About this file

This is a Request for Information (RFI) issued by the Air Force Life Cycle and Management Center (AFLCMC/ESS) at Hanscom Air Force Base, Massachusetts, dated February 12, 2026. The RFI seeks vendor feedback on a planned Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Counter-small Unmanned Aircraft Systems (C-sUAS) Sustainment, Engineering and Integration Support (SEIS) Services. The Government aims to identify qualified vendors capable of providing C-sUAS integration, development, training, and sustainment services while assessing vendor capability to meet specific IDIQ contract gating criteria and initial task order requirements. All interested businesses, including small and other-than-small businesses, are encouraged to respond.

Vendors are requested to provide feedback on four primary areas: the draft IDIQ Performance Work Statement (PWS), IDIQ contract gating criteria, draft Task Order-1 (TO-1) scope and execution feasibility, and Section L&M evaluation criteria. Specific feedback topics include technical data requirements, vendor risks and mitigation strategies, transition-in/out timelines for warehouse operations, field service representative support, and software team establishment. Vendors must address Contract Data Requirements Lists (CDRLs), labor categories, contract line item (CLIN) structure, and feasibility of supporting multiple C-sUAS systems, including potential challenges with Original Equipment Manufacturer (OEM) teaming and Government Depot coordination. Responses must not exceed 21 pages (20 pages plus a one-page cover letter) and are due by March 16, 2026 at 10:00 AM EST via email to five designated Air Force points of contact. This RFI is solely for informational and planning purposes and does not constitute a solicitation or binding commitment.

2. Background and Objectives

2.1. Mission Overview

The C-sUAS mission for the USAF is the defense of critical assets from threats which includes, but is not limited to personnel, bases, flight lines, storage areas, and in transit equipment. Due to the widespread use of Unmanned Aircraft Systems (UASs) technologies both for recreational and military use, the AF is tasked with protecting these critical assets from a diverse range of threats.

These threats are classified as Groups 1-3 UAS and have the following characteristics:

• Size: < 1,320 lbs.

• Speed: < 250 knots

• Operating altitude: < Flight Line 180 or < 3,500 ft AGL

These threats range further in capability from commercial or hobbyist to military UAS, which poses a diverse and ever evolving threat. The operators of these UAS and their respective intent can also range quite drastically. For example, commercial hobbyists with interest in the DoD and its activities or nefarious actors with intent to cause harm to personnel, gather intelligence about, or destroy military assets.

Overall, the USAF is tasked with protecting a diverse range of assets from a wide and ever evolving threat.
