About this file

This document consists of Sections L and M of a commercial items solicitation for tire supply contracts supporting the Global Tires Program (GTP) and GTP 2.0. The Defense Logistics Agency Land and Maritime (DLA) is soliciting offers for approximately 364 NSNs across aircraft tires (new and retread), CATL (Cooperative Approved Tire List) items, and Ground ZZT items through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle with multiple CLINs structured as either "All or None" or "Split Award" basis. Proposals must be submitted via email to charles.mielkeii@dla.mil with a single email not exceeding 10 MB by 3:00 PM local time, with offers valid for 90 days from solicitation closing. The NAICS code is 326211 with a small business size standard of 1,500 employees.

Offerors must meet multiple evaluation criteria to be considered technically acceptable, including: providing exact items or approved specification sheets for CATL/Ground ZZT items; proposing delivery schedules meeting Government requirements; demonstrating 36 consecutive months of work experience manufacturing or distributing similar tire types and quantities within the last five years; demonstrating 36 consecutive months of schedule compliance experience within the last five years; submitting a Technical/Quality Control Plan addressing Configuration Management, Obsolescence Management, and Quality Management; submitting an Information Technology plan demonstrating EDI or automated order fulfillment capability; and for large businesses, submitting a subcontracting plan per FAR 52.219-9. Material requirement documentation must include CAGE codes, part numbers, and tire specification sheets where applicable. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis with pricing evaluated using annual ADQ multiples over three years for All or None CLINs, and lowest-priced combination methodology for Split Award CLINs offering 50%-50% or 70%-30% splits. Tiebreakers include shortest delivery time, then earliest email submission timestamp. Life Cycle Cost (LCC) CLINs for Air Force items will be evaluated using a Price per Landing calculation based on LCC indexes. Offerors relying on parent company, predecessor, or subcontractor experience must submit relationship documentation.

L.2 FAR 52.212-1 INSTRUCTIONS TO OFFERORS REGARDING EVALUATION (ADDENDA - EVALUATION INSTRUCTIONS)

L.2.1 Offerors should thoroughly read and understand the terms and conditions contained in the solicitation. Failure to provide any information requested in the solicitation may render the Offeror's proposal technically unacceptable and preclude it from any further consideration for contract award. Offerors should ensure that the information contained in their proposal is factual, accurate and complete. If the Government accepts the offer, it will contractually bind the successful offeror to the terms and conditions of the solicitation.

L.2.2 In addition to price, the Government will evaluate technical acceptability factors in accordance with the evaluation criteria contained in this solicitation. These factors are deemed essential in order to determine the offer that best meets the Government's needs.

L.2.3 The following conditions shall be met in order to be eligible for award:

L.2.3.1 The offeror must be affirmatively determined responsible according to the standards in FAR Subpart 9.1.

L.2.3.2 The offeror's proposal must comply with the requirements of law, regulation, and all conditions set forth in the solicitation.

L.2.3.3 The offeror's proposal must demonstrate a clear understanding of the nature and scope of work required. Failure to provide a descriptive, reasonable and complete proposal may reflect a lack of understanding of the work requirements and may result in a determination that the offeror's proposal is unacceptable. The Government does not assume a duty to search for clarification data to cure problems or inconsistencies with an offeror's proposal.

L.2.3.4 The offeror's proposal must demonstrate how each of the minimum requirements set forth in Section M have been met.

L.2.4

INSTRUCTIONS TO OFFERORS

L.2.4.1 Price: Offerors shall submit a pricing proposal for the item(s) identified in the request for proposal (RFP), which may include supplies, tests, data, and manuals. The Government is conducting a Lowest Price Technically Acceptable (LPTA) source selection in accordance with (IAW) FAR 15.101-2. All offers will be evaluated to determine technical acceptability. The award decision will be made on a CLIN by CLIN basis.

L.2.4.2 Material Requirement: Provide documentation of the item(s) that you are providing in Attachment B-1 and B-2 of the solicitation. If the offeror is not identified as an approved source in the item description, the Government may require the offeror to submit traceability documentation to the Contracting Officer. Failure to provide the required documentation within the stated timeframe may result in rejection of the offer. For the items identified as “CATL” or “Ground ZZT” under the “Group” heading on the “Informational New” tab in Attachment B-2, the offeror must provide tire specification sheets that provide detailed information about the tire(s) for which they are proposing so that they may be reviewed to either be accepted or denied for approval. If you are submitting a proposal for the “CATL” and/or “Ground ZZT” items and you already have a current award for the item(s) and you are proposing the same item(s) again, you only need to provide that CAGE and part number for that item(s) and not the specification sheets again.

L.2.4.3 Delivery Requirement: Provide a delivery period for each CLIN that meets the Government's delivery requirements as indicated in Attachment B-2 of the solicitation.

L.2.4.4 Experience Requirement:

L.2.4.4.1 Work Experience - The offeror shall submit documentation showing experience manufacturing and/or distributing similar types and quantities of tires within the last five calendar years for 36 consecutive months. Qualifying experience includes receiving, filling and shipping orders for similar types and quantities of tires and/or manufacturing similar types and quantities of tires.

L.2.4.4.2 Schedule Experience - The offeror shall submit documentation showing experience complying with performance timeliness standards (measured quarterly or more frequently) within the last five years for 36 consecutive months. This experience must be associated with the contract(s) relied on by the offeror to meet the Work Experience Requirement (See L.2.4.4.1).

L.2.4.5 Compliance Requirement:

L.2.4.5.1 Technical / Quality Control Plan - The offeror shall submit a plan to address its Reliability Management system to ensure compliance with the elements of C.12 Configuration Management, C.13 Obsolescence Management, and C.14 Quality Management. Each element shall be addressed in a clearly labeled, separate plan or section of an overall plan for Reliability Management.

L.2.4.5.2 Information Technology - The offeror shall submit a plan to demonstrate its ability to utilize EDI transactions as discussed in sections C.1.2 and C.20.4 (and DLA Procurement Note L02) or other, automated means for filling orders from the GTP Integrator and/or the Government.

L.2.4.6 Subcontracting Plan - Large businesses must submit a subcontracting plan in accordance with FAR 52.219-9.

L.2.4.7 Surge and Sustainment - For all CLINs offered with S&S requirements, the offeror shall complete and submit Attachment B-3 and shall meet all the requirements of Section B.3 and DLA Procurement Notes C06, L18, and M07. The S&S requirements only relate to “new tire” CLINs and not the “retread tire” CLINs. This means that if you propose on a “new tire” CLIN, and it is has a S&S CLIN, you must propose on the S&S CLIN as well or you are ineligible for both.

L.2.5 Proposal Acceptability - An acceptable proposal will be determined by an evaluation by the Government of each offeror's proposal in accordance with Section M, below.

L.2.5.1 Offerors will submit supporting documentation with their proposals as detail above. Supporting documentation shall be clearly marked with an explanation of how the documentation demonstrates that the offeror meets the Government's criteria. The Government may eliminate proposals which are not clearly marked or which do not clearly indicate how the offeror meets Government criteria. The Government may obtain and use information from sources other than those identified by the contractor. Accordingly, contractors are advised to report all sources of work experience that will demonstrate the required minimum levels of work or schedule experience.

L.2.5.2 Proposals are subject to the following page limits for each factor or sub-factor (inclusive of supporting documentation):

Factor or Sub-factor / Page Limit Material Requirement: (N/A - Offeror Fill-in on attachment B-2) Delivery Requirement: (N/A - Offeror Fill-in on attachment B-2) Work Experience: (5) Schedule Experience: (5) Technical / Quality Control Plan: (20) Information Technology: (5) Subcontracting Plan: (None) Surge & Sustainment (None)

Proposal pages, to include supporting documentation shall be submitted via email. The offeror must ensure that printed area is readable. Excess pages beyond the limit may be disregarded at the Contracting Officer's discretion.

L.2.5.3 If the offeror is a wholly-owned subsidiary of another company, supporting documentation pertaining to the parent company shall be submitted. Similarly, if the offeror is a successor entity (i.e. the offeror purchased another company with the requisite experience), the offeror shall submit documentation pertaining to the predecessor company. In all cases in which documentation is under a name other than that of the offeror, the offeror shall submit documentation of its relationship with the named organization.

L.2.5.3.1 Evaluation of Proposals Relying on Subcontractor Experience - If the offeror is relying upon the experience of a subcontractor, the offeror shall submit documentation supporting the relationship between the offeror and the subcontractor in addition to documentation demonstrating the subcontractor's technical acceptability for that evaluation factor or sub-factor. The offeror is advised that the Government will evaluate the offeror and the subcontractor together and make a subjective evaluation of whether the offeror's proposal, when viewed in its entirety, is technically acceptable.

L.2.5.4 By submitting a proposal, the offeror grants the Government permission to validate and investigate the proposal and supporting documentation. The Government reserves the right to consider additional information discovered during the course of its efforts to validate and investigate an offeror's supporting documentation.

SECTION M EVALUATION - COMMERCIAL ITEMS

M.1.1 Evaluation - All proposals will be evaluated to determine that the offered price(s) are fair and reasonable. Instructions for submission of proposals are in Section L. Each CLIN will be awarded separately, and if one offeror is awarded more than one CLIN, all of those CLINs will be awarded under a single contract.

M.1.2 Factors - An offeror must meet or exceed the minimum requirements of the following factors and sub-factors to be eligible for award:

Material Requirement Factor Delivery Requirement Factor Experience Requirement Factor ---Work Experience Sub-Factor ---Schedule Experience Sub-Factor Compliance Requirement Factor ---Technical / Quality Control Plan Sub-Factor ---Information Technology Sub-Factor Subcontracting Plan Requirement Factor Surge and Sustainment Requirement Factor

See Section M.3 for an explanation of the factors and sub-factors listed above.

M.1.3 Evaluated Price - The offered price will be evaluated as adjusted by price related evaluation factors identified in this solicitation and, if indicated, the following: UCF SECTION - L EVALUATION OF OFFERS FOR REQUIREMENTS OR INDEFINITE DELIVERY TYPE SOLICITATIONS (July 2017).

SPLIT Award Candidates - Offers for 100% of the ADQ on Split Award Candidate CLINS: The evaluated price shall be the offered price multiplied by the Government's estimated ADQ for that CLIN (as specified on Attachment B-2). The total overall evaluated price is determined by summing the annual evaluated price of the three years.

Split Award CLIN(s) for less than 100% of the Government's estimated ADQ – The evaluated price will be calculated as above, except that the Government's estimated ADQ will be multiplied by the applicable proportion of the split (i.e. if the total estimated ADQ for a CLIN is 100 units, and Firm A offers on a 70% split for that CLIN, the estimated ADQ used to calculate Firm A's evaluated price for that CLIN will be 70 units).

ALL or NONE CLINs – The annual evaluated price shall be the offered price multiplied by the Government’s estimated ADQ for that CLIN (as specified on Attachment B-2). The total overall evaluated price is determined by the sum of the annual evaluated prices of the three years.

Life Cycle Cost (LCC) CLINs are identified at Attachment B-2, the Offeror's Price Per Landing price, as defined in the next sentence, will be used to calculate the evaluated price in accordance with M.1.3 and its subparts. Air Force LCC CLINs pricing will be evaluated via a LPTA Price Per Landing Process based on the LCC index established for the offered tire(s). The example at Table M1 illustrates the LPTA process under this solicitation:

Table M1: Price Per Landing Example Offered Price LCC Index Price per Landing Manufacturer A

NSN XXXX-XX-XXX-XXXX $500.00 121.23 ($500.00/121.3) = $4.12

Manufacturer B

NSN XXXX-XX-XXX-XXXX $400.00 72.45 ($400.00/72.45) = $5.52

*While Manufacturer B has offered the lower price, the LPTA based on the Price per Landing is Manufacturer A.

M.1.4 Subjective judgment on the part of the Government evaluators is implicit throughout this source selection. Each factor and sub-factor will be assigned a rating of "Acceptable" or "Unacceptable" based on whether the proposal meets the basic minimum requirements described in M.3. A rating of acceptable shall be required in all factors and sub-factors in order to be considered for award. "Acceptable" is defined as meeting the RFP Requirements; "Unacceptable" is defined as not meeting the RFP requirements.

M.2

BASIS FOR AWARD

M.2.1 All or None CLINs – Award will be made on an all-or-none basis for each CLIN identified as an "All or None" CLIN will be awarded to the LPTA offeror.

M.2.1.1 The Government will adept the most advantageous minimum DO quantity via amendment that will establish a minimum DO quantity by CLIN unless it is determined by the Contracting Officer that it is not necessary. Each offeror may then update its pricing proposals accordingly. The lowest price will be determined by comparing the evaluated price for each CLIN; for all offers having an acceptable minimum DO quantity. An acceptable minimum DO quantity will be equal to or less than the Government specified minimum DO quantity, if applicable. Any offer which requires award of a quantity exceeding the Government's specified minimum DO quantity will be deemed unacceptable and will not be considered for award (See FAR 52.216-19).

M.2.1.2 In the event the Government receives two technically acceptable proposals for the same CLIN at the same price, the Government will make an award to the offeror with the shortest delivery. If delivery times are the same, award will be made to the offeror whose proposal was received by email first (as determined by the email indicating the time/date of receipt).

M.2.2 Split Award CLIN(s) – More than one (1) award may be made on Split Award CLINs as referenced in section C.5.2. The Government will award no more than two (2) contracts per CLIN as a result of this solicitation. The Government will award to the technically acceptable offeror or offerors in accordance with M.2.2.1 and M.2.2.2.

M.2.2.1 The intent of awarding on a split basis per CLIN is to support the manufacturing industrial base. For Split Award CLINs, the Government intends to make two (2) awards based on the lowest priced combination of two (2) technically acceptable offers totaling 100% of the requirement (i.e., either a 50%-50% split or a 70%-30% split) that results in awards to two (2) different offerors, who are offering the product of separate manufacturers. The total price for the 50%-50% split combination will be determined by selecting the two (2) lowest priced offer for the 50%-50% split. The total price for the 70%-30% split combination will be determined by selecting the two (2) lowest priced offers for that split. The 50%-50% split and 70%-30% split combinations will be compared and will be awarded to the lowest priced combination of offers in which both offers are determined fair and reasonable.

M.2.2.2 If either of the prices within the lowest priced combination cannot be determined fair and reasonably priced, the Government will then evaluate the lowest priced combination for the other split combination (i.e., if the split evaluated in M.2.2.1 was a 50%-50% split, the Government will then evaluate the next lowest priced 70%-30% combination).

M.2.2.3 Pricing for each Split Award CLIN will be compared to the lowest price proposal for 100% of the requirement solely to evaluate price reasonableness. If no combination of Split Award proposals can be found fair and reasonably priced, then the Government will award to the lowest priced proposal for 100% of the requirement.

M.2.2.4 If offerors propose the same price for a specific Split Award percent (for example, two (2) offerors propose the same price for the 70% split), the Government shall select the offeror with the shortest delivery time. If delivery time does not resolve the tie, the Government shall select the offeror whose proposal was submitted 1st according to the "email" time stamp.

M.2.2.4.1 In the event that the 50%-50% or 70%-30% award combinations are not determined fair and reasonable, the tiebreakers for 100%-0% split (i.e. a single award) are the same as listed in section M.2.2.4.

M.2.2.5 Each offeror will provide minimum Delivery Order (DO) quantity prices on each CLIN as shown on the Section B-2 Spreadsheet:

M.2.2.5.1 A minimum DO quantity proposed by the offeror representing an economic production quantity.

M.2.2.5.2 The Government will adept the most advantageous minimum DO quantity via amendment that will establish a minimum DO quantity by CLIN unless it is determined by the Contracting Officer that it is not necessary.

M.2.2.6 The Government may determine that a proposal is unacceptable if the prices proposed on different splits (100%, 70%, 50% or 30%) are materially unbalanced between one another. Unbalanced pricing exists when, despite an acceptable evaluated price at 100%, the price of one or more the remaining splits is significantly overstated or understated as indicated by the application of cost or price analysis techniques. An offeror may not be considered for award of a CLIN if the Contracting Officer determines that the offeror's pricing for that CLIN is unbalanced.

M.2.3 The contract award document will identify the allocation of requirements awarded for all CLINs.

M.2.4 Unless expressly stated otherwise in the offeror's proposal, by submitting a proposal in response to this solicitation, the offeror represents it is submitting a binding offer to support the requirements of this solicitation.

M.2.5 Notice of Acceptance – Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. A written notice of award or acceptance of an offer furnished to the successful offeror within the time for acceptance specified in the offer, shall not automatically result in a binding contract without further action by either party. Any proposed contract is not binding upon either party until it is also signed by the Contracting Officer, and a copy is delivered back to the awardee.

M.3

EVALUATION CRITERIA FOR TECHNICAL ACCEPTABILITY

M.3.1

PART ONE - COMMODITY CRITERIA

M.3.1.1 Material Requirement – “Aircraft” and “Code and Part” items:

The offeror must propose to provide the EXACT item requested by the Government as indicated on the “Sources New Tires” and “Sources Retreads” tabs in Attachment B-2. If the offeror is not proposing to provide the EXACT item requested by the Government for an CLIN, the offeror will not be eligible for award, unless the proposed item or items is/are added to Attachments B-1 and B-2 by Amendment prior to the date set for Final Proposal Revisions (FPR).

“CATL” and “Ground ZZT” items:

For the items identified as “CATL” or “Ground ZZT” under the “Group” heading on the “Informational New” tab in Attachment B-2, the offeror must provide tire specification sheets that provide detailed information about the tire(s) for which they are proposing. If after the offeror’s proposed item is reviewed and not approved for that CLIN, then the offeror is not technically acceptable for an award for that CLIN.

All Items:

If the offeror is not identified as an approved source in the item description for the “Aircraft” or “Code and Part Number” items nor as an approved source after review for the “CATL” or “Ground ZZT” items, the Government may require the offeror to submit traceability documentation to the Contracting Officer. Failure to provide the required documentation within the stated timeframe may result in rejection of the offer. The Contracting Officer determines the acceptability and sufficiency of documentation or other evidence, at his or her sole discretion. If the Contracting Officer finds the evidence to be unacceptable, or if the Contractor fails to retain or provide the requested evidence, the award may be cancelled or contract may be terminated for cause/default, as applicable. (See DLA Procurement Note C03.)

M.3.1.2 Delivery Requirement - The offeror must propose a delivery time frame for each CLIN that meets the Government's delivery requirements as indicated in Attachment B-2 of the solicitation.

M.3.2

PART TWO - CONTRACTOR CRITERIA

M.3.2.1 Experience Requirement - The Government will evaluate the offeror's Work Experience. The offeror will be evaluated as Acceptable when the following minimum experience requirements are met:

M.3.2.1.1 Work Experience is evaluated as Acceptable when the offeror demonstrates having experience manufacturing and/or distributing similar types and quantities of tires within the last five calendar years for 36 consecutive months.

M.3.2.1.2 Schedule Experience is evaluated as Acceptable when the offeror demonstrates having experience complying with performance timeliness standards (measured quarterly or more frequently) within the last five years for 36 consecutive months. Note: In investigating an offeror's work and schedule experience, the Government may consider information in the offeror's proposal and information obtained from other sources, including past and present customers and their employees; other Government agencies, including state and local agencies; consumer protection organizations and better business bureaus; former subcontractors; and others who may have useful information.

M.3.2.2 Compliance Requirement - The Government will evaluate the offeror's compliance experience and ability. The offeror will be evaluated as Acceptable when the following minimum compliance requirements are met:

M.3.2.2.1 Technical / Quality Control Plan - The proposal is Acceptable when the offeror provides a plan in accordance with Section L that is recognized by the evaluation team to establish the offeror's ability to address each element of C.12 Configuration Management, C.13 Obsolescence Management, and C.14 Quality Management and provides assurance that the offeror will satisfy any related performance requirements.

M.3.2.2.2 Information Technology - An offeror will be evaluated as Acceptable when the offeror provides a plan in accordance with Section L that is recognized by the evaluation team to establish the offeror's ability to use EDI or other, automated means to receive and fill orders. Conducting business via email does not, by itself, qualify as an automated system.

M.3.2.2.3 QPL/LCC - In order to be eligible for award, the offer must propose to provide an item listed on the applicable Qualified Products List for “Aircraft” tires (retread or new tires) and the item must have a current Life Cycle Cost index established pursuant to the Air Force Life Cycle Cost program (if applicable).

M.3.3 PART THREE -Subcontracting Plan and Surge and Sustainment Criteria

M.3.3.1 Subcontracting Plan - Large businesses must submit a subcontracting plan. The subcontracting plan is assessed against the requirements of FAR 52.219-9 and DFARS 252.219-7003. The evaluation is for compliance with the appropriate FAR requirements and involves an assessment as to whether the goals are set at a level that the parties reasonably expect can result from the contractor expending good faith effort to use small business concerns to the maximum extent possible. If a plan is required and found to be inadequate, the proposal is not eligible for award.

M.3.3.2 Surge and Sustainment - For all S&S CLINs, the offeror shall submit Attachment B-3 and shall meet all the requirements of Section B.3 and DLA Procurement Note C06, DLA Procurement Note L18. The evaluation shall be in accordance with DLA Procurement Note M07 “Surge and Sustainment (S&S) Evaluation” (FEB 2017). If a plan or pricing is found to be inadequate in accordance with the above, the proposal is not eligible for award.
