San Joaquin Bridge Pack Support Statement of Work

Sequoia and Kings Canyon National Park (SEKI) has a trail bridge demolition project scheduled North of

Goddard Canyon at San Joaquin Bridge in 2023. In support of this project, camp gear, food, tools, and other materials will be packed in by mule from Florence Lake trailhead through Sierra N.F. to the NPS camp at San Joaquin Bridge. The duration of packing needs under this contract will be based on snow levels and access to the backcountry camp locations, weekly crew needs, and project scheduling.

Due to the camp location overnight stay in the wilderness may be required, for each trip vendor must factor this into their bid. 10 mule loads and 2 packers will be needed for camp mobilization and demobilization at the beginning and end of project (approximately August 7th and September 20th). Up to 7 mule loads and 2 packers will be needed for weekly resupplies from approximately August 13 to

September 11th.

The contractor is to supply all animals, tools, tack, pack equipment, veterinary and farrier care, vehicle transport to and from trailheads, stock packing personnel (packers and assistants), livestock feed, and all other items needed for performing all the work of this contract.

• Any contractors traveling through or camping in Kings Canyon National Park will follow the

SEKI traveling and camping regulations. Specifically, SEKI group size limits, camping restrictions, and grazing regulations will apply to contractors carrying out this work. These regulations may be found at http://www.nps.gov/seki/planyourvisit/stockuse.htm

• Pack trips may be contracted to deliver loads to any location in the contract area that is legally accessible to pack trains. Delivery locations will typically be within 400 yards of the maintained trails to established camps, although deliveries may be contracted for any point along the trail.

• Due to the camp location overnight travel may be required.

• If overnight stays are required, the vendor must be able to supply their own means of bedding, food, and shelter for packers staying overnight in backcountry locations.

• Additional Days, alternate locations, or trips can be negotiated between the vendor and the COR dependent upon need and will follow the Per-packer Per-day/Per-animal Per-day cost agreed upon the granting of the contract and vendors availability or capability to provide additional services.

• Vendor will be responsible for emailing the COR a weekly grocery list after each resupply by the

Friday before the next weeks resupply. The Grocery list will be prepared by the onsite crew and carried out during each return trip.

• The vendor will be responsible for filling a weekly tool and supply need lists from a government owned supply trailer that will be kept in a secure location at Florence Lake trailhead.

Additionally, the vendor will be required to place any backhauled items during weekly resupplies in the trailer as directed by the on site project manager or COR.

• The vendor will provide sanitary and adequate storage (freezer/refrigerators/coolers/ice) of perishable goods for the interim time between grocery dropoff and camp resupply.

• NPS representatives will coordinate the dropoff of weekly grocery tools/materials resupply with the vendor by 4:00 p.m. the afternoon before the resupply. Vendor will include in the bid (see

Section J - Att No. 002 SOW http://www.nps.gov/seki/planyourvisit/stockuse.htm bid sheet) any logistical cost for the receiving of groceries and building loads the afternoon before the resupply that will cover vehicle, fuel, and personnel.

• Vendors are required to submit their bids on a per-packer-day, and per-pack animal-day basis as a flat rate for each line item. The line item cost of the packer includes the packers animal. Such as:

1 packer (plus animal) per day Vendor bid cost

1 pack animal per day Vendor bid cost

1 day logistical support cost grocery/mail dropoff, build loads the night before resupply, food storage (estimated 4-8 work hrs)

In example, one packer delivering three loads to the Two-Day trip area will be paid as two packer-days and six animal-days. Two packers delivering 8 loads to the One-Day trip area will be paid as two packer-days and 8 animal-days.

• Pack trains will be up to 5 pack animals per packer on a given trip. For 1-5 loads to be delivered on a given trip, one packer may be billed; for 6-10 loads, two packers may be billed; for 11-15 loads, three packers may be billed.

• The NPS will schedule pack trips at least one week in advance. At the time of scheduling, the

NPS will specify the wilderness delivery location, the number of pack strings, and the number of loads (plus or minus one load). The final number of loads will be determined by 4pm the afternoon before the pack trip is to leave.

• The NPS will not be able to provide any staging areas in the front country. Loads will generally consist of food, tools and equipment, fuel, and mail. The vendor will be responsible for sanitary cold storage of the perishable food, sanitary storage of dry goods, mail, tools, equipment, and fuel until it reaches its final wilderness destination.

• No single item to be packed will be longer than 5’, with the possible exceptions of shovels and telescoping pole saws, or tripod legs. No single item will be heavier than 90 lbs (e.g. a sack of

Portland cement).

• Grazing may or may not be available for pack stock, depending on park regulations, meadow conditions, and other grazing that has occurred in a given year. Upon scheduling, and on a trip-by-trip basis, the Contracting Officer’s Representative will inform the contractor whether stock may graze or not. If grazing is not available, extra packing will be contracted to pack feed at a rate of 15 pounds of feed per animal per night.

• One “load” will be up to 150 pounds of material packed to the destination, with or without a load on the return leg of the round trip. Two loads will be between 151 and 300 pounds, and so on. (Example: 250 pounds of material packed in and 100 pounds packed back on the return trip would be billed as two packer-days and four animal-days.)
