TO: Interested Firms

SUBJECT: Request for Proposal (RFP) 25-062R For Basic Ordering Agreement (BOA) For Licensed Site Remedial Professional

The Trustees of Princeton University, a U.S. Department of Energy Prime Contractor, represented by Princeton Plasma Physics Laboratory (PPPL) has a requirement for a Subcontractor to provide labor, material, equipment and supervision to perform Licensed Site Remedial Professional Services projects on an as-needed basis. The work will be performed at Princeton Plasma Physics Laboratory, 100 Stellarator Road, James Forrestal Campus, US Route 1 North, Princeton, NJ.

To satisfy this requirement, PPPL desires to enter into a Basic Ordering Agreement (BOA) with a highly qualified Subcontractor.

The basic concept of the BOA is:

Incorporated into the proposed BOA will be pre-agreed (fully loaded) hourly labor rates.

BOA Subcontractor is given a work requirement and asked to provide a fixed-price proposal or estimate for its performance.

The fixed-price proposal would be supported by detailed breakdown of labor (hours and type/skill level), material and equipment costs.

Task Orders for the performance of work requirements would be issued on a fixed-price basis.

The term of the proposed BOA is 5 years from date of award with an option to extend the performance period for (4) additional 12 month- p e r i o d , a total of 5 years if. No single individual Task Order will exceed $25,000.00

PPPL will not guarantee the issuance of any minimum number of Task Orders under the proposed BOA. The number and dollar value of Task Orders to be issued cannot be predicted with any accuracy in that it is dependent upon the availability of Government funding.

RFP 25-062R

The provisions of the Wage Rate Requirements of the Service Contract Act will apply to this work. The Subcontractor must provide his employees working on-site at PPPL wages and benefits no less than those specified in the latest US Department of Labor Wage Determination Decision (RFB Section V) for the applicable craft. PPPL’s facility at James Forrestal Campus is located in New Jersey’s Middlesex County.

I recommend that you first review the RFP’s Statement of Work (RFP Section I). If after this review you determine the work is within your ability and you have an interest, you should then look at the Sample Subcontract (RFP Section II) and the “Instructions for Proposal Preparation” (RFP Section III)
