About this file

This document contains an amendment to a solicitation for a regional vegetation management services indefinite delivery/indefinite quantity (IDIQ) contract. The amendment provides revised past performance evaluation questionnaires, requests that all correspondence related to the solicitation include the solicitation number in the subject line, answers questions from contractors, and announces that proposal evaluations and awards will take place between February 15 and March 1, 2024. Interested parties are reminded that two sample seed projects included are solely for evaluation purposes and will not result in any task order awards. Contractors may submit proposals for either manual or mechanical mastication services. The only pricing required is for the two sample seed projects, which are used solely for evaluation. Each individual task order will require separate priced proposals.

R02 Vegetation Management IDIQ Contractor Questions and Government Responses

Contractor Question: Question 1 still doesn't really relate to the types of work the IDIQ is going to cover.

Government Response: Updated past performance questionnaire is posted with this amendment.

Additionally, past performance questionnaires are due on or before the solicitation closing date of 27 December 2023 at 2PM Eastern Time.

Past Performance questionnaires can also be submitted with your respective proposal packet or emailed to gilbert.chonje@usda.gov before the solicitation closing date.

Contractor Question: The 2 seed projects contain mechanical elements (Yarding & Decking, and Mastication) How would you recommend our company to bid on those projects as we do not supply much mechanical type work? We understand that we can bid on just the manual or mechanical or both. Should we still bid on the mechanical portions of the seed projects? Could the utilization of subs suffice for the mechanical work?

Government Response: The contractor may submit a proposal for either mechanical or manual mastication; the government will review the proposal and the respective contractor’s capabilities in accordance with the solicitation requirements.

Contractor Question: Is there a schedule of items where contractors list their bid amounts for different line items, for example mowing or mechanical piling? Are contractors required to bid on line items outside of their area of expertise?

Government Response: The only priced scheduled contractors are submitting would be for either Seed Project 01 or Seed Project 02 or both. Each individual task order requirement will require a priced proposal at the time of proposal submission.

Contractors should only submit a proposal based on their ability to perform the work stipulated in the solicitation.

Contractor Question: Evaluation Methodology- Where, within the IDIQ, do we submit the Technical/Management Approach factor write up? Will this be within the seed project proposal, or should it fall after past performance?

Government Response: This would be submitted with your proposal as a separate attachment.

Contractor Question: will contractors be able to view upcoming jobs in Supervised Site Visits where they can get questions answered and address concerns they may have with agency personnel?

Government Response: Each task order requirement will specify whether site visits are required or necessary. Prior to submitting a proposal the contractor is always afforded the ability to ask requirement specific questions via the contracting officer or the contracting officer’s representative.

mailto:gilbert.chonje@usda.gov

Contractor Question: I would like to request a shapefile of the units and boundaries and an Avenza map For the SEED Project 02, Pole Mountain Mastication Treatment.

Government Response: Respective maps were provided with each seed project.

Contractor Question: Would it be sufficient to provide other PEQ's completed recently? Or do you require this exact form to be submitted to you?

Government Response: Yes, other past performance questionnaires covering the preceding five year period can be submitted for consideration provided that the information is as closely aligned with the government’s attached questionnaire.

Contractor Question: What are the desired start dates for the 2 Seed Projects? We see the days allowed to finish, but is there a certain period of performance start date? Are there any locked gates or access requirements to have an estimator look at the project locations?

Government Response: Seed Project 01 and Seed Project 02 are specifically for evaluating purposes of the respective solicitation and are not actual requirements for award; please review the solicitation details.

Contractor Question: The past performance questionnaire must be completed by The CO or inspector I worked with in the past?

Government Response: Either the CO or the COR will be acceptable.

Contractor Question: Do you have any Geo-referenced maps or shape files for the above named project?

Government Response: Maps for the seed projects were submitted with as part of each project.

Contractor Question: For the Piling Covering line item 006, do we provide the covering material and how many piles per acre are you estimating with the per acre rate?

Government Response: Contractors provide the covering material; piles will vary by requirement.

Contractor Question: Are the Seed Bids actual projects that will be awarded when the IDIQ is awarded or figurative projects used to compare contractors without any actual award of those projects?

Government Response: Yes, the seed projects are solely for proposal evaluation and selection purposes.

Contractor Question: Do the Zone Bid form prices get compared or just the Seed Bid Projects?

Government Response: There’s no pricing in the zone bid schedule. The Zone Bid schedule is specifically for contractors to select what zone they’re bidding for prospective requirements.

Once awarded the contractor cannot bid in for requirements in a zone where they did not submit a proposal for or were awarded for work within their base contract.

Contractor Question: If the Zone Bids are compared, do we need to provide a price for each zone or will an average price for all zones be acceptable?

Government Response: The only pricing required for this solicitation is for the seed projects which are only for evaluation purposes; each task order will require pricing at the time of solicitation.

Contractor Question: The Seed 1 Project indicates that it describes a “manual” project. “Yard and Decking” is listed as a line item…we can only find this in the “Mechanical” portion of the solicitation. Would this indicate that multiple vendors could/should be established? Or that the scope of that project includes both manual and mechanical and a single vendor should prepare to do both?

Government Response: Contractors can submit proposals for either mechanical or manual portions of the solicitation. Selections will be made for either or both of these portions per the proposal and selection criteria.

Contractor Question: Seed Project 1 indicates a preferred timeframe of 60 days. Is this business days to exclude weekends or straight days?

Government Response: 60 calendar days.

Past Performance Questionnaire should be returned directly to the Contract Specialist, no later than 2:00PM EST, 27 DECEMBER 2023. Questionnaires must be received by email. Email address is gilbert.chonje@usda.gov Please specify in the subject line 1282B123R0043.
