About this file
This is a Request for Information (RFI) issued by the Air Force Life Cycle and Management Center Force Protection Systems Division (AFLCMC/ESS) at Hanscom Air Force Base, Massachusetts, dated February 12, 2026. The RFI seeks vendor feedback on a proposed Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle for Counter-small Unmanned Aircraft Systems (C-sUAS) Sustainment, Engineering and Integration Support (SEIS) Services. The Government intends to understand the market landscape, identify qualified vendors capable of providing C-sUAS integration, development, training, and sustainment services, and assess vendor likelihood of meeting IDIQ gating criteria and competing for an initial task order. Both small businesses and other than small businesses are encouraged to respond.
The RFI requests vendor feedback on four primary areas: the draft IDIQ Performance Work Statement (PWS), IDIQ contract gating criteria, a draft Task Order-1 (TO-1) scope, and Section L&M evaluation criteria. For the TO-1 feedback, vendors must address seven specific questions including required technical data, identified risks and mitigation strategies, desired transition timelines for warehouse, field service representative support, and software team stand-up, anticipated issues supporting proposed systems, appropriateness of Contract Data Requirements Lists and Data Item Descriptions, labor category sufficiency, and Contract Line Item structure and risk implications. Responses must not exceed 20 pages plus a one-page cover letter and must be submitted electronically by March 16, 2026, at 10:00 AM EST to the specified Government email addresses. The RFI is solely for informational and planning purposes and does not constitute a solicitation or binding contract.

2. Background and Objectives
2.1. Mission Overview
The C-sUAS mission for the USAF is the defense of critical assets from threats which includes, but is not limited to personnel, bases, flight lines, storage areas, and in transit equipment. Due to the widespread use of Unmanned Aircraft Systems (UASs) technologies both for recreational and military use, the AF is tasked with protecting these critical assets from a diverse range of threats.
These threats are classified as Groups 1-3 UAS and have the following characteristics:
• Size: < 1,320 lbs.
• Speed: < 250 knots
• Operating altitude: < Flight Line 180 or < 3,500 ft AGL
These threats range further in capability from commercial or hobbyist to military UAS, which poses a diverse and ever evolving threat. The operators of these UAS and their respective intent can also range quite drastically. For example, commercial hobbyists with interest in the DoD and its activities or nefarious actors with intent to cause harm to personnel, gather intelligence about, or destroy military assets.
Overall, the USAF is tasked with protecting a diverse range of assets from a wide and ever evolving threat.
