BACKGROUND/ OBJECTIVE
Beginning in 1993, Princeton Plasma Laboratory (PPPL) conducted a site-wide Remedial Investigation (RI) and Remedial Action Analysis (RAA) to address soil and ground water contamination at its site in Plainsboro Township, New Jersey. The investigation and remediation were conducted under a Memorandum of Understanding between Princeton University and the New Jersey Department of Environmental Protection (NJDEP). Four phases of investigation were conducted to characterize the nature and extent of contamination. Removal actions were completed to address limited soil contamination. No Further Action (NFA) letters were received for soil remediation and underground storage tank (UST) closure activities. Ground water contamination, consisting primarily of tetrachloroethylene (PCE), trichloroethylene (TCE), and their natural breakdown products, is contained on-site by the building foundation drainage system. Ground water is not migrating offsite.
The Remedial Action Selection Report for ground water, approved by NJDEP in March 2000, specifies no active ground water remediation beyond the hydraulic capture and extraction performed by the existing building dewatering system. Natural attenuation processes in the subsurface augment the building dewatering system. The Remedial Action Work Plan (RAWP), outlining the continued operation of the hydraulic control/ground water extraction system and a long-term ground water monitoring program, was approved by NJDEP in June 2000. An Aquifer Classification Exception Area (CEA) designation was approved by NJDEP in August 2002 and identifies approximately 33 acres on the PPPL site where VOC levels exceed the state ground water quality standards. A Ground Water Remedial Action Permit (GWRAP) was issued to PPPL in August 2013 and a modification was issued in March 2018.
This permit supersedes the RAWP. Activities specified in this Statement of Work provided for continuation of the selected ground water remedy under the administrative procedures required by the New Jersey Site Remediation Reform Act.
