SCOPE OF WORK
SAN FRANCISCO MARITIME NATIONAL HISTORICAL PARK
CONSERVATION of SHIP MODELS
I. BACKGROUND
San Francisco Maritime National Historical Park (SAFR) holds one of the largest object, archive and document collections in the National Park Service (NPS). The collection holds pieces significant to the maritime history of San Francisco and the pacific west coast, from the pre-contact period to the modern day. Items from the collection are often exhibited within the park or via loans to other organizations. Collections items thus undergo periodic conservation treatments to prepare them for exhibit or repair damages incurred while on exhibit.
II. OBJECTIVE
The objective for this project is to hire a conservator to assess, clean, conduct conservation treatments, stabilize, rehouse, and document the condition of a number of ship models in the museum collection.
III. SCOPE
Treatment of the artifacts will take place either at SAFR or at the contractor’s remote location.
The artifacts are in storage within SAFR:
• Building E collection facility in Fort Mason – 2 Marina Blvd., San Francisco, CA 94123
Contractor is responsible for the of shipping artifacts (if treated off-site) to/from the NPS site including picking up/delivering, packaging, handling and unpacking at both contractor and NPS locations.
For each artifact, scope includes written reports documenting overall condition before treatment, Treatment Proposals for work, and descriptions of conservation and stabilization treatments performed. Reports to include photographic documentation and methods and materials used.
Treatments shall not proceed until Treatment Proposals have been reviewed and approved.
The treatment for each artifact varies and is outlined below. See attached Appendix A for general description, condition notes and photos of each artifact.
Example treatments could include:
-Dusting and removal of loose particulates
-Gentle surface cleaning
-Reattachment of loose components

-Repair/Replacement of metal and cloth rigging and wires
-Stabilization of corroding metal components
-Fill and retouch paint losses
-Fabricate storage enclosure
All work will be performed under a single contract and contract period.
IV. REQUIREMENTS
A. GENERAL PROVISIONS
1. The requirements stated in this document are minimum requirements, and as such are not intended to limit the contractor from surpassing the stated requirements.
2. The Contractor shall be responsible for furnishing all services, labor, parts, equipment, personnel, tools, and materials necessary to complete the scope of work, meeting all requirements specified herein.
3. Where necessary contractor shall accomplish the work in their own secure facility. Prior to execution of work, the contractor shall provide a description of the facility where activities are to be performed. The contractor must demonstrate that the facility maintains adequate climate control, security, and fire detection systems, and has an emergency response plan in place.
4. Conservator Qualifications: Contractor shall provide experienced, professionally trained conservators who have performed similar work, have at least five years of professional experience, and who will provide a resume and examples of previous, similar, projects. The contractor shall be a member of and follow AICs
(American Institute for Conservation) ethical and professional standards for art conservation and maintenance as well as all federal, state and local health and safety guidelines.
5. All hardware and equipment required for the complete examination and cleaning shall be furnished and provided by the Contractor. No government personnel, equipment or materials will be available for Contractor use.
6. The Contractor shall immediately notify the Contracting Officer of any ambiguities, inconsistencies and errors discovered in this specification or between contracting documents and existing conditions.
7. At minimum, packing, handling, and transportation of the Government collection shall be executed in accordance with Museum Handbook II, Chapter 5: Outgoing

Arrangement for pickup and drop off will be made with the NPS COR and will occur during regular curatorial staff hours, Monday through Friday, 9:00 AM –
4:00 PM.
8. Responsibility for Damage: The Contractor will be held responsible for any damage resulting from activities of the Contractor and Contractor’s employees.
Provide appropriate protection to existing surfaces.

a) Contractor may have use of building electrical outlets. Outlet locations are limited; Contractor is responsible for any required extension cords.
b) Lighting at in-situ locations is limited; Contractor is responsible for any required additional lighting.
B. DOCUMENTS
The following documents are provided for guiding and completing the work:

C. SUBMITTALS
1. Schedule: Prior to start of work, provide projected timeline/schedule from date of award showing milestones for onsite work and delivery of report

3. Treatment Proposals -for each artifact prepare a treatment proposal per National
Park Service (NPS) Standards as described in the NPS Museum Handbook, Part
I, Chapter 8, ( https://www.nps.gov/museum/publications/MHI/Chap8.pdf ).
When completed, these reports are to be sent to the National Park Service
Contracting Officer Representative (NPS COR) via email, for review and approval. Provide report as an editable Microsoft Word digital document. If there are any changes to the proposed treatment steps during treatment the contractor shall submit the changes in writing for review and approval by the
NPS COR.
4. Condition and Treatment Report – Following cleaning, stabilization and conservation treatments, produce a report explaining the work undertaken.

5. Treatment Imaging and Documentation - The contractor shall prepare and submit treatment reports. The reports shall include the catalog number, a detailed description of the treatment methodology and materials used, results of any testing conducted; and further recommendations, if any.
a) All reports shall be submitted via external encrypted flash drive and one printed hardcopy.
b) The contractor shall take before and after treatment digital images of all objects including necessary details. The images shall be file named with the park acronym (SAFR) followed by the catalog number, component part if applicable, and an abbreviation for the stage of treatment. This naming shall also appear in the digital image. This shall either be on a card during image capture or added as a layer in Adobe Photoshop after the images are taken.
For multiple images per object give each image a unique number inserted at the end of the filename separated by an underscore.
c) The images shall be captured to create preservation-quality Archival
Master Images as 300 ppi TIFF files. Factors such as sharpness, color accuracy, and dynamic range shall be considered to obtain the best quality images. Technical metadata shall be embedded in each image.
d) A copy of each image captured shall also be created as a Use/Access
Image. These shall be saved as 72 ppi JPEG files at 2400 (in width) pixels with an appropriate corresponding length.

e) All treatment images shall be saved to an external encrypted flash drive.
D. PRODUCTS AND EXECUTION
All work performed will be within the standards of the American Institute for
Conservation (AIC) Code of Ethics and Guidelines.

V. DELIVERY
A. CONTRACTOR IDENTIFICATION
When performing as contractor, the contractor shall identify themselves as contractors for the government both orally and in writing. Under no circumstances shall the contractor state or imply that it is acting on behalf of the government.
B. DELIVERY AND PRODUCTS
1. Delivery of materials and equipment will be directly to the work site(s).
VI. GOVERNMENT RESPONSIBILITIES
A. The Government will be available for a scheduled walk-through so that the contractor may examine the objects to receive conservation treatment under the project.
B. The Government will provide the necessary loan paperwork for objects while they are processed off site.

VII. SECURITY
The contractor and its representatives must coordinate with National Park Service staff for access to the building.
VIII. TRAVEL
There are no travel requirements or provisions.
IX. OTHER UNIQUE REQUIRMENTS AND CONSIDERATIONS
A. WORK HOURS
Work shall take place on weekdays (Monday – Friday) between 8:30 AM and 4:00 PM, excluding federal holidays and closures. Contractor shall, at all times, conduct its operations to ensure that inconvenience to SAFR employees who work within the area is kept to a minimum.
B. USE OF FACILITY
Entrance will be provided to government facilities in order to access the artifacts.
X. PLACE OF PERFORMANCE
The work will be performed at the park location stated above or at the contractor’s own facility.
XI. PERIOD OF PERFORMANCE
Work shall begin no later than 45 days after contract award notice to proceed and be completed within 180 days.
XII. ACCEPTANCE
A. The Contracting Officer’s Representative, and NPS preservation staff, will review cleaning procedures while project is in process.
B. The Contracting Officer’s Representative, and NPS preservation staff, will review the draft reports and respond with comments within 10 working days of receipt.
C. Final acceptance will be considered complete when the Contracting Officer’s
Representative determines that the established criteria as identified in this Scope of Work have been met.
D. After all deficiencies, if any, have been corrected, a Letter of Acceptance will be issued.
