1.0 SCOPE
1.1 Background
Since 1901, NIST (known as the National Bureau of Standards until 1988) has developed and maintained key standards for the Nation, a role that the U.S. Constitution assigns to the Federal government. A non-regulatory agency within the U.S. Department of Commerce, NIST's mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life.
The NIST organization is structured under the Office of the Director and three Associate Directors.
The Associate Director for Management Resources (ADMR) oversees six Chief Offices for administrative and support functions. Five Laboratories and two national user facilities (Centers) operate under the auspices of the Associate Director for Laboratory (ADLP), and three extramural programs are located within the Associate Director for Innovation and Industry Services. The Office of Facilities and Property Management (OFPM), an office within the ADMR, plans, maintains, operates, and supports NIST’s existing facilities in addition to constructing state-of-the-art research and support buildings needed to conduct and support its measurement and research activities.
NIST Sites
NIST owns and manages five campus locations nationwide. NIST may require the Contractor to perform services at any of the NIST sites. These sites are located in Gaithersburg, MD; Boulder, CO; Erie, CO, Ft. Collins, CO and at Kekaha on the island of Kauai in HI.
The Gaithersburg, MD site is NIST’s primary campus and headquarters home to about 3,575 federal employees and associates (or non-federal staff). Initially constructed in the 1960s, it is comprised of 64 buildings and structures, totaling more than 3.7 million gross square feet (GSF) of space on a site of 579 acres. The primary buildings on campus include laboratories/R&D facilities, administrative, and service/support facilities with about 55% of the permanent buildings constructed nearly 60 years ago. More recently, two large research facilities were constructed:
The Advanced Measurement Laboratory (AML), a complex of five buildings, was completed in 2004 and the Advanced Chemical Sciences Laboratory (ACSL) was completed in 1999. The past fifteen years have seen the construction of multiple new facilities and additions to existing buildings. (Refer to Section J List of Attachments for NIST Gaithersburg site plan and NIST Boulder site plan). Utilities are distributed to the individual buildings by underground pipe and electrical distribution systems from central plant services. The entire 579-acre Gaithersburg campus was listed on the National Register of Historic Places as a Historic District on August 5, 2021. NIST’s Historic Preservation Program is documented at Historic Preservation at NIST | NIST. A Gaithersburg campus comprehensive master plan was completed and approved by the National Capital Planning Commission in 2018. An Environmental Assessment, with an associated Finding of No Significant Impact (FONSI), was also completed in 2018 in accordance with the National Environmental Policy Act (NEPA). The Department of Commerce (DoC) Boulder Laboratories, located in Boulder, CO is comprised of 32 buildings and structures totaling about 938,000 gross square feet on 206 acres. Statement of Work, November 2023 Page 4 to approximately 880 federal and contract employees of NIST, and the National Telecommunications and Information Administration (NTIA) in NIST owned facilities. The National Oceanic and Atmospheric Agency (NOAA) also has approximately 825 federal and contract staff located primarily in the David Skaggs Research Center (DSRC), Building 33. The original core laboratory and support buildings were constructed in the 1950’s. (See the attached DoC Boulder Labs site plan). NIST’s iconic Building One, the Radio Building, is individually eligible for listing on the National Register of Historic Places. A DoC Boulder Laboratories Campus Master Plan was completed in 2017. The 2017 Master Plan includes reorienting the campus along a central green space (arroyo) that serves as an organizational “spine,” the removal of obsolete facilities, and the addition of new facilities resulting in a projected net growth of 165,450 gross square feet of laboratory and support space. The Fort Collins, CO site consists of 7 buildings and structures totaling about 15,000 gross square feet as well as several radio towers on 390 acres. Built in 1965, the site houses the NIST radio stations WWWV and WWVB which broadcast time and frequency information. The entire campus was evaluated in accord with Section 110 of the National Historic Preservation Act of 1966 (and as Amended) and determined eligible for inclusion in the National Register of Historic Places in September 2019
The Erie, CO site consists of a building, appurtenant structures, and infrastructure totaling about 3,000 gross square feet on 112 acres. Acquired by NIST in 2021 the site was previously used by NOAA as a workshop for scientific experiments and storage.
The Kauai, HI site is a 6,600 gross square foot building located on the U.S. Navy’s Pacific Missile Range Facility. Built in 1971, it houses the NIST radio station WWVH which broadcasts continuous shortwave voice announcements of time and other information. The entire campus was evaluated in accord with Section 110 of the National Historic Preservation Act of 1966 (and as Amended) and determined eligible for inclusion in the National Register of Historic Places in September 2019.
1.2 Purpose
NIST has a significant inventory of aging facilities that are in need of renovation or replacement.
Many of NIST’s existing research facilities cannot presently meet modern laboratory standards or provide the high-performance laboratory space and environmental controls needed for the most exacting research and precision measurements. Furthermore, in order to logically develop and support its mission, NIST has strategically developed long range campus Master Plans for its two largest locations (Gaithersburg and Boulder). To achieve its mission, it is imperative that NIST employs various planning and budgeting tools to facilitate the best strategic facilities planning decisions and present sound planning and business cases to senior NIST management and DoC officials for its annual budget requests. The purpose of this Master Planning IDIQ is to provide the required services to assist in strategic planning for NIST’s aging facilities on any and/or all its campus locations.
1.3 Scope of Work Tasks

All work performed shall be under the direct control and supervision of the Contractor's principal owner, principal partner, or by a professional and experienced licensed architect/engineer employed by the Contractor assigned as the responsible party.
The following describes NIST’s requirements for services from the Contractor. Any and all sites within Maryland, Colorado and Hawaii where NIST maintains a landholding interest or ownership, lease, or agreement shall be included this SOW. Although NIST may require the Contractor to perform services at any of the NIST campus sites [Gaithersburg, MD; Boulder, Ft. Collins, and Erie, CO; and Kekaha, HI], the Gaithersburg and Boulder campuses will serve as the predominant locations for the services. The NTIA/ITA Table Mountain Field Site, located in Longmont CO, shall also be included as a location to perform services under this SOW. Additionally, this scope shall cover any location where a NIST managed congressional grant has been awarded. Individual task orders will be placed under the contract for each project/study/report/task as they arise. The Contractor shall provide all management, supervision, labor, supplies, equipment and facilities to develop and deliver contractor services in accordance with the following requirements.
1. Space Utilization Studies - Comprehensive space analysis including organizational distribution of space (space assignments), overall space occupied by each organization, identification of support space, joint use space, space types, utilization rates by space, building, and organization. Provide space consolidation strategies and recommend more efficient utilization of space.
2. Master Planning - Urban design and campus planning services for the development and updating of NIST Master Plans. As part of the Master Plans, the Contractor shall provide: a program analysis and definition of the planning approach; an overview of the regional setting; an analysis of the existing campus natural and man-made environment;
alternative development concepts and standards for future development; Preliminary Draft, Draft, and Final Master Plans based on the selected Master Plan alternative; and, specific site element recommendations, such as signage, and other streetscape improvements. Also required shall be the preparation of an Environmental Assessment and/or an Environmental Impact Statement and/or GHG, Clean Energy, or Sustainability Assessment for each Master Plan to satisfy the NEPA.
3. Programming - Program of Requirements (POR) that accurately reflects spatial, functional and operational requirements for a specific program or organization. Applying space standards approved by NIST, and utilizing questionnaires/interviews, the POR will articulate space needs, adjacency requirements, operational and performance requirements, sustainability and GHG impacts, as well as site and security requirements.
4. Performance Specifications - Associated with the above noted Program of
Requirements and/or stand-alone documents that provide systems descriptions and performance (operational and quality) characteristics using the standard UniFormat II structure. The nature of the performance required may be defined by the desired outcome or by reference to standards. NIST may use the performance specifications, with a POR, as the basis of a future Design Build solicitation.
5. Concept Studies – Conceptual architectural design studies for new facilities and renovations. Supporting mechanical, electrical, plumbing, structural, IT, and site/civil
Statement of Work, November 2023 Page 6 and landscape planning studies shall be included as required.
6. Feasibility Studies – Existing building analysis and condition assessment including the capacity of the facility to meet the programmatic requirements. Conceptual studies to explore and demonstrate appropriateness of facility to meet requirements. Architectural, engineering, infrastructure GHG reductions, impact to the Net-zero requirements, and site systems shall be included.
7. Cost Estimating – Concept level project budget estimates, detailed program or project cost estimates, life-cycle cost estimates (identification of all cost elements from initial concept through operations, support, and disposal.) For Programs of Requirements, NIST requires cost estimates in the ASTM UniFormat II, developed to Level 3.
8. Business Case Analyses (Cost Benefit Analyses) – Comparative analysis that presents facts and supporting details among competing alternatives. It shall consider life-cycle costs as well as quantifiable and non-quantifiable benefits.
9. Environmental Planning and Analyses (NEPA compliance and documentation) –
Project, program, or site-wide environmental analysis to determine NEPA compliance level (Categorical Exclusion, Environmental Assessment, Environmental Impact Statement), and accompanying documentation.
10. Transportation Planning & Studies – Specialized studies regarding all modes of transportation (traditional and electric vehicle (EV)) at a project level, within a NIST site, a NIST site related to the surrounding community and environment, and/or on a regional level as it pertains to NIST.
11. Site Planning Studies – Specialized site studies pertaining to a portion of a NIST site, or a specialized campus-wide study including landscaping, signage, land use, natural resources, storm water management, utility infrastructure, security, etc.
12. Space Planning – Space planning for office, laboratory, and support spaces including space planning studies for improving office utilization rates.
13. Security Studies – As related to physical facility or campus security analysis and design.
14. Cultural Resource Planning and Support Services – Specialized studies and/or support for the National Historic Preservation Act of 1966 and as Amended (NHPA) Section 106 Consultations, development of Memorandums Of Agreements (MOAs), Programmatic Agreements (PAs) and special projects. NHPA Section 110 survey work and/or updates related to both above and below ground resources at all five campus locations. Design guidelines for planning and design within the NIST Historic District in Gaithersburg, and Building 1 in Boulder, the Fort Collins, CO campus, the Kauai, HI campus and other locations, as determined.
15. Campus Infrastructure Planning – Site utility systems including, but not limited to, steam, condensate, chilled water, domestic water, sanitary, storm, natural gas, electrical, EV Charging, On-site Energy Generation, Battery Storage, Smart Building/Building controls, IT, and security systems. Investigations and planning of campus distribution systems

16. Exterior and interior Campus Signage, including wayfinding, Gate signage, kiosks and building identification signs, building upon the already completed guidelines developed for Boulder and Gaithersburg.
17. Campus Mapping and modeling including 3- Dimensional (3D), Global Positioning (GIS) as well as aerial mapping for assisting with wayfinding and documentation.
18. Clean Energy, Sustainability, and Greenhouse Gas Reduction studies and analysis – Project, program, or site-wide studies and analysis to meet existing and emerging requirements around GHG reduction, on-site renewables, and energy conservation requirements to comply with current and emerging Executive Orders, Policies and Acts.
Studies may consist of Concept Studies, Strategic Planning, Feasibility Studies, Energy Modeling, Business Case Analysis, etc. that target facility level efficiency improvements and electrification alongside on-site energy generation and demand storage, and GHG reduction to achieve net-zero emissions at the campuses and facilities. LEED certification targets and planning may be required with master planning and other site or facility studies.
19. Facility Smart Building Technology Assessments – Specialized studies of smart building
(SB) technologies, advanced sequence of operations, and metering systems to improve control, management, and reporting of building control systems. May include analysis of campus control strategies such as Energy Management Information Systems, Single Pane of Glass, Demand Curtailment, Pandemic Controls and other relevant SB strategies.
NIST is committed to reducing its environmental impact, preserving natural and historic resources, and constructing high performance and sustainable facilities. All new federal facilities, as well as significant renovations, are required to comply with Executive Order 14057, Catalyzing Clean Energy Industries and Jobs through Federal Sustainability; the Council on Environmental Quality (CEQ) Guiding Principles for Sustainable Federal Buildings and Associated Instructions; The Federal Building Performance Standard (BPS); the Energy Conservation and Production Act; the Energy Independence & Security Act of 2007; the Secretary of the Interior’s Standards for the Treatment of Historic Properties (SOI Standards), as well as Executive Orders (EOs) that may come into effect over the Contract period of performance.
2.0 CONTRACT PROVISIONS
2.1 Contractor Key Personnel
The Contractor shall employ the services of personnel submitted with SF 330, Section E and agreed upon during negotiations to perform the services required under this contract. All key personnel on the Contract shall be distinguished and licensed in their field (For non-architects and non-engineers, key personnel shall be credentialed in their field). Key personnel for this Contract shall be, at a minimum:

B. Senior Architectural Project Manager C. Senior Architect, D. Senior Urban/Campus Planner, E. Senior Laboratory Planner, F. Senior Landscape Architect, G. Senior Mechanical (HVAC) Engineer, H. Senior Electrical Engineer, I. Senior Mechanical (Plumbing/Piping) Engineer, J. Senior Structural Engineer, K. Senior Civil Engineer, L. Senior Traffic Engineer, M. Senior Security Specialist, N. Senior Cost Estimator, O. Senior Cultural Resource Specialist, and P. Senior Environmental /NEPA specialist)
No substitution will be made without the advance written approval of the Contracting Officer.
Before approval, the Contractor must submit, in writing, the proposed replacement's experience and qualifications record.
For program of requirements individual task orders, the key personnel shall be required to have a minimum of Design - Build Institute of America (DBIA) Associate level certification.
2.2 Site Visits, Conferences and Meetings
The Contractor shall coordinate and attend meetings and conferences as required for the satisfactory development of the required documents. The Contracting Officer’s Representative (COR) shall also have the option to schedule on- or off-site, or virtual meetings with the Contractor.
Interviews shall be conducted with representatives from affected NIST scientific customers which are typically referred to as the Operating Units (OUs), as well as administrators and support staff, as determined by the COR according to the specific Task. Additionally, OU representative Steering Committees and Working Groups may be established for specific tasks which would require the contractor to present and interact with these groups on a regular basis.
Site visits shall be made by the Contractor as required to thoroughly familiarize his working staff with site conditions that affect the preparation of the study or planning task.
The Contractor shall maintain a complete log of each transaction between the government and his office in the form of minutes of meetings, and document all decisions and actions assigned.
The Contractor shall attend progress meetings, submittal review meetings, conduct presentations to NIST personnel, local community groups and federal, state, or local planning commissions, as required, to ensure the complete continuing development of the proposed project, and secure its final approval. The Contractor shall specifically prepare submissions for, and meet with, the National Capital Planning Commission (NCPC), SHPOs, and municipal authorities for NIST projects and plans, as required

As required by each Task Order, bi-weekly progress meetings will be held, either in person at NIST offices or by teleconference. The purpose of the progress meetings is to ascertain progress, review submittals, resolve outstanding issues, and provide programmatic direction.

2.3 Travel
All travel required to be performed in connection with services to be rendered under this Contract shall be without expense to the Government except as identified specifically in the Scope of Work and fee negotiation for each task. The allowable reimbursement for all travel will be in accordance with the Federal Travel Regulations of the GSA and amounts more than the GSA rates will not be allowed. All travel must be approved, in advance, by the COR.
2.4 Place of Performance
The Place of Performance will be determined at the task order level. The primary locations covered under this requirement are NIST Gaithersburg MD, and NIST Boulder CO and may also include secondary locations which are Erie, CO; Fort Collins, CO; Longmont, CO; Kekaha, HI;
and any congressional grant location.
2.5 Period of Performance (POP)
The Period of performance is for a one (1) year base period with four (4) one (1) year renewal option periods for the base IDIQ. Individual task orders will have their own POP.
3.0 DELIVERABLES
3.1 General Submission Requirements
The Contractor shall provide a definitive work plan schedule ten calendar days after each task order award that shall delineate the scope of the specific requirements and establish the deliverables dates in accordance with the major milestones listed in each specific task order scope of work. The schedule will be submitted to the Government for approval. Elapsed days will be measured in calendar days from the date of the Task Order award. In addition, progress reports shall be submitted monthly with invoices thereafter for the duration of the performance period. Should the implementation of a subsequent phase be delayed, or document review times by the Government take longer than expected, the entire schedule of events may be shifted or extended. The Contractor will be advised as soon as possible upon any delay or change in review time.
The Contractor shall submit reports, studies, and master plans in electronic format as well as on 8-1/2” x 11" paper, with 11" x 17" maximum size fold-outs as necessary, or in full 11” x 17” format.
Maps, tables and graphics will be integrated into the narrative text. These components will be printed in color when deemed necessary to depict the concepts or define areas. Reports and narrative submittals must be prepared in Microsoft Word when NIST review and comment is
Statement of Work, November 2023 Page 10 required. Submissions shall generally be conveyed electronically as Adobe Acrobat PDF documents. However, NIST may also require interim submissions and/or final submissions in native/editable formats, as well as in hard copy. Many final and interim (draft) reports will necessitate Power Point slide presentations, at the frequency and project milestone as dictated by the specific Task Order. Reports and presentations may require formatting for 508 compliance and full accessibility
NIST electronic format drawing deliverables are to adhere the current CAD standards which NIST employs, which presently is the most recent release of the U.S. Army Corps of Engineers A/E/C CAD Standards. All CAD drawings included as deliverables to NIST shall follow the referenced standards and shall be provided electronically.
3.2 Delivery
The delivery schedule will be determined at the task order level.
