About this file

This document is Section 5 of the Request for Proposals (RFP) for Aircraft Maintenance Services issued by the Florida Department of Military Affairs, Division of the Florida State Guard (FSG), with the solicitation number FSG-RFP-24/25-1019. The RFP outlines the detailed response format and content requirements for vendors seeking to provide comprehensive aircraft maintenance services. Vendors must submit a comprehensive proposal organized into five distinct tabs: Vendor Acknowledgement, Administrative Qualifications Documents, Technical Response, Price Sheet, and an optional Confidential Information section. The proposal must include reference sheets, drug-free workplace compliance forms, minimum qualification statements, and detailed pricing information. Responses must be submitted by June 20, 2025, with an anticipated award notification on June 24, 2025, for a contract period running from approximately July 1, 2025, to June 30, 2026.

The pricing terms require vendors to provide fixed price rates using the provided price sheet attachments, with all calculations subject to verification by the Division. The pricing must include all necessary activities, MyFloridaMarketPlace transaction fees, overhead, fringe benefits, travel, and incidental expenses. The Division seeks to maximize competition and reserves the right to seek clarification from vendors to complete a responsiveness review. Failure to provide required information may result in disqualification. All submitted materials will be considered public records subject to Florida's public records laws, with a time-limited exemption for proposal contents. The estimated contract value is approximately $2,000,000, with the potential for multiple contract awards and emphasis on involving woman-, veteran-, and minority-owned business enterprises.
