Scope of Work for Refuse Disposal Service Fees for FY 2023/24 from Sequoia and Kings Canyon National

Parks.

Material Recovery Facility (MRF) Service.

Sequoia and Kings Canyon National Parks Government operated refuse collection is completed by NPS day labor and uses Government owned Trash Hauling trucks. The trash is collected throughout Sequoia and Kings Canyon’s campgrounds, picnic areas, visitor centers, concessioner restaurants and lodging, NPS housing and other visitor use areas. A large portion of the trash that is collected is recyclable material that has been discarded along with the general refuse. The park uses its resources to haul the trash from the Parks to an MRF or landfill which eliminates the extra cost of pick-up fees from a contracted hauling service. A Material Recovery Facility (MRF) sorts the general refuse from the recyclable materials using manual and automated sorting techniques at a substation. The MRF then hauls the sorted general refuse off to a local land fill for disposal. This type of facility is the desired

Green method which limits the amount of recyclable material being added to the local landfills. We are requesting the use of this type of facility.

The selected facility will be used to dispose of general refuse generated in Sequoia and Kings Canyon

National Parks. The refuse will be hauled from Sequoia and Kings Canyon National Park to the facility using NPS day labor and NPS trash hauling trucks. The selected facility must provide a self-haul charge for general refuse per ton, per load delivered service. The facility must have the capability to weigh the incoming NPS trash hauling truck upon arrival and then again after the NPS Trash Hauling trucks cargo has been dumped, this will determine the amount to be charged per ton. After weighing in and out, the facility must be able to provide the NPS trash hauling truck driver with a weight ticket that provides the following weight and cost information;

• Vendor’s name and address

• Ticket and customer number

• Date and time

• Material

• Gross Weight

• Tare Weight

• Net Weight

• Quantity in tons

• Rate charged per ton

• Total to be charged

The facility must charge by the ton and bill for each NPS Trash Hauling truck load delivered on a monthly basis. The park will deliver approximately 26 loads of general refuse to the facility from Sequoia and

Kings Canyon between the described periods of performance. An estimated 128 tons (16 loads at 8 tons per load) from the Red Fir and 100 tons (10 loads at 10 tons per load) from Grant Grove for a total of

228 tons of Sequoia and Kings Canyon National Park refuse. The use of a MRF as a green technology for disposal of our general refuse and continues to be the desired goal for Sequoia and Kings Canyon

National Park.
