About this file
This Statement of Work (SOW) details the enhancement of four park entrance gates at the Santa Monica Mountains National Recreation Area (SAMO). The project involves upgrading gates at four locations: Solstice Canyon, Zuma Bonsall, Rancho Sierra Vista, and Cheseboro Canyon, with each site requiring specific modifications to power systems and gate operations.
The scope of work includes transitioning from manual or solar-powered gates to more advanced systems, with common elements such as installing Cellgate Watchman W482 gate operators, implementing solar or electric power solutions, adding safety features like photo eyes and loop detectors, and installing Knox boxes for emergency access. Each location has unique requirements, ranging from switching power sources (Solstice Canyon) to replacing manual swing gates with sliding gates with solar power (Rancho Sierra Vista), to adding solar power to existing gates (Cheseboro Canyon). The project emphasizes security, access control, and modernization of park entrance infrastructure through standardized yet site-specific gate enhancements.

Enhance 4 Park-wide Entrance Gates at SAMO – SOW
The Santa Monica Mountains NRA has the need to enhance four (4) remote site park entrance gates at Solstice Canyon, Zuma Bonsall, Rancho Sierra Vista and Cheseboro Canyon. These gates vary in enhancements, see below for each site requirement:
Solstice Canyon currently has a single sliding vehicle gate with solar power. We are keeping this gate, and would like to switch from solar power to electric power:
1. Remove existing solar package from operator
2. Connect to main power (power by others)
3. Install new loop (1) (currently exists but is too close to gate)
4. Set goose neck post in concrete
5. Install and program Cellgate Watchman W482 or like model which includes a high-resolution touch screen, built in HID key fob reader, and a high-resolution video camera entry code tracking, requires a monthly fee TBD per plan chosen.
6. Run and test for proper operation
7. Have SCE power to gate operator and install meter.
Zuma Bonsall currently has a manual single swing gate with no power. We are keeping this gate, add electrical power to a new operator unit:
1. Dig and form one 24" x 26" x 16" concrete pad for operator.
2. Pour concrete pad, mount operator.
3. Dig and set loops (2) free exit & safety
4. Install loop detectors in operator (2)
5. Wire in main power to operator (power by others)
6. Install a timer (times TBD)
7. Install photo safety eye required.
8. Install wireless edge kit required Install Cellgate Watchman W482 or like model which includes a high-resolution touch screen, built in HID key fob reader, and a high-resolution video camera entry code tracking, requires a monthly fee TBD per plan chosen.
9. Install L.A.C.F.D Knox box with key switch (required)
10. Run and test for proper operation.
11. Have SCE run power from pole to operator.
Rancho Sierra Vista currently has a double swing arm manual gate, replace with double sliding gate with solar power:
1. Custom 6' tall x 30' wide bi sliding steel gate
2. Excavate 60' long by 14" wide by 18" deep v track pad.
3. Form and pour concrete for track, install 60' of steel v track.
4. Dig and form (2) 24" x 26" x 16" concrete pads for operators Pour concrete pad, mount operators.
5. Dig and set guide roller posts (2)
6. Dig and set loops free exit & safety (2)
7. Hang gates Mount 85-watt solar panel to guide roller posts (2)
8. Install solar package in operators (2)
9. Install loop detectors in operators (2)
10. Wire in solar power to operators Install a timer (times TBD)
11. Install photo safety eyes (2) required
12. Install wireless edge kit (2) required
13. Install wireless keypads (2) inside & outside
14. Install V.C.F.D Knox box with key switch (required)
15. Run and test for proper operation
Cheseboro Canyon currently has a double manual swing gate, to include solar power operation (we are keeping the gate):
1. Dig and form (2) 24" x 26" x 16" concrete pads for operators
2. Pour concrete pads and mount operators.
3. Fabricate brackets and weld to existing gates
4. Connect operator arms to existing gates
5. Dig and set loops (2) free exit & safety
6. Dig and set post for solar Mount 85-watt solar panel to post
7. Install solar package in operator
8. Install loop detectors in operator (2)
9. Wire in solar power to operator
10. Install Mag Lock
11. Install a timer (times TBD)
12. Install photo safety eye required
13. Install wireless edge kit required
14. Install wireless keypads (2) inside & outside
15. Install L.A.C.F.D Knox box with key switch (required)
16. Run and test for proper operation
