About this file
This document consists of Requests for Information (RFIs) related to a federal contract opportunity for the LF Contour IDIQ Pre-Contract Award, which has a solicitation number of FA4528-24-R-0008.
The RFIs cover various aspects of the contract, including the provision of as-built drawings, dewatering requirements, inspection and acceptance procedures, compaction and testing requirements for earthwork, seeding and watering, and the submission of past performance information forms (PPIFs). The government has provided responses to the RFIs, clarifying the contract requirements and addressing the contractors' questions. The contract opportunity is expected to be valued between $1,000,000 and $5,000,000 and involves heavy construction work in several counties in North Dakota. The government intends to evaluate proposals and award the contract based on a best value trade-off decision, with price being weighted equally with the work performance plan.

01 00 10/3.15: As-Built Drawings. Will the gov't be providing AutoCAD drawings for each LF site with existing contours so the contractor can provide the corrected contours?
If elevations changes more than 1/2 foot as builts would need to be provided. This is not expected since contractor is only adding 1-2" of fresh gravel/rock on the site and access road. Culverts and embankment work in the contract would require as-built drawings. Gov't would provide applicable AutoCAD drawings.

01 00 00/3.20.4: If water is encountered, the contractor is responsible for dewatering the site. Is this in reference to the contractors excavating for new culverts or end sections?
This would be for any location if digging is done (culverts, embankment). 6-Aug-24

01 00 00/3.26: Inspection & Acceptance:
Looking at the seed projects, these sites can all be completed the same day they are started, barring any weather/government delays. Can the punch list, pre-final, and final acceptance occur on the same day, or do we have to plan to return to each site after they are completed?
Same day 6-Aug-24

31 00 00/3.13: Earthwork, Compaction.
Without knowing the existing conditions of each site, we are not certain one can achieve compaction when we are only placing the top 2-3" of new class 13 gravel on top of existing gravel, as we have no idea what the existing gravel is compacted to. The testing instruments are not capable of testing the top 2-3". Please advise what the government's intent is on this project. Please provide requirements for testing if required.
The specs state ASTM publications. This is under the earthwork section so the fills would be more then 2-3". This would be for embankment locations and culverts which would be clay fill.
