About this file
This is Section L of a federal solicitation document outlining instructions, conditions, and notices for offerors responding to a vessel construction contract opportunity.
The solicitation employs a two-phase advisory down-select evaluation process under FAR Part 12 (Commercial Products and Services) and FAR Part 15 (Contracting by Negotiation). Phase I evaluates Production Capability and Past Performance to identify the most highly rated proposals; Phase II evaluates Design and Production Approach and Price for offerors selected to proceed. The Government reserves the right to continue with all offerors, limit Phase II participation, establish a competitive range, conduct discussions, or make award without discussions. All proposals must remain valid for 180 calendar days following the submission deadline. The Phase I proposal submission deadline and questions deadline are marked "[TBD]" and proposals shall be submitted electronically to the designated Government point of contact.
Proposals must be organized into four volumes with specified page limits: Volume I (Production Capability – 20 pages), Volume II (Past Performance – 3 pages), Volume III (Design and Production Approach – 20 pages for selected offerors only), and Volume IV (Price Proposal – no page limit). All proposals must follow formatting requirements including 8.5" x 11" pages, 1-inch minimum margins, Times New Roman 12-point font, and single or greater spacing. Production Capability proposals should address shipyard facilities, fabrication capability, workforce experience, production planning, and experience with similar vessels. Past Performance proposals must include up to three references from contracts performed within five years, similar in size, scope, and complexity. Design and Production Approach proposals must address vessel design maturity, engineering approach, production methodology, quality assurance procedures, supply chain management, and risk mitigation. Price proposals must use the designated pricing template (Attachment J-TBD) consistent with the CLIN and SubCLIN structure in Section B, with identified subcontractors if applicable.
