ATTACHMENT 3 – SECTION M
EVALUATION FACTORS
SOLICITATION # FA4528-24-R-0008
LF Contours IDIQ & Seed Project
BASIS FOR CONTRACT AWARD
The Government will base its evaluation solely on the information presented in each offerors’ proposal as detailed in this section. Award will be made based on best value trade-off decision, with price being weighed approximately equal to work performance plan, and both price and work performance plan being weighted heavier than past performance.
The government may award to other than the lowest-priced offeror in exchange for higher work performance plan and/or past performance ratings.
SECTION I – ADMINISTRATIVE REQUIREMENTS
Offerors will be assessed on a Pass / Fail basis determined by compliance with the instructions provided under Section I of Attachment 2 “Section L” of this solicitation. Any offeror that does not comply with the administrative requirements may be removed from consideration for award.
SECTION II – WORK PERFORMANCE PLAN
WORK PLAN: The Work Performance Plan evaluation will examine the contractor’s capability to complete requirements through an assessment of the strengths, weaknesses, deficiencies, and risks of a proposal. The evaluation will also examine proposals for schedule efficiencies and/or processes considered to be more advantageous to the Government. All Work Performance Plans will be assessed by each member of the source selection team and shall be assigned a rating using the table listed below. Any proposals that are assigned either a marginal or unacceptable rating may be removed from consideration for award.
Rating Description
Outstanding Proposal meets requirement and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses.
Risk of unsuccessful performance is very low.
Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Attachment 3 Page 2 of 2
Unacceptable Proposal does not meet requirements and contains one or more deficiencies.
Proposal is not awardable.
SECTION III – PRICE PROPOSAL
Both CLIN pricing and Total pricing submitted on the “FY24 LF Contours 5-year Bid Sheet” and the “FY24 LF Contours - Seed Project Bid” will be considered for award decisions.
SECTION IV - PAST PERFORMANCE EVALUATION
The past performance evaluation will consider each offeror's recent and relevant record of performance submitted with the Past Performance Information Form (PPIF), under the scope, magnitude, complexity, and dollar value in supplying services that meet the contract’s requirements.
Past Performance equating to less than $10,000 or outside of the past 5 years will not be considered.
All past performance will be assessed by each member of the source selection team and shall be assigned a rating using the table listed below. Proposals receiving an unknown confidence rating will neither be hurt nor helped by this rating. Any proposals receiving a limited confidence, or no confidence rating may be removed from consideration for award.
Rating Description
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
