About this file
This is a Preliminary Long Term Contract Market Research Questionnaire issued by the Defense Logistics Agency (DLA) Weapons Support for the Global Tires Program. DLA Weapons Support intends to award multiple contracts for tires listed in an attached spreadsheet, organized into four categories: CATL, Code and Part (includes Ground SAE), Aircraft and Ground, and ZZT. The questionnaire requests that potential suppliers provide information regarding their company capabilities, business classification, and interest in pursuing long-term contracts for these items.
The anticipated contract structure will consist of a single nine-year solicitation with a recompete every three years, evaluated under Lowest Priced Technically Acceptable (LPTA) procedures. All awarded contracts will be firm-fixed price with FOB Destination, Inspection and Acceptance at Destination terms, with no quantity ranges. Respondents are requested to complete the questionnaire for only those items in which they are interested and return responses by May 25, 2026. The questionnaire includes sections addressing general company information (size, employee count, SBA classification, and manufacturer or distributor status), interest in long-term contracts, consolidation benefits, and an opportunity for suppliers to provide additional feedback regarding acquisition strategy and solicitation development. Draft versions of the Performance Work Statement and Sections L&M have been provided to interested parties. Questions should be directed to Charles E. Mielke II at charles.mielkeii@dla.mil.

Strategic Acquisition Programs Directorate (SAPD) Preliminary Long Term Contract Market Research Questionnaire
DLA Weapons Support will be doing multiple contracts for the tires listed the attached spreadsheet in support of the Global Tires Program. As a potential supplier of these items, I am asking that you fill out this market survey to the best of your knowledge so that I may finish my requirements. The items on the spreadsheet are grouped based on technical and/or source characteristics. There are four categories and they are: CATL, Code and Part (includes Ground SAE), Aircraft and Ground ZZT. I have included any applicable sources for these items, the Product Item Descriptions (PIDs) and have posted any applicable drawings. The information obtained through market research will help me complete what is necessary for me to do, so your input is very important. You only need to complete the spreadsheet for the items for which you are interested.
I have attached the draft version of the Performance Work Statement and Sections L&M since the intent is to do one solicitation for all items for nine years with a recompete every three years.
All awarded contracts based on the solicitations built from this market research will be FOB Destination, Inspection and Acceptance at Destination, firm-fixed price (priced out), no quantity ranges and will be evaluated in accordance with Lowest Priced Technically Acceptable (LPTA) procedures. If you have any questions, please contact me, Charles (Chuck) E. Mielke II at charles.mielkeii@dla.mil.
Request that you return the survey by May 25th, 2026. I sincerely appreciate your time.
