SECTION E – SOLICITATION PROVISIONS

E.1 ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (OCT

2018)

The following provisions are incorporated into FAR 52.212-1 as an addendum:

1. Notice to Quoters: Your quote should contain your best terms. The Contracting Officer may reject any or all quotes or issue a contract for less or more than the quantity on which your quote is based, at the quoted price, unless you tell us that you will not accept the contract on that basis. The Government also reserves the right to cancel this solicitation, either before or after the closing date. In the event the solicitation is cancelled, the Government has no obligation to reimburse quoters for any cost incurred.

2. Quotation Due Date: Quotes are due on Wednesday, March 25, 2020 at 11:00 AM PT. Submit a complete quote by following the method of delivery as specified below. In submitting your quote, it is the quoter’s responsibility to ensure all documents are included and complete as required by this solicitation.

(a) Submit your quote electronically via email to the following recipients below. All email attachments in response to this solicitation shall be in either Adobe or Microsoft Office format. Quoters are advised that the Government may not be able to receive other types of electronic files (e.g. compressed or zip files) or files in excess of two (2) megabyte (MB).

(i) Baylee Ketring: baylee.ketring@navy.mil; and

(ii) Jenny Peters: jennelyn.peters@navy.mil

3. Questions or Inquiries: All questions/inquiries must be submitted via email by completing the Request for Information (RFI) form provided as Attachment I – RFI at baylee.ketring@navy.mil and jennelyn.peters@navy.mil no later than 2:00 PM PT on Thursday, March 19, 2020. Please ensure to reference “RFI for N62473-20-Q-0007 – Falconry Services at MCRD San Diego, CA” within the subject line of your email. Responses to the RFI will be compiled and posted on beta.SAM.gov website on or before Monday, March 23, 2020.

4. Site Visit Information: Site visit is not mandatory, but highly encouraged. However, the Government has no obligation to reimburse any participants for any costs or travel expenses incurred. The site visit will be held on Tuesday, March 17, 2020 at 09:00 AM PT. This is the only site visit opportunity that will be provided by the Government. If interested, a request for site visit must be submitted via email to baylee.ketring@navy.mil and jennelyn.peters@navy.mil no later than 02:00 PM PT on Monday, March 16, 2020. Upon receipt, details of the meeting location will be provided. Late request will not be accepted. The email must include the following:

(a) Email Subject: RFQ No.N62473-20-Q-0007 – MCRD Falconry Services Site Visit Request;

(b) Company Name; and

(c) Name of Attendees, phone number and email address.

Due to limited space available, prospective quoters are limited to no more than two (2) attendees. It is anticipated that the site visit will take approximately 2 hours or less. All questions must be submitted in writing as specified in Section 3 above. There will be no questions answered during the site visit.

5. Set-aside: This acquisition is 100% set-aside to eligible Small Business firms.

6. System for Award Management (SAM): Quoter must be registered in SAM under NAICS code 561710 – Exterminating and Pest Control Services to be eligible for award.

7. Evaluation Factors for Award: Award will be made on the basis of the lowest evaluated price quote meeting or exceeding the acceptability standards for the non-price factor. The following factors shall be used to evaluate quotes:

8. Submittal Requirements and Basis of Evaluation for each Factor:

8.1 SF 1449: Contractor shall complete block 30A, 30B and 30C of the SF1449 and submit with signature.

8.2 Factor 1 - Price

8.2.1 Price Quote: Read the solicitation requirements carefully including all attachments in this solicitation. Quoter must submit a price quote in the format provided in Section J-0200000-07 Exhibit A through E Worksheet. Quoter shall NOT change the format. Quoter is advised that the excel workbook is password protected to prevent any changes to the format. However, specific cells remain unlock for quoters’ use. To complete the price quote, enter the unit price in each worksheet.

The remaining tabs in the workbook will automatically populate based on the unit price entered.

In the event there is an error between the unit price and the extended price, the unit price shall be held to be the intended quote and the extended price shall be corrected accordingly. If the quoter provided an extended price on an Exhibit Line Item Number (ELIN), but failed to enter the unit price, the extended price divided by the quantity shall be held to be the intended unit price.

8.2.2 Basis of Evaluation for Factor 1 - Price: The Government will evaluate price based on the lowest total price that is determined to be fair and reasonable. This total price shall consist of all Exhibit Line Item Numbers (ELINS) for recurring service for the base period and all four (4) one-year option periods. Evaluation of options will not obligate the Government to exercise the options.

8.3 Factor 2 – License(s)/Certification(s)

8.3.1 Cover Page: Quoters must submit a cover page with the following information:

(a) Title: Factor 2 – License(s)/Certification(s);

(b) Solicitation Number: N62473-20-Q-0007

(c) Company Name, Address, Point-of-Contact, Phone and Email; and

(d) DUNS Number and CAGE Code.

8.3.2 License(s)/Certifications: Quoter shall provide a valid copy of license(s) and applicable certification (if any) to perform falconry service in the State of California as required by the Performance Work Statement (PWS) specified in this solicitation. The standard acceptability for this non-price factor is met when the quote includes a valid copy of Falconry license(s) and applicable certificates.

8.3.3 Basis of Evaluation for Factor 2 – Licenses/Certification: The Government will evaluate quoter’s validation of licenses and applicable certificates to accomplish the requirements in this solicitation.

8.4 Other Submittal Requirements:

8.4.1 Submittal Requirement for Past Performance: Quoter shall provide three (3) references of current or prior contracts for the same or similar services with federal, state, local government or private industry within the last three (3) years. All references must include the following:

(a) Organization Name;

(b) Point of Contact, phone and email address;

(c) Contract number and brief description of services provided;

(d) Contract period of performance and contract value.

Quoter must have at least a satisfactory record of past performance in accordance with FAR Subpart 9.104-1. Quoter is also encouraged to provide information on problems or issues encountered on the identified contracts and the corrective action taken. The Contracting officer may also consider other relevant past performance information obtained from other sources.

8.4.2 Submittal Requirement for Solicitation Provision at FAR 52.212-3 - Offeror Representations and Certifications – Commercial Items (Oct 2018):

Quoter shall complete only paragraph (b) of this provision if the quoter has completed the annual representations and certification electronically in the System for Award Management (SAM). If quoter has not completed the representation and certification electronically, the quoter shall complete only paragraphs (c) through (u) of this provision.

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. E.3 EVALUATION PROCEDURES

In accordance with FAR 13.106-2, the Government will award a contract resulting from this solicitation to the responsible quoter with the lowest total price and valid required license(s) as specified herein. The evaluation process shall include the following:

(a) The number of quotes to be evaluated for non-price factor acceptability may be limited to the lowest total price quote at the discretion of the Contracting Officer. If the lowest price quote with the non-price factor submission are found to be unacceptable, then the next lowest price quote shall be evaluated. If that quote is also found to be unacceptable, then the process described will be conducted again as many times as necessary, until such time as the Government identifies an acceptable quote for the non-price factor.
