About this file
This document is a request for proposal for a regional vegetation management services indefinite delivery/indefinite quantity contract. The Forest Service seeks mastication treatment on 187 acres across three stands in the Medicine Bow-Routt National Forests and Thunder Basin National Grassland in Wyoming. Contractors are to provide unit prices for line items including mastication by acreage across a 90-day period. Treatment will include mechanical mastication of conifers under 10 inches diameter at breast height while retaining aspen, old growth ponderosa pine, and limber pine as designated. Common juniper is to be reduced by 70% on a unit basis. Maps and geospatial data will be provided to support treatment implementation.

Project Prescription and Specifications for Line Item 012.0: Mastication to be inspected by the Government
Implementation Guide: Tree designation- Designation by Prescription
1. In all stands, treatment of Aspen takes precedence.
2. Leave all Doug fir trees found. Not counted as a replacement tree.
3. Leave all old growth ponderosa pine, live and dead (see definition below)
Remove all conifers less than 10” DBH except for:
• conifers less than 2ft in height are not targeted for removal but are not protected
• Replacement trees for old growth o In areas where there is live or dead old growth ponderosa pine without any live trees greater than 10 inches dbh.
Leave straight ponderosa trees less than 10 inches for replacement trees with 30 foot spacing. (except in aspen stands) where available.
Replacement trees can consist of the largest available ponderosa pine from mature orange bark trees, immature black bark trees, and/or best and tallest of smaller size classes including saplings which are “free to grow” without mistletoe.
Pull back slash/woody material 15 foot from any leave trees.
• Leave limber pine that is not infected with white pine blister rust if they are not within the drip line of another leave tree. Not counted as a replacement tree.
o Visual indication of blister rust is dead or dying branches and tops often with red needles on a single or multiple branches (whole tree is not red).
• Limbing of reserve trees may occur.
• Standing Dead conifers larger than 10” DBH can be removed if they are a fuels or safety concern.
• Leave groups of dead/down, 10” DBH or more in a 100-foot x 100-foot area with spacing of a minimum 200 feet between 100-foot x 100-foot areas.
• Sever all green limbs from conifer stumps.
• All aspen stands- Masticate all aspen trees with dead tops. Leave aspen trees with green overstory.
Old growth ponderosa pine Old growth trees exhibit light yellow/orange bark with larger, smoother plates and bark that flakes off (see Figure 1) treetops are flat and irregular.
Figure 1- Characteristic old-growth ponderosa pine bark
COMMON JUNIPER: Remove 70% of the juniper cover on a unit basis.
ASPEN- Units/Pockets of 5 or more stems
Refer to attached Aspen Condition Classification Chart
Codes are to be used in a combination of overstory numbers and understory letters (1A, 1B, etc.).
Aspen stands/pockets can have multiple pockets of varying conditions. Treat each stand/pocket according to the condition code. Multiple codes can be used to describe one stand or pocket and multiple treatments can be used. In small pockets it may be necessary to treat the entire pocket.
Use most restrictive guidelines based on the combination of overstory and understory condition codes.
Typical Weather Conditions and Access Constraints:
Seasonality of the project work will be June-November depending on weather conditions.
Project Location Information:
Maps: X vicinity X unit Geospatial Data (Avenza, KML, Shapefiles, etc.): X Yes No
The contractor, if requests, will receive a shapefile of unit(s) and unit boundaries that may or may not be flagged with pink flagging.
An Avenza PDF map, if requested, can also be provided to the contractor that is geo-referenced.
