025, and an anticipated award notification on June 24, 2025. The contract is expected to run from approximately July 1, 2025, to June 30, 2026, with potential renewal options. Vendors will be evaluated on a 1000-point scoring system across multiple categories, including experiences (310 points), project plan and proximity (500 points), customer service capabilities (90 points), and price sheets (100 points).

The evaluation process requires respondents to score at least 600 points per work type to be considered for award. The scoring will be conducted by an evaluation committee of three Division representatives who will independently assess each response. Key evaluation factors include demonstrated experience with aircraft maintenance, technical expertise, facility proximity to home base, security measures, facility size, and additional storage capabilities. The pricing evaluation will use a formula comparing the lowest total proposed cost to other submissions. The estimated contract expenditure is approximately $2,000,000, with the procurement encouraging diversity by seeking involvement from woman-, veteran-, and minority-owned business enterprises. Vendors must comply with E-Verify system requirements and provide comprehensive documentation of their maintenance capabilities, including 24/7 technical support and emergency response protocols.

SELECTION AND EVALUATION OF RESPONSES

An evaluation committee consisting of three (3) Division representatives with collective knowledge and experience related to the solicitation's program area will independently evaluate and score each

Respondent's response. The Evaluation Criteria Scoring Sheets will be used by the evaluation committee to assign scores to all evaluated responses designated as responsive.

Scores will be averaged for all evaluation committee members and ranked by the highest to lowest average score.

Respondents must score at least 600 points per work type to be considered for award.

GENERAL EVALUATION CRITERIA

General evaluation criteria include the following:

1. The Division reserves the right to accept or reject any or all responses received and reserves the right to make an award without further discussion of the responses submitted. Therefore, responses should be initially submitted as outlined in the Mandatory Responsiveness

Requirements for Response Submission section.

2. Non-responsive responses shall include, but are not limited to, those that:

a. are irregular or are not in conformance with the requirements and instructions contained herein; fail to utilize or complete prescribed forms; or have improper or undated signatures.

3. The Division may waive minor irregularities in the responses received that are merely a matter of form and not substance, and the corrections of which are not prejudicial to other respondents.

A NON-RESPONSIVE RESPONSE WILL NOT BE CONSIDERED.

EVALUATION SCORING FACTORS

Scoring criteria include:

The following is a summary of evaluation factors with point value assigned to each. These, along with the general requirements, will be used in the evaluation of Respondent responses.

EVALUATION FACTOR MAXIMUM POINTS AVAILABLE

TAB C. Experiences 310

TAB D. Project Plan & Proximity 500

TAB E. Customer Service Capabilities Form

TAB F. Price Sheets 100

TOTAL: 1000

Points will be awarded based upon the following evaluation factors:

1. Experience (310 points)

Respondents will be evaluated based on prior business experience and their qualifications as it relates to this proposal, including their customer service capabilities.

a. Demonstrated experience providing maintenance and repair to any of the same model aircraft listed within RFP - 310 Points

2. Project Plan (500 points)

a. Aircraft specific training and/or technical expertise:

Respondent shall provide evidence of aircraft specific training and/or technical expertise to show competency in abilities to perform requested work on applicable Division Specific Fixed Wing or Helicopter aircraft - 250 points

b. Maintenance Facility:

1. Proximity of facility to the home base location of FSG aircraft:

Respondent will provide aircraft maintenance facility's physical address and airport identifier (example: LAL) for determination of proximity to operational aircraft areas.

Using the relevant vendor (fixed wing or helicopter) airport identifier, the evaluator will use the closest aircraft fixed wing or helicopter home base identifier to determine points for proximity.

Helicopter Bases - LAL, TLH

Fixed Wing Bases - LAL, TLH

150 Nautical Miles>= 40 points

76-149 Nautical Miles= 78 points

1-75 Nautical Miles= 90 points

0 Nautical Miles= 130 points

2. Facility Security: (example: security cameras, perimeter fencing, etc.)

Respondent should provide a section within their response to provide a list of security measures in place at their facility for an evaluator to determine if the vendor's facility provides ample security within their portfolio. - 40 points

1. Facility Size

Respondent should provide sufficient information for an evaluator to determine if the vendor's facility provides ample space for aircraft maintenance to be conducted in a hangered space during work times and stored in secure hangar space overnight. - 40 points

2. Additional Aircraft Storage Capabilities (example: number of storage bays, or additional hangars)

Aircraft are routinely moved around the state to meet the operational needs of the FSG mission. Occasionally, additional aircraft storage (hangar space) is necessary. Respondent should provide information on their ability to support additional aircraft storage - 40 points

3. Customer Services Capabilities Form (90 Points)

Respondents must provide detailed answers to all questions provided in Attachment H. - 90 Points

4. Price Sheets (100 points)

The evaluation of each Respondent's cost proposal will be conducted based on the cost formula below.

The Respondent submitting the lowest cost will receive the maximum points for the cost element of the evaluation. The other respondent's scores will be based on a relative percentage of the dollar amount higher than the lowest cost or price submitted by the lowest priced Respondent.

Formula for Cost Factor: (A ÷ N) x B = C

A = Lowest total proposed cost (including renewals) submitted by Respondents N = Proposed cost for Respondent under review B = Number of maximum points awarded for lowest cost response received from all Respondents C = Score awarded to the next lowest cost response

Total Maximum points for this section are 100 Points.

NOTE: Each evaluator independently chooses the score based on their own judgment. Failure of the Respondent to provide any of the information required in their RFP response should result in a score of zero (0) for that element of the evaluation.

EVALUATION CRITERIA SCORING SHEETS

This evaluation sheet will be used by the Evaluation Team to assign scores to all responses that were evaluated and designated as qualified. Scores will be averaged for all Evaluation Team members and ranked highest to lowest averaged score. Both the presence and quality of the response will be evaluated when determining point value.

• Point Value: unless otherwise indicated, zero is the lowest possible score and the number indicated in this column is the highest possible.

• Points Awarded: total number of points given by the evaluator.
