L1 – INFORMATION TO OFFERORS

L.1.0 Program Title and Objectives The purpose of this acquisition is to obtain reliable, responsive, and cost-effective processor infrastructure services of “on-demand” processing capabilities for Defense Information Systems Agency (DISA) and/or DISA-approved locations, located in both the continental United States (CONUS) and other DISA or DISA-approved locations worldwide where DISA may acquire an operational responsibility. DISAs goal is to obtain a dynamically scalable processing capability utilizing an on-demand service approach, for new equipment, that will readily adjust to changes in processing and throughput requirements, both increases and decreases, and is priced on a utility ("as used") basis or tiered structure.

The service provider shall acquire, install, deinstall, transport, configure, and provide the necessary hardware (which may include but is not limited to cabinets/racks/cabling/cable management/power distribution unit (PDU)), hardware maintenance, operating system software, and any other software required for the Contractor’s solution to operate, and services to support the processor infrastructure associated with this contract. The Government will maintain day-to-day operational control and complete oversight responsibility of the processing environment. This operational control includes the installation of all software updates after the initial delivery. However, all operating system software, and any other software required for the Contractor’s solution to operate, including software maintenance and licensing shall be provided by the Contractor under this contract.

The Government intends to award a single-award indefinite-delivery, indefinite-quantity (IDIQ) contract through full and open competition for the Processor Capacity Services System P (PCSSP) Chipset operating system. Award will be made to the offeror whose proposal represents the best value in accordance with the evaluation criteria defined in Section M, Evaluation Factors for Award. The Government reserves the right to make no award at all.

L.1.1 Budget/Funding Information Funding for PCCSP will be provided annually via issuance of individual task order(s). Incremental funding will be utilized in accordance with (IAW) DFARS Clause 252.232-7007. The estimated contract ceiling for the System P Chipset is $36M, with a minimum guarantee of $275,000.00.

L.2.0 General Instructions For the purpose of this solicitation, an offeror is defined as a prime contractor. Each offeror, identified by a distinct Commercial and Government Entity (CAGE) Code, may submit only one proposal in response to this Request for Proposal (RFP).

L.2.0.1. This section of the Information to Offerors provides general guidance for preparing proposals, as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions. Offerors are required to address all requirements outlined in the RFP. Non-conformance with the instructions provided in this Information to Offerors may result in removal of the proposal from further evaluation.

L.2.0.2. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their capabilities and experience and will base its evaluation on the information presented in the offeror's proposal.

L.2.0.3. Elaborate brochures or documentation, binding, detailed artwork, internet hyperlinks, or other embellishments are unnecessary, not desired, and will not be considered a part of the proposal but will be considered part of the page count.

L.2.0.4. The offeror shall make a clear statement in Volume I cover page that the proposal is valid for a minimum of 365 days from the proposal due date.

L.2.0.5. IAW FAR Subpart 4.8 (Government Contract Files), the Government will retain one digital copy of all unsuccessful proposals.

L.2.0.6. Portions of the successful offeror’s proposal may be incorporated into the contract as an attachment in Section J.

L.2.0.7 Use of Non-Government Advisors Non-Government personnel will not be utilized in the evaluation of proposals.

L.2.0.8 Government Furnished Information (GFI) There may be GFI at the contract level. There will be no physical library or reading room for this solicitation.

L.2.1 General Information

L.2.1.1 Point of Contact The Contracting Officer (KO) and the contract specialist (CS) are the sole points of contact for this procurement. Address any questions or concerns in writing to the KO and CS. Written requests for clarification must be sent to the KO and CS at the email address located in Section L2.3. Requests must be submitted to KO’s and CS’ inboxes before the deadline specified on Standard Form (SF) 1449, Block 8 in Central Time in order to be considered timely.

KO – Lori M. Dall, lori.m.dall.civ@mail.mil CS – Mallory A. Moss, mallory.a.moss.civ@mail.mil L.2.1.2 Discrepancies If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the KO or CS in writing with supporting rationale.

L.2.1.3 Electronic Reference Documents All referenced documents for this solicitation are available on beta.Sam.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

L.2.1.4 Debriefings The KO will notify offerors of any decision to exclude them from the competitive range; whereupon, they may request and receive a debriefing IAW FAR 15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post-award debriefing. However, offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The KO will notify unsuccessful offerors in the competitive range of the source selection decision IAW FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.

L.2.1.5 Communications Exchanges of source selection information between Government and offerors will be controlled by the KO or CS. Evaluation notices and responses will be transmitted as e-mails and will be treated and marked as Source Selection Sensitive Information. The subject line of the email shall be titled: “RFP HC108422R0006, Contractor Name, Source Selection Information - See FAR 2.101 and 3.104.” Questions/comments will only be entertained if received in email and only when submitted on Attachment L-1 Solicitation Questions and Answer Template in Section L.

Emails should be addressed to the KO and CS as follows:

KO: Lori M. Dall Email: lori.m.dall.civ@mail.mil CS: Mallory A. Moss Email: mallory.a.moss.civ@mail.mil No information concerning this solicitation or requests for clarification will be provided in response to offeror-initiated telephone calls. All such requests must be made in writing and submitted to the above email address. Written inquiries will be answered in writing and provided to all offerors. However, because of administrative time, written inquiries may not be answered when requests are received by the above addressee after the original due date for receipt of questions as specified in this solicitation. The timeframe for submitting inquiries will not be extended as a result of an extension to the due date for the receipt of offers, unless authorized by the KO.

L.2.1.6 Award without Discussions The Government intends to award without discussions. Therefore, the offeror’s initial proposal should contain the offeror’s best approach/terms for technical, management, and price; however, despite this intent, the Government reserves the right to conduct discussions if the Source Selection Authority (SSA) determines they are necessary. If the SSA determines discussions are necessary, a competitive range will be established. Based on the ratings of each proposal against all evaluation criteria, the KO shall establish a competitive range comprised of all the most highly rated proposals, unless the range is further reduced for purposes of efficiency pursuant to FAR 15.306(c)(2). In the event issues pertaining to a proposed contract cannot be resolved to the SSA's satisfaction, the Government reserves the right to withdraw and cancel the solicitation. In such event, offerors will be notified in writing.

L.2.1.7 Organizational and Consultant Conflict of Interest (OCCI) Each offeror shall specifically identify in its proposal whether any potential or actual OCCI, as described in FAR Subpart 9.5, exists for this procurement. If the offeror believes that no OCCI exists, the OCCI response shall set forth sufficient details to support such a position. If an offeror believes that an actual or perceived OCCI does exist on this procurement, the offeror shall submit an OCCI plan with the proposal, explaining in detail how the OCCI will be mitigated and/or avoided.

L.2.1.8 DD254, DoD Contract Security Classification Specification Offerors must complete Block 6 of the attached DD254 with the appropriate information for their companies. Completed DD254’s must be submitted with proposals provided in Section J, Attachment J-2. Security classification requirements must be met at time of proposal submission.

L.2.2 Organization/Number of Copies/Page Limits The offeror shall prepare the proposal as set forth in the Proposal Organization Table (Table L.1 below). The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits as specified in Table L.1. L.2.2.1 Page Limitations Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and may be cause for elimination of the proposal from consideration. Page limitations may be placed on responses to Evaluation Notices (EN). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this solicitation. Each page shall be counted except blank pages, cover pages, tabs, and those listed as ‘No Limit’ in Table L-1.

L.2.2.2 Page Size and Format

L2.2.2.1 A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches. Pages shall be 1.5 line spacing, except for the reproduced sections of the solicitation document. The text size shall be no less than 10-point Ariel, Times New Roman, or Courier New font for all text. The technical volume of the proposal shall be submitted as both a MSWord 2007 and newer file and as an Adobe PDF document. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1-inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to responses to ENs. These limitations shall apply to both electronic and hard copy proposals. It is the sole responsibility of the Offeror to ensure that the electronic files submitted are virus free and can be opened and read by the Government. Proposal submissions shall not be locked, encrypted, or otherwise contain barriers to opening. The Government is under no obligation to seek clarification regarding electronic proposal submissions if submissions cannot be opened or accessed.

L.2.2.2.2 Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. For tables, charts, graphs and figures, the text shall be no smaller than 10-point Ariel, Times New Roman, or Courier New font for all text included in a table. These limitations shall apply to both electronic and hard copy proposals. Names of specific personnel shall be removed from all proposal volumes (this does not include proposal points of contact requested elsewhere in this RFP or any other personnel not related to technical performance of the contract, such as in the OCCI plan).

L.2.2.3 Cost or Pricing Information All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal Volume. Cost tradeoff information, workhour estimates, and material kinds and quantities may be used in other volumes only as appropriate for presenting rationale for alternatives or design and tradeoff decisions.

L.2.2.4 Cross-Referencing To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.

L2.2.5 Cross Reference Matrix The offeror shall prepare a cross reference matrix cross referencing all RFP requirements to the location of the offeror’s responses in their proposal. The cross-reference matrix provides reference information but is not evaluated. The offeror’s format is acceptable.

L.2.2.6 Indexing Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.

L2.2.7 Glossary of Abbreviations and Acronyms Each volume shall contain a glossary of all abbreviations and acronyms used, and with an explanation for each. Glossaries of abbreviations and acronyms do not count against the page limitations for that volume. Each abbreviation and acronym shall be spelled out in its entirety the first time used.

L.2.3 Table of Contents Only Volumes I and II shall contain a more detailed table of contents to delineate the subparagraphs within that volume.

L.2.4 Electronic Offers

Submitting Proposals:

a. Proposals shall be addressed to the KO with a copy to the CS. Offerors are allowed to submit proposals to KO and to the CS via email addresses specified below. When submitting proposals directly to KO’s (lori.m.dall.civ@mail.mil) and CS’s (mallory.a.moss.civ@mail.mil) email addresses, a complete copy of the proposal must be received in the inboxes of KO and CS before the deadline specified on the SF- 1449, Block 8 in Central Time in order to be considered timely.

Recommend sending each volume in its own separate zip folder via email to the KO’s and CS’ inbox. Sample instruction if needed: Create folder for Vol I, include all documents in folder, right-click the folder, select (or point to) Send to, and then select Compressed (zipped) folder. A new zipped folder with the same name is created in the same location. Send separate emails (example 1 of 4, 2 of 4, etc.) Submit each volume as a separate electronic .zip file with the name of the volume from the table in Section L2.5.1. Each individual file within the zip file must be autonomous and complete.

b. Prior to submitting proposals, offerors shall be registered in System for Award Management (http://www.sam.gov).

c. All proposal volumes shall be submitted in either MS Word 2007 or newer file format, or as Adobe Acrobat, Portable Document Format (Adobe PDF), Version XI; except the Exhibit B-1, PCSSP Price Model, which shall be submitted in MS Excel 2013 or earlier. NOTE: There shall be no page markings with restrictive legend prohibiting the copying and pasting of text for Government use specific to this acquisition.

d. Virus Check. Offerors shall perform a virus check prior to proposal submittal and certify they have done so in the proposal’s cover pages.

e. Use of the software and procedures described in this part will reduce the amount of time and effort needed by the Government to receive and install proposals into an electronic evaluation system and will help to ensure that proposals are suitable for reading electronically. Information regarding electronic products listed herein should not be construed as Government endorsement for such products.

f. Due Date/Time. The time specified on the SF-1449, Block 8, is in Central Time (CT). Any proposal, modification, or revision that is received in KO’s and CS’ inboxes at the email addresses specified in Section L2.3(a) after the exact time specified for receipt of proposals in Block 8 is “late” and will be handled in accordance with FAR 15.208(b) and subparagraphs thereto. Correspondence must be received in the KO’s and CS’ inboxes before the deadline specified on SF-1449, Block 8 in Central Time in order to be considered timely.

g. The offeror shall prepare a “readme” file, included in Volume I, which describes the organization and layout of the files in its electronic submission. The file shall describe the names of the .zip files and the names of each file included therein.

h. Efforts by the Government to clarify or expedite installation of electronic proposal submissions, in accordance with FAR 15.207(c), will not be considered discussions.

i. The Government will not reimburse the contractor for proposal preparation costs in response to this solicitation nor for future proposals prepared in response to future task orders under this contract. Submission of all proposal volumes shall be to DITCO. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of the RFP.

L.2.6 Classified Information No classified requirements exist for PCSSP. All security requirements are outlined in the DD254. Offerors shall not submit classified information.

L.2.7 Acceptance of Proposals The Government reserves the following rights:

a. To only consider proposals that are submitted in accordance with all technical requirements stated or referenced in the solicitation, and that demonstrate an understanding of and the ability to perform the Government’s requirements.

b. To reject proposals that delete or alter technical requirements of the solicitation or include terms, conditions, or assumptions that caveat or limit performance.

The salient features should tie in with Section M evaluation factors/subfactors. Any summary material presented here shall not be considered as meeting the requirements for any portions of other volumes of the proposal.

L3.2. Table of Contents Include a master table of contents of the entire proposal.

L.4.0 Volume II – Technical/Management Approach The PWS provides the Government’s overall requirements for the duration of the PCSSP contract. Offerors shall submit their Technical/Management Approach as Volume II of the proposal in response to the Technical/Management Factor found in Sections M2.0, as applicable.

L.4.1 General The Technical/Management Volume should be specific and complete. Responses will be evaluated against the technical/management sub-factors defined in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology proposed to be used for accomplishing/satisfying these sub-factors. All the requirements specified in the solicitation are mandatory. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

L.4.2 Format and Specific Content Please construct and present your responses according to the following:

L.4.2.1 Technical/Management (Evaluation Factor 1) In the Technical/Management volume, address your proposed approach to meeting or exceeding the minimum performance or capability requirements of the following technical/management sub-factors. Offerors shall discuss how their solution will introduce new technology during the life of the contract.

L.4.2.2 Volume Organization The Technical/Management volume shall be organized according to the following general outline:

Volume II Technical/Management - Factor 1 Sub-factor 1: Technical Solution: System P Sub-factor 2: Transition Plan Sub-factor 3: Capacity Sub-factor 4: Integration/Interfaces Sub-factor 5: Performance/Availability Sub-factor 6: Technical Requirements and architecture

L.4.2.3 Proof of Concept (POC) If a POC demonstration is required, ALL offerors in the competitive range for each chipset will be required to demonstrate their proposed solution to members of the source selection evaluation team (SSET) at the offeror's own demonstration location and at the offeror's own expense. The POC demonstration is designed to validate Sub-factors 1 and 2 of the offeror's technical solution. Specific elements of Sub-factors 1 and 2 to be validated will be determined by the Government and provided to offerors as part of a detailed test plan. Offerors will be notified if they are in the competitive range and if a POC is required. The first POC demonstration will occur within 30 calendar days after determining competitive range. A detailed test plan and any government-provided data required to be used in the demonstration will be provided to each offeror 14 calendar days prior to the demonstration. Offerors will be given one day to present their solution.

L.5.0 Volume III - Cost/Price (Evaluation Factor 2)

L5.1.1 Cost/Price Information The offeror’s price proposal will be evaluated, using one or more of the techniques defined in FAR 15.404, in order to determine if it is reasonable and complete. Completeness will be determined by verifying that all solicitation requirements have been priced, figures are correctly calculated, and prices are presented in a clear and useful format. Normally, price reasonableness is established through cost and price analysis techniques as described in FAR 15.404. It is anticipated that pricing will be based on adequate price competition; therefore, offerors are not required to submit certified cost or pricing data. If, after receipt of proposals, the KO determines more information is required to support price reasonableness "data other than cost or pricing data” (in accordance with FAR 15.403-1(b) and 15.403-3(a) - to include the identical types of data as certified cost or pricing data, but without the certification— may be required to support price reasonableness. Information shall be provided in accordance with FAR 15.403-5. Also, if the KO determines the required conditions of adequate competition do not exist, that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror may be required to certify its submitted cost or pricing data (see: FAR 15.406-2 -- Certificate of Current Cost or Pricing Data).

Pricing submitted for the Government-required CLINs/SLINs in the base period and all option periods, including option pricing for an additional six-month period that may be authorized IAW FAR 52.217-8 "Option to Extend Services" will be evaluated. See FAR 52.217-8 which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. The pricing proposal shall include pricing for the additional six-month period IAW FAR 52.217-8 which is identical to the proposed unit pricing in Option Year 5. The total evaluated price will consist of the proposed price for the base period, all option periods, and the option pricing for the additional six-month period. Pricing will be incorporated into Schedule B and related B-Tables upon contract award and used for all orders placed post-contract award.

Due to the likely inability of any offeror to accurately estimate travel associated with this requirement, the Government is providing plug numbers, inclusive of all direct costs and indirect rate burdens, for Travel sub-contract line item number (SLIN) to be used by all offerors when proposing travel. These cells are locked in the price model and shall not be changed. Actual travel shall be for technical assistance related work or at the Governments discretion and authorized by the contracting officer’s representative (COR) in writing prior to performance and will be paid IAW FAR Part 31.205-46.

Information beyond that required by this instruction (Exhibit B-1, PCCSP Price Model) should not be submitted in the Cost/Price Volume, unless considered absolutely essential to document or support the cost/price position. All information relating to the proposed price, including any supporting documentation the offeror deems essential, must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.

L.5.2 Price Model To enable the Government to evaluate pricing information as Factor 2 of the solicitation, the offeror shall provide unit pricing for all CLINs/SLINs in the Price Model template (B-1, PCSSP Price Model) provided in Section J of the RFP.

L.5.2.1 Instructions Offerors shall stringently follow the Price Model construct and calculations and shall not deviate from this format. All formulas used shall remain present and unchanged in the spreadsheet for verification. If any formula errors are identified in the Exhibit B-1, PCSSP Price Model, offerors shall immediately upon identification bring it to the attention of the Contracting Officer and Contracting Specialist listed in section L.2.1.1.

For all processor capacity solutions, a complete standard solution to meet the minimum requirements of the PWS must be demonstrated using the Government provided SLINs.

The Government requires unit pricing for each requested CLIN/SLIN. Not separately priced items shall be entered as $0.00 in the “B-Table” tab of Exhibit B-1, PCSSP Price Model. If a CLIN/SLIN is proposed as $0.00, the Government may order that CLIN/SLIN for $0.00, at no cost to the Government. Failure to provide pricing for each requested CLIN/SLIN will result in the offeror’s proposal being deemed incomplete and ineligible for award.

As specified in Exhibit B-1, PCSSP Price Model, Column B represents the minimum requirement as defined in the PWS. Offerors shall provide the proposed product/service short description of each CLIN/SLIN under the B-Table Tab, in Column D – Proposed. Offerors shall refer to Column C for an example.

Offerors should refer to and comply with the additional instructions related to the ground rules and function of the price model contained on the ‘Instructions’ tab of the Exhibit B-1, PCSSP Price Model.

L.5.2.2 Price Model Inputs and Function The unit pricing provided will represent the monthly firm-fixed unit price, provided by contract period, on a per CLIN/SLIN basis. For example, in the Government provided Price Model, the CLIN/SLIN unit price provided in the 'B-table' pricing under "YR1 Monthly Price" will be utilized as the per month CLIN/SLIN unit price for all of Base Year 1 of the contract period of performance. The proposed unit pricing from the offeror-proposed 'B-table' will be the maximum rates used for the life of the contract. Offerors may propose decreases in unit prices during contract performance, however, post-award, there will be no increases to the CLIN/SLINs prices identified in the contract 'B-table'.

If DISA requests the Contractor utilize current hardware inventory, request the Contractor propose a discount percentage in the ‘B-Table’ under “Discount % for SLINs Utilizing Current Hardware”. This discount percentage would apply to the following SLINs:

For System P; SLINs 5201AA - 5201AD and 5204AA – 5204AD

This economic life discount would be applied to the Monthly Price of the applicable SLIN price, post-award, and that is the rate that would be billed at the task order level. The proposed discount percentage will not be included in the Total Evaluated Price for each requirement. During post award, any task order approved to use current hardware, would automatically be executed at the defined Economic Life Discounted price.

The Exhibit B-1, PCSSP Price Model, offerors are required to provide monthly unit prices for all contract years for all CLINs/SLINs, on the worksheet tab entitled “B-Table.” The provided “B-Table” unit prices will be multiplied by the government provided ‘scenario’ evaluation quantities (as detailed in the Evaluation Quantities Tab of Exhibit B-1, PCSSP Price Model). The pricing totals for the ‘scenario’ quantities will be added together to arrive at the offeror’s Total Evaluated Price which is found on the Price Model’s “Total Evaluated Price” tab.

Offerors should only provide monthly unit pricing in the B-Table tab of B-1, PCSSP Price Model for all the government provided SLINs. Unit pricing provided in the B-Table tab will populate pricing information into the evaluation tabs. Unit pricing for all government provided SLINs will be included in the contract award. With the exception of selected cells within the “B-Table” tab of Attachment B-1 Price Model, the spreadsheet is protected by the government and offerors shall not unprotect, alter or add to the Price Model in any manner not directed in the instructions.

L.5.3 Pricing of Technological Advances The proposed CLIN/SLIN prices will be the prices used for the life of the contract regardless of technological advances and the replacement of equipment with newer versions. As processor technologies advance, the offeror shall provide next generation processors at the same relative position, or better, as the processor generation proposed at time of contract award. Accordingly, the Awardee will be required to update equipment to ensure access to the aforementioned processor technology advances, which shall be provided at no additional cost to the Government. When technology advances, the Government will make the final determination on when or if the SLIN configurations will be updated.

L.5.4 Volume Organization The Cost/Price volume shall consist of the following sections:

SECTION 1: Exhibit B-1, PCCSP Price Model (REQUIRED) – The offeror’s proposed pricing shall be submitted on the Government-provided Exhibit B-1, PCCSP Price Model.

SECTION 2: Price Narrative (OPTIONAL) – This section is not requested or required and only included for offerors to provide any cost or pricing information and/or supporting data the offeror deems absolutely necessary to support their proposed pricing. If a price narrative is provided, technical data and assumptions shall not be included and will not be reviewed if included in this section.

L.6.0 Volume IV – Supply Chain Risk Management (SCRM) Volume (Evaluation Factor 3) A determination has been made by the program office that the items or services to be procured under this RFP are subject to Supply Chain Risk Management (SCRM) controls as outlined in the PWS. As a result, offerors will be required to submit a detailed organization-wide SCRM plan as part of the proposal submission. The Government’s review of the SCRM evaluation factor will include an assessment of an offeror’s understanding of and ability to provide an organization-wide SCRM plan which identifies and analyzes the risk of failure points within the supply chain and how the offeror is prepared to deal with those risks and execute in accordance with Committee on National Security Systems (CNSSI) 1253 and the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53. Supply chain risks range from natural threats to counterfeit products and applies to quality, security, resiliency, and product integrity. Mitigation plans to manage risks may involve logistics, cybersecurity, and financial management. The goal is to preclude undue risk to the Government and ensure supply chain continuity in the event normal business operations are interrupted. The Government will assess the adequacy of an organization-wide SCRM plan to identify threats to the supply chain and provide mitigation strategies that will protect the Government’s interest.

If a SCRM concern arises after contract award, the Government will determine whether a continuation of the contract poses an undue risk to both the common defense and security to this nation. If the Government determines that such a risk exists, the Government reserves the right to accept or reject a proposed mitigation plan by the contractor (if one or more is presented within a reasonable time) as negotiated by the Contracting Officer or terminate the contract for convenience

L.7.0 Volume V – Small Business Participation (Evaluation Factor 4)

L.7.1 Small Business Participation Plan All offerors (both large and small businesses) that submit proposals as a prime contractor will be evaluated on the extent of proposed participation of U.S. small businesses in the performance of this acquisition. The Government will assess if small business participation meets the Minimum Quantitative Requirements (MQRs) of this requirement. All offerors, including those who are DoD Comprehensive Test Program participants, must submit a Small Business Participation Plan which addresses the extent of small businesses participation in the performance of this acquisition as outlined in DFARS 215.304(c)(i). The Small Business Participation Plan details how the offeror intends to maximize the participation of small businesses within this acquisition. The Offeror shall articulate how small businesses will participate through performance as a small business Prime Offeror and/or ‘first tier’ small business subcontracting only. Second and third tier small business subcontractors will not be considered towards the total small business participation percentage in this factor.

The Small Business Participation Plan is for the overall contract and will apply cumulatively to all resultant task orders issued to the contractor unless individually negotiated at the task order level. The Small Business Participation Plan shall not reference the subcontracting plan or any other volume for information; all information required within the Small Business Participation Plan must be contained within Small Business Participation Plan document only. This Small Business Participation Plan is for the overall contract and will be incorporated at contract award within Section J and will apply to the overall contract with achievement being met on a yearly basis. In accordance with DFARS 215.304(c)(i) small business participation is an evaluation factor under Section M.2.5 of this solicitation.

The offeror’s proposed small business participation plan shall address the following elements:

1. The extent of participation of small business firms will be calculated (including those in socioeconomic categories as defined in FAR Part 19) in terms of the percentage of the total acquisition value. The Government will evaluate the extent to which the offeror meets the small business participation minimum objectives.

MQRs for this acquisition are:

Small Business (percentage includes the socioeconomic categories below) *25% of the TAV

Small Disadvantaged Business to include 8(a)
*10% of the TAV
Women-Owned Small Business (WOSB)
*5% of the TAV
Historically Underutilized Business Zone (HUBZone) SB
*5% of the TAV
Service-Disabled Veteran Owned Small Business (SDVOSB)
*5% of the TAV

* The Government must be able to verify that each percentage is based on the value of the total acquisition. For the purposes of this factor offerors shall use a value of $36,112,326 for the “Total Acquisition Value” (TAV) when calculating their goals and dollar values.

2. The TAV amounts shall only be used for calculating small business participation goals for this factor and shall not be considered minimum guarantees, ceiling amounts, or estimates for pricing purposes. The percentage of work performed by small businesses that qualify in multiple socioeconomic categories may be counted in each category.

Detailed explanations shall be provided when the offeror’s percentages do not meet the small business participation minimum objectives listed within the solicitation. If the offeror submits zero percentages, the offeror shall provide a detailed explanation to address how the offeror will achieve small business participation where zero percentages are presented.

3. Small business participation plan format is included at Attachment L-2 for your use. This is a suggested format but not a required format, however, each element included in the template shall be required to be included to determine acceptability. Otherwise, the following is required for this acquisition: Identification by name, type of business, products/services, dollar value, percent of estimated TAV, timeframe, and nature of commitment of the small business utilization planned for this acquisition as outlined in in the Small Business Participation table in Attachment L-2.

L.8.1.9.3 Small Business Subcontracting Plan A Small Business Subcontracting Plan is required (FAR 52.219-9) for Other than U.S. Small Businesses ONLY (e.g., Large Businesses). ONLY OTHER THAN SMALL BUSINESS OFFERORS ARE REQUIRED TO SUBMIT.

Separate from Small Business Participation Plan, firms other than U.S. Small Business Offerors, must also submit a subcontracting plan meeting the requirements of FAR 52.219-9 and DFARS 252.219-7003 (or DFARS 252.219-7004 if the offeror has a comprehensive subcontracting plan). The plan, at a minimum shall address the elements set forth in FAR Clause 52-219-9(d)(1) through (15). In addition, offerors are required to complete the DISA Subcontracting Review Checklist (Attachment L-3) by inserting dollar values and percentages from your subcontracting plan as applicable for items 1 and 2, and also items 3 through 19 by completing the paragraph and page number columns.

The subcontracting plan is the organization’s business plan for the inclusion of small businesses within their capture/contracting processes. An individual subcontracting plan highlights the general “potential” for subcontracting opportunities within a specific procurement. The contract awardee has the “life of the contract” to make a “good faith effort” to ensure that subcontracted dollars will go to small businesses. Although distinct and different from each other, the small business participation plan is complementary to a subcontracting plan. Subcontracting plans shall reflect and be consistent with the commitments presented in the small business participation plan.

Separate from Small Business Participation Plan, oOther than U.S. Small Business Offerors (i.e., Large Businesses) must submit a subcontracting plan that meets the requirements of FAR 19.704, FAR Clause 52.219-9 (Alternates and Deviations) and DFARS 252.219-7003 (or DFARS 252.219- 7004 if the Offeror has a DoD Comprehensive Test Program subcontracting plan).

The contracting officer will review subcontracting plans on an acceptable or unacceptable basis for compliance with FAR 19.704, FAR Clause 52.219-9 (Alternates and Deviations), and the applicable DFARS clause. A subcontracting plan is unacceptable if it does not clearly meet the requirements of FAR 19.704, FAR Clause 52.219-9 (Alternates and Deviations) and DFARS 252.219-7003 (or DFARS 252.219- 7004 if the Offeror has a DoD Comprehensive Test Program subcontracting plan). Subcontracting plans will only be reviewed for acceptability for those Offeror(s) deemed to be an apparent awardee(s).

The subcontracting plan shall be included in the offer, and the approved subcontracting plan shall be incorporated into the contract under Section J.

L.8.1.9.4 Government-Furnished Equipment (GFE) GFE determined necessary for performance under the PCSSP contracts will be provided. The COR will ensure that any GFE is properly accounted for in accordance with appropriate Federal, DoD, or organizational regulations. The contractor will report any GFE not consumed in use during performance to the COR upon completion of the contract and the COR will provide disposition instructions to the contractor. DISA will provide space for any equipment the contractor is required to install in DISA’s facilities or other facilities. All equipment that the vendor proposes to install at the Government site will be outlined in the PWS.

L.8.1.9.4.1 Any information, data, or materials developed by the contractor in the performance of the contract are also the exclusive property of the Government. Upon completion or termination of the contract or an order, the contractor shall turn over to the Government all data and materials that were furnished to the contractor by the Government and all materials that were developed and/or engineered by the contractor in the performance of the contract.

L.8.1.9.5 Organizational and Consultant Conflict of Interest (OCCI) Mitigation Plan An OCCI Mitigation Plan is required for all offerors. If the offeror believes that no OCCI exists, the OCCI plan shall set forth sufficient details to support such position.

If the offeror believes an OCCI exists, the offeror shall submit an OCCI Mitigation Plan to the KO which concisely describes all applicable facts concerning any past, present, or current planned interest (financial, contractual, organizational, or otherwise) relating to work to be performed under the PCSSP contract/task orders that will or may result in an actual or potential organizational conflict of interest and/or consultant conflict of interest relating to the PCSSP contract. The OCCI Mitigation Plan shall explain how the OCCI will be minimized to a level acceptable to the Government.

The OCCI Mitigation Plan shall be submitted as part of the offeror’s proposal and will be incorporated within Section J of the resulting contract. The offeror must have an agreed upon OCCI Mitigation Plan with the Government that is approved by the KO prior to award.
