SPECIFICATIONS: Construct the project in compliance with Federal Highway Administration Standard Specifications for Construction of Road and Bridges on Federal Highway Project (FP-14) and applicable Forest Service Supplemental Specifications (FSSS).

CLEARING AND GRUBBING: Clear and grub up to the construction limits.

DISPOSAL: All materials designated for removal become the property of the contractor upon removal and are to be disposed of by removing from the forest in an environmentally safe manner in accordance with all local, state and federal requirements. Dispose of excess or unsuitable excavated material at the location designated in FSSS, Section 105. Hauling of excess or unsuitable material is incidental to associated work.

DITCH LINE: Recondition existing ditch within the project limits. Work is incidental to the Clearing and Grubbing bid item.

DEWATERING: Project should be constructed the during dry season. If dewatering is required, submit a dewatering plan to the contracting officer for approval at least fourteen (14) days prior to beginning work. Contractor shall be responsible for rerouting any water during removal and construction of culvert pipes and/or ditch lines. All work associated with rerouting surface water is incidental to bid item work.

EROSION CONTROL PLAN: Submit a soil erosion and sediment control plan to the contracting officer for approval at least thirty (30) days prior to beginning work. See Section 157 of the Supplemental Specifications for details. Remove all erosion control material installed on the ground surface that are not biodegradable.

WASTE SITE: A government-provided waste site is available for the disposal of excavated material, refer to FSSS Section 105 for waste site locations. Vegetation, asphalt, and other man-made material may NOT be placed in the pit, except that they may temporarily stockpiled in a designated area if approved by the

CO (obtain written approval). Remove only enough vegetation required to establish slope. Place the excavated waste material in lifts no greater than 4 feet. Compact with hauling and spreading equipment (Compaction Method 4 - 204.11). Construct fill slopes no steeper than 1V:1.5H, maximum fill height of 10 feet or as approved by the CO and graded to match the existing contour of the site. Obtain approval from the CO prior to seeding. Any exposed soil must be seeded, perform seeding either in the fall or the spring.

COORDINATE SYSTEM: The point information shown is based on a local coordinate system for each site. While some coordinates may appear to reflect State Plane, they are all based on a local system. The control points shown are specific to each site, and may not correlate to other sites that have the same control point numbers.

MATERIAL SOURCE: See Section 105 for approved borrow sources. Alternate sources require approval from the CO.

MATERIAL STOCKPILE SITE APPROVAL: Prior to commencing work, all areas designated for stockpiling outside of road prism (stockpile areas) will require approval from the CO. Approval from the adjacent landowner will be required if outside of the road right-of-way.

ROADWAY CLOSURE AND TEMPORARY TRAFFIC CONTROL: A full road closure for FR2700 is permitted. The road must be open to traffic prior to July 1st. Place temporary closure notification at both ends of FR2700, at the FR2703 and FR2800 junctions, and at all adjoining tributary roads with traffic flow from other road system. See Table 156-1 for temporary road closure limits. Refer to temporary traffic control details (sheet 25), FSSS Section 156 and for additional traffic control requirements.

TURF ESTABLISHMENT: Turf establishment is only permitted in the month of October. Coordinate work with CO. Seeds will be provided by the Forest Service.

ROCK EXCAVATION: Based upon the geotechnical investigation, rock is identified as medium-hard (R3) to hard (R4) volcanic tuff. Excavation of (R3-R4) volcanic tuff rock is anticipated to be performed with the use of large excavating equipment utilizing ripper teeth and/or hydraulic rock chipper attachments. It is possible limited hard rock excavation techniques such as rock drilling and use of non-explosive expansion compounds such as Bristar or Ecobust Expansive Mortar may be required. Explosives are not permitted.

SELECT GRANULAR BACKFILL: Select Borrow for wall construction is anticipated to be comprised of (at a minimum) 20% suitable excavated material and 80% imported material. Some hand sorting will be required prior to placement of suitable excavated material. See Section 261.04 for additional requirements of suitable excavated material.

WATER SOURCE: See Section 105 for approved water sources. Obtain approval from the CO for all water sources and drafting sites. Utilize the following best management practices at the water source location: don not construct diversion that exceeds 10% of the available flow and include a fish screen to prevent juvenile fish from swimming or being drawn into the intake that is consistent with current fish passage criteria (NMFS 2001a or most relevant version), place aggregate on the access road into the water source to reduce the potential for sediment to enter stream. See Section 107 for additional requirements.

WORK: Under the provisions of Section 257, the contractor has the option of selecting among a variety of Mechanically Stabilized Earth (MSE) systems, subject to the approval of the CO. The design for the project is based on the use of Welded Wire Mesh system (trademark - Hilfiker

Retaining Wall). Design the wall in accordance with Section 257.

MATERIALS: Provide reinforcement for MSE walls meeting the minimum strength requirements specified in Table 714-6, Type I in FP-14.

METHOD OF MEASUREMENT AND BASIS OF PAYMENT: No separate measurement will be made for the structure excavation, foundation construction, backfill, wall drains, geotextile, geogrid or embedment lengths. Payment under Item 25701, at the contract price, shall be full compensation for 1) excavation, 2) furnishing the welded wire and accessories, labor, tools, and equipment, 3) placing the welded wire material and accessories, 4) backfilling, 5) wall drain, and 6) other incidentals necessary to complete the work identified by the plans, specifications, and CO.

Note roadway construction above top of wall will be paid under corresponding roadway bid items.

WALL EXCAVATION: Typical excavation limits are as shown in the plans but will vary depending on contractor design. Slope the excavation to provide safety for construction workers and inspection personnel. Remove boulders, logs, and any other unsuitable materials encountered and dispose of in accordance Section 203.05. Contain all suitable excavation to be used for backfill material (hand sorting may be required) in the work areas or on the adjacent roadway and shall not enter adjacent streams.

FOUNDATION APPROVAL: Prior to structure placement, level and smooth the foundation and compact until unyielding (Section 208.08d), unless otherwise specified. Obtain approval from the

CO before any retaining elements are installed.

RETAINING WALL PLACEMENT: Set the welded wire elements to the lines and grades shown on the drawings or directed by the CO. Batter the wall tiers at 10V:1H. Place wall in accordance with the manufacturer's recommendations. Place the begin and end of the wall within 1 foot of the station and 0.1 foot of the offset identified on the plan and profile sheets, unless otherwise approved by the CO.

BACKFILLING: Backfill simultaneously with the placement of the tiers. Compact each layer of the backfill material to unyielding (Section 209.10, Method 1) unless otherwise specified. Place the backfill material in layers not exceeding 12 inches (loose). The contractor shall decrease this lift thickness, if necessary to obtain compaction. Remove organic material and rocks greater than 6 inches in diameter from the backfill. Exercise care to avoid damaging the wire galvanizing (or other surface treatment, as applicable) during the compaction of the backfill. The CO may direct the contractor to replace wall elements damaged during the backfilling.

CONTRACTOR'S QUALITY CONTROL: Section 106 - Provide a quality control system that will ensure that construction required under this contract conforms to the contract requirements.

· Submit a quality control plan in writing to detail compaction testing on the foundation and the 1st six (6) feet of embankment construction.

· Use a state-certified laboratory for all testing provided under this contract.

· Submit the quality control plan and shop plans to the CO for approval a minimum of

14 days prior to construction. Follow the requirements specified in Section 153.03.

· Work is considered incidental to Item 25701.

NOTES:

1. When directed, camber pipe culverts upward from a chord through the inlet and outlet inverts an ordinate amount equal to 1% of the pipe length. Develop camber on a parabolic curve. If the midpoint elevation on the parabolic curve as designed exceeds the elevation of the inlet invert, reduce the amount of camber or increase the pipe culvert gradient.

2. The fill heights in the table are for helical lockseam and welded seam pipe only. Fill heights for culvert pipe with annular corrugations are more restrictive than those of helical lockseam and welded seam pipe. Obtain approval before furnishing annular corrugated pipe.

3. Measure minimum cover from the top of the pipe culvert to the bottom of the Aggregate Base Course for flexible pavements, and to the top of the pavement for rigid pavements. Measure maximum fill height from the top of the pipe to the top of the pavement for both flexible and rigid pavement.

1. Metal Coupling Bands

These coupling bands meet the strength requirements for special

Joint Types under Non-erodible Soil Conditions, Table 2.23.3 of

AASHTO's "Standard Specifications for Highway Bridges".

For pipe walls and bands, the Specified Thickness for steel is given. For aluminum, the Specified Thickness is that for steel less the allowance for the zinc coating which is 0.003 to 0.004 of an inch per AASHTO M-36, M-196 and M-197.

The minimum specified Thickness for bands is two Specified

Thickness's less than that for the pipe, but in no case thinner than 0.064 inches, (0.060 for aluminum).

For pipe arches, use the same width band as for round pipe of equal periphery.

A two-piece band is required for pipe greater than 42 inches in diameter.

Tension straps may be connected to bands of plates with either spot or fillet welds that develop minimum required strength of strap.

For helically corrugated coupling bands, the connection angles may be oriented parallel to the pipe axis, provided connecting holes are slotted lengthwise sufficiently to allow adjustment for the helix angle.

Use 1 1/4 inch center to center gauge line dimension on attached angle leg for rivets and spot welds.

The Two Piece Integral Flange coupling band shall not be used on pipe arches.

Culvert bands shall be made of the same metal as the culverts being joined.

2. Polyethylene (PE) Couplings

Testing standards for Corrugated Polyethylene (PE) Pipe couplings have not been established nor have couplings been tested for shear or bending moment. Therefore, until further information is available, PE couplings shall be used only where bending moment and shear requirements are minimal. Typical situations are:

Where the slope of the culvert will not be more than 5%.

Where the fill below the culvert is less than 2 feet.

In areas of firm soils. This excludes marshes unless the bedding is specially designed and approved by the engineer.

3. Other

Couplings other than those shown on this drawing may be used upon submission of testing data (see 1-A above) and approval by the Engineer.

NOTES:

1. This sheet illustrates the possible dewatering methods and equipment and is not considered adequate or complete for this project.

2. Dewatering is the sole responsibility of the Contractor. Develop and submit to the CO a project-specific Dewatering Plan with the Excavation Plan for approval. At a minimum, the Dewatering Plan must include drawings and a written outline illustrating and describing proposed layout, methods, equipment and anticipated stream flow volume. Approval of the Contractor's Dewatering Plan does not relieve the Contractor from completing the work as required. If the Contractor's methods are not producing adequate results, the Contractor must re-evaluate and submit another Dewatering Plan. Re-submittal of the Dewatering Plan, if required, is incidental to the work.

3. Dewater excavations in accordance with FP-14 Sections 208, 209 and 157 and the requirements shown.

4. Contractor is responsible for sizing all pumps, dams, bypass pipe, open channels, and any other means proposed to divert the stream flow.

5. Soil erosion and sediment control measures specific to the Dewatering Plan must be in conformance with the project permits and shown in the Dewatering Plan.
