About this file

This is a Draft Specification document for the Homeland Security Cutter - Light (HSC-L) icebreaker vessel, establishing comprehensive technical requirements across all major systems and equipment. The specification covers hull structure, propulsion, electrical systems, HVAC, piping, outfitting, and operational requirements for a 50-65 foot vessel designed for U.S. Coast Guard icebreaking and Aid to Navigation (ATON) missions. Key design parameters include a maximum draft of 7 feet, air draft of 20 feet, capability to maintain 10 knots in seas with significant wave height under 1 foot, range of 720 nautical miles, and minimum 30-year service life with 700 annual operating hours. The vessel shall accommodate a crew of no more than 6 persons and be capable of breaking 12-inch level ice continuously at 3 knots and surviving 6-foot significant wave heights. Propulsion consists of two identical diesel engines (CAT C18B medium-duty rating or equal) driving reverse/reduction gears with dual propellers, supported by two diesel generators (CAT 4.4 or equal, 65KW capacity). The electrical system operates at 240VAC ungrounded three-phase delta configuration, 60Hz, with comprehensive machinery monitoring and control systems. HVAC systems provide heating and cooling through a 2-pipe thermal fluid configuration with chilled water at 45°F and hot water at 180°F, accommodating design temperatures from -20°F to 95°F ambient. The specification mandates stainless steel piping systems (Schedule 10 316L minimum), titanium plate heat exchanger surfaces for seawater service, and 90/10 copper-nickel seawater piping. Safety systems include fixed water mist fire suppression for machinery spaces, portable fire extinguishers, life rafts for 125% of crew complement, and comprehensive bilge and damage control capabilities.

The specification incorporates extensive human factors engineering requirements per ASTM F1166 to accommodate 5th percentile female to 95th percentile male anthropometry during operational and maintenance tasks while wearing personal protective equipment. Navigation systems utilize standardized USCG SINS equipment including Raymarine MFDs, GNSS receivers, sonar, and AIS transponders. Communications include tactical radio systems (Motorola APX-8500), VHF-FM marine radio (Standard Horizon GX-6000), and electro-optical/infrared surveillance systems. Construction standards mandate ABS Marine Vessel Rules Part 6-1-4 for Ice Class IC, with full penetration welds on all critical hull joints and 100% penetrant testing of shell and deck plating butt welds. Material restrictions prohibit wood, asbestos, refractory fibers, PVC, mercury-containing equipment, and copper/copper-bearing components except within OEM equipment. The specification establishes comprehensive outfit requirements including navigation tools, rescue and survival equipment, mooring gear, tool kits with specific hand tools, and spare parts for underway repairs. Vibration limits comply with ANSI S2.27 for propulsion systems and ABS guidance for machinery mounts. The document references numerous standards including IEEE-STD-45, 46 CFR subchapter J, ABYC standards, ASHRAE guidelines, and SFLC specifications. This 200+ page specification represents the detailed design baseline that contractors must mature to production-ready status as part of the anticipated HSC-L acquisition program.
