Version Date Purpose
Orig 05/XX/2026 Initial Release
C.1 [Orig] Background
(a) The U.S. Coast Guard maintains and operates icebreaking vessels to promote safe navigation and facilitate commerce in U.S. waters. These missions originate in Executive Order 7521 (21 Dec
1936), which directs the U.S. Coast Guard (USCG) to provide domestic icebreaking in ice-covered waterways to facilitate safe commercial navigation and prevent ice-related flooding. These missions prove critical to the Northeast region, where the economy depends on key shipping channels to maintain the transit of over 100 million tons of vital commodities annually.
The Homeland Security Cutter (HSC) program intends to develop a materiel solution to recapitalize the Coast Guard’s light icebreaking capability in Northeast region. The current 65-ft WYTL class of light domestic icebreakers has exceeded 50 years of service. The fleet can no longer meet mission or regulatory demands. The HSC-Light Icebreaker (HSC-L) program plans to acquire seven new vessels to carry on the light icebreaker mission.
