• The Government Estimate has allowed for 5 weather days in the computation of contract completion time.

• Work will be performed in Fremont County in the State of Wyoming. Wage rate covering this task order is: 1979-0948, Revision 53, dated 07/16/2019.

C.3—Technical Specifications

Location of Project Area The Burnt Saw units are located on the Shoshone national Forest, Washakie Ranger District, approximately 19 miles southwest of Lander, Wyoming along National Forest System Roads (NFSR) 300, 304, 3041A, 3041C.

Project Area Boundaries

Detailed georeferenced maps will be provided at the time of the pre-work meeting (or at the request of the contractor for bidding purposes) for all awarded units. All unit boundaries for Base Units are designated with orange tracer paint with two stripes facing down the boundary, a dot facing into the units, and a stump mark.

Base units are also designated by yellow and black cutting unit boundary posters along roads and at corners of cutting units. Optional units and tasks may be marked or unmarked. If unmarked at time of implementation the work will be by description, for example: “Pile activity slash within 30 feet of southern boundary of Unit.”

Boundary trees shall not be cut; do not cut trees outside of the units identified in this task order.

Access Travel southwest out of Lander, Wyoming on Highway 131/Sinks Canyon Road for approximately 10 miles to the end of Highway 131. Continue on Forest Service Road 300 from this point for approximately 7 miles to the end of the pavement/project area.

Within the project area Forest Service Road 300 is a gravel road and generally accessible by passenger cars. All other Forest Service roads within the project area may be native surface roads and could be extremely muddy when wet; four-wheel drive or ATV access may be necessary after any amount of rain or snow. The COR may approve the use of roads that need to have logs or other debris cut out of them for access, however, they will be slashed back in upon completion of use. CORs may approve the use of ATVs/UTVs to haul equipment/personnel into units on a case by case basis.

Protection of Natural Resources, Improvements, and Road Systems

This area has been heavily impacted by a variety of bark beetles and has numerous snags.

• Put vehicle service and fuel areas and waste dumps and areas on gentle upland sites. Fuel, load, and clean on gentle upland sites.

• Install contour berms and trenches around vehicle service and refueling areas and waste dumps to fully contain spills. Use liners as needed to prevent seepage to ground water.

• Any existing or newly discovered springs or boggy areas will be protected by total avoidance.

Minimum buffer distance of 50 feet suggested where adjacent slopes are less than 35%.

• Food storage poles (bear poles) may be located in treatment units. Do no cut food storage poles in any of the treatment units.

• Protection measures for known Archeological sites will be provided at the pre-work meeting.

Treatment for all Base Units as well as Optional Units 2, 3, and 4

1. Leave all boundary marked trees.

2. Cut stumps to a height of 6” or less.

3. Do not cut 5 needle pines or live Aspen unless they pose a safety hazard to workers.

4. Cut all dead aspen over 4” DBH.

5. Thinning - Cut all conifer trees that are not marked except for 5 needle pines. Do not cut live Aspen unless it poses a safety hazard to workers. The unit has been Leave Tree Marked with Orange Tracer paint. Do not cut leave trees unless they pose a safety hazard to workers.

6. Yarding and/or Decking - Boles of cut trees down to a 3 inch diameter top and 8 foot length will be yarded and decked at the landing. Skid corridors shall be agreed upon by the COR and Contract Representative prior to use. In general skid corridors will be a minimum of 100 feet apart and avoid wet/soft soils.

7. Yarding and/or Decking –Deck locations will be along unit boundaries adjacent to existing roads. Deck locations will be agreed upon by COR and Contractor Representative prior to creation. Decks will be built as tall as is practical based upon the type of equipment used. In general decks will not be built on roads, wet areas, in drainages, or meadows. Decks should also be free of dirt and debris.

8. Lop and Scatter – Branches and tops of cut trees will be cut from tree boles flush with the tree bole then lopped and scattered to facilitate future prescribed burning. All generated slash and tops less than 3 inches in diameter will be made to lie within 24 inches of the ground surface and be cut so as not to exceed 6 feet in length.

9. All pre-existing slash will be treated as cut trees. Boles yarded down to a 3” top with branches and tops loped and scattered and be made to lie within 24” of the ground surface and be cut so as to not exceed 6 feet in length.

10. Leave trees will not be cut unless they pose a safety risk. If they need to be cut for safety they will be treated as unmarked trees.

Optional Units (Units 2, 3, 4) and Optional Tasks (Portions of Units 6, 9, 13)

Optional Units 2, 3, and 4:

• Treatment in these optional units is the same as for all Base Units.

Optional Tasks within designated portions of Base Units 6, 9, and 13:

The following optional task would take place inside the first 30 feet of each unit as described below:

• Unit 6: Inside the southern and western boundary of the unit (the portions of the unit that are not bounded by roads) approximately 1.2 acres.

• Unit 9: Inside the western and southern boundary of the unit (the portions of the unit that are adjacent to timber outside the unit) approximately 0.8 acres.

• Unit 13: Inside the northern and western boundary of the unit (the portions of the unit that are not bounded by roads) approximately 0.7 acres.

1. Manually pile all slash and tops not yarded as part of Base Units Treatment.

2. Piles will be relatively free of dirt.

3. Piles shall be 6 to 15 feet in diameter and 4 to 10 feet in height.

4. Piled material shall be cut into pieces no longer then 6 feet in length.

5. Piles will have limbs with foliage or other fines placed in the lower portion of the pile with heavier fuels on top. (to facilitate later burning).

6. Small trees shall be lopped before piling.

7. Piles shall be placed on upland or not wet areas and piles shall not be placed within the dripline of leave trees so as not to scorch them when burned.

Work Plan and Schedule & C.3.10.0 Contractor Quality Control Plan (QCP)

The Contractor shall provide an updated QCP, work plan, and schedule at the pre-work meeting for this task order.

Camping and Worksite Conditions

Camping may be allowed on site after discussions during pre-work meeting.

Bear Safety The Contractor and their employees are advised that the project area is within occupied grizzly bear habitat. To minimize adverse interactions between bears and humans, the Shoshone National Forest has issued a Food Storage Order, which requires all food and refuse to be acceptably stored or in immediate possession at all times. The Contractor and all employees shall be trained and in compliance with the Food Storage Order at all times while operating on the Forest. Failure to comply with the Food Storage Order may result in a notice of non-compliance, fines, and/or contract actions including suspension or cancellation of contracts as needed to resolve bear-human conflicts or conflicts with other wildlife.

An electronic version of the Food Storage Order is available for the Shoshone National Forest and can be accessed here:
