RFQ NO. N6247320Q0007 – Falconry Services at MCRD, San Diego, CA
PERFORMANCE WORK STATEMENT
1. Scope of Work: The contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform hazing/harassing activities against nuisance birds, such as seagulls, on Marine Corps Recruitment Depot (MCRD) San Diego. Contractor shall provide falconry services to conduct hazing activities around the recruit training areas and recruit mess hall.
2. Type of Contract: Firm-Fixed-Price Contract in accordance with the procurement procedures in Federal Acquisition Regulation (FAR) Part 12 and in conjunction with FAR Part 13.
3. Period of Performance: The period of performance shall be for a base period of 12 months with four (4) 12-month option periods, for a total contract performance of 60 months or 5 years. This requirement shall begin immediately upon award provided with a notice to proceed from the Contracting Officer (KO).
4. Place of Performance: The contractor’s primary place of performance for all requirements specified herein shall be at MCRD, San Diego, California.
5. Specific Requirements
The contractor’s responsibilities shall include, but not limited to the following:
5.1 Provide the initial 30 recurring days of harassing activities against nuisance birds on MCRD followed by additional twenty-four (24) service calls thereafter within the performance term. The twenty-four (24) service calls shall equate to twenty-four (24) separate days of service which may or may not be consecutive as determined by the contractor.
5.2 Utilize only authorized species of birds to perform harassing activities. The use of a pellet gun may also be used upon the approval of MCRD Facility Engineering Acquisition Division (FEAD) Director.
5.3 Evaluate current nuisance bird situation on aboard MCRD and provide a written plan to best deter the bird activities including a schedule within seven (7) days from award date to MCRD FEAD Director.
5.4 At a minimum, provide a weekly log of activities performed.
5.5 Provide a monthly report on effect of harassing activities and recommendations for further bird abatement actions.
5.6 No intentional taking of any bird is to occur without government approval.
5.7 Provide notification to and coordination with San Diego Airport Authority as required while performing harassing/hazing activities.
5.8 Provide proper disposal of dead birds according to California Department of Fish and Wildlife regulations.
6. General Information:
6.1 Hours of Operation: Contractor shall provide services during normal hours of operation from 0800-1600, Monday through Friday. Contractor shall also be available to provide falconry services after normal hours of operation including weekends and federal holidays as needed. Alternative hours may be authorized and must be approved by MCRD FEAD Director or the Program Manager.
6.2 Emergency Services: No emergency services are required.
6.3 Contractor identification must be worn and visible while performing work on the installation.

6.4 No video recording or photography of recruit training activities are authorized without prior approval from the MCRD FEAD Director or the Program Manager.
7. Records:
7.1 The contractor shall be responsible for creating, maintaining, and disposing of Government required records that are specifically cited in this PWS. If requested by the Government, the contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the request.
7.2 Develop and provide at the start of the orientation period or the start of the operational performance period a safety plan for the protection of Government facilities and property and to provide a safe work environment for contractor personnel.
8. Special Qualifications: Employees must meet all applicable Federal and California State license and certification requirements for performing falconry activities.
9. Government Furnished Property (GFP) and Services: The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.
10. Standards of Conduct: Contractor personnel must adhere to standards of conduct as established by the
Installation Commander.
11. Security Requirements:
11.1 Contractor shall adhere to current installation security policies.
11.2 The Marine Corps uses Defense Biometric Identification System (DBIDS) for contractor base access. A
SECNAV Form 5512 shall be completed and submitted to base sponsor for access onto MCRD.
12. Services Summary:

5 Perform active harassing actions as required to deter the presence of sea gulls.
24 Service calls(24 days) 5 Perform active harassment actions as needed after the 30 consecutive days of gull harassment, 24 service calls in total.
13. Changes:
The contractor is advised that only the KO, acting within the scope of the contract has the authority to make changes which may affect the contract terms and conditions, quality, quantity, price, and/or delivery. The contractor must contact the KO for approval in the event there are changes prior to proceeding. No other individual has the authority to make this binding changes and/or commitments. In the event that the Contractor commits to such changes at the direction of any person other than the KO, the changes shall be considered to have been made without proper authority and no adjustment shall be made in contract price to cover any increase in costs and/or time incurred as a result thereof.
