SECTION 09991 –PAINTING PART 1 - GENERAL

1.1 SUMMARY

A. Section includes

1. Surface preparation and field painting of all exposed exterior surfaces.

2. Surface preparation priming and finish coats specified in this section are in addition to shop priming and surface treatment specified in other sections.

3. Do not paint pre-finished items, concealed surfaces, finished metal surfaces, operating parts and labels.

1.2 QUALITY ASSURANCE

A. Comply with applicable provisions of current edition of following: American National Standards Institute/American Society for Testing and Materials (ANSI/ASTM): ANSI/ASTM D16 – defini- tions of Terms relating to Paint, Varnish, Lacquer, and Related Products. ASTM D2016 – Test Method for Moisture Content of Wood. PDCA “Painting Specification Guide” Steel Structures Painting Council.

B. All work shall be in accordance with pertinent recommendation so “Painting Specification Manual for the Pacific Northwest”, as published by the Painting and Decorating Contractors of America (PDCA).

1. Product label: Each Container shall bear Manufacturer’s legible label indicating: Manufacturer’s name; type of material; product number; batch number; color; in- struction for reducing; and instructions for application.

2. Coordination: Coordinate color location with CO prior to application.

3. Materials shall be the best quality as produced by the accepted Manufacturers.

1.3 SUBMITALS:

A. Comply with Section 010009 – General Information and Requirements, Submittals.

B. Provide:

1. Complete products list of all materials to be used.

2. MSDS sheets for all materials used.

1.4 Product Handling

A. Delivery: Paint materials shall be delivered to the job in unopened containers bearing the manufacturer's label and color number. Such material shall be used without adulteration and only with such thinning as called for in the manufacturer's directions. Ascertain that paints received in the field are acceptable under the requirements of the specifications: that they are properly mixed and thinned (where allowed); that colors are within the required limits.

B. Storage: Paints and thinners shall be stored at a minimum ambient temperature of 4.4 de- grees C (45 degrees F) in areas or structures that are well ventilated and not subject to ex- cessive heat, open flames, electrical discharge, or direct rays of the sun. Receiving, opening, and mixing of painting materials shall be done in this area. Materials that are susceptible to damage at low temperatures shall be stored in heated areas. Paint containers shall remain unopened until needed and the oldest shall be used first. Paints that have livered, gelled or otherwise deteriorated during storage shall not be used.

C. Handling: Protect against contamination by foreign matter

1.5 PROJECT AND SITE CONDITIONS

A. Environmental Conditions: Unless stated otherwise, the minimum acceptable ambient tem- peratures shall be 4.4 degrees C (45 degrees F) for paint application. For latex paints, mini- mum temperature for exterior work is 10 degrees C (50 degrees F). Do not paint over ice or frost. When ambient temperature rises above 32.2 degrees C (90 degrees F), paint only por- tions of the strutures which are, and will remain, in the shade for one hour.

B. Exterior Painting: Painting shall not be undertaken in rain, snow, fog or mist, or when the temperature of the surface is below the dewpoint. Wet surfaces shall not be painted unless the coatings are designed for that condition. Discontinue or do not start painting when the relative humidity is over 85 percent.

1. When paint must be applied in damp or cold weather, the surface shall be painted under protective cover from the weather, and the surface shall be heated to a tem- perature meeting the requirements above. The surface should remain under cover until dry or until weather conditions permit its exposure to the open.

1.6 SEQUENCING AND SCHEDULING

A. General: Allow sufficient time between successive coatings to permit proper drying. Do not recoat until paint has dried to where it feels firm, does not deform or feel sticky under moder- ate thumb pressure, and application of anchor coat of paint does not cause lifting or loss of adhesion of the undercoat.

1.7 Extra Material:

A. Provide COR with 2 unopened gallons of each type and color of paint used.

B. Provide a list of paint colors, manufacturers, finish, paint code and location to COR and submit list with Closeout Manual.

PART 2 – PRODUCTS

2.1 MATERIALS

A. Accepted Manufacturers, or equal meeting the following salient characteristics:

1. Sherwin Williams.

2. Miller Paint Company, Inc.

3. Benjamin Moore Company, Inc.

4. Rodda Paint Company.

5. Behr Process Company.

2.2 PAINT MATERIALS, GENERAL

A. Material Compatibility: Provide block fillers, primers, finish coat materials and related mate- rials that are compatible with one another and substrates indicated.

B. Provide the Manufacturer’s best-quality trade sale paint material.

C. Products for each general purpose shall be the same Manufacturer. Do not use products of different Manufacturers over one another, except for shop prime coats specified in other sections.

D. Colors: As selected by COR.

E. Products to have no VOC’s (or low VOC’s when product is proven as unavailable without VOC’s).

2.3 PAINT MATERIALS, TOOLS

A. Sprayers: Airless Spray:

1. The equipment shall be suitable for the intended purpose, capable of properly atomizing the paint to be applied, and be equipped with suitable pressure regulators and gauges. The equipment shall be kept in a suitably-clean condition to permit proper paint applica- tion without depositing dirt, dried paint, and other foreign materials in the film. Solvents left in the equipment shall be completely removed before applying paint to the surface being painted.

2. Spray equipment shall be properly grounded.

B. Brushes: When flat brushes are used, they shall not exceed 102 mm (4 inches) in width. The bristle length shall be no less than 89 mm (3 1/2 inches).

C. Rollers: Nap as identified by paint manufacturer.

2.4 MIXES:

A. Factory Tinting: Standard colors shall be factory tinted and shall not be tinted at the jobsite.

B. Mixing of Paints: Paints shall be thoroughly and completely mixed before use and agitated often enough during application to ensure homogeneity. Paints shall be mixed in original containers. Pigmented paints shall be strained after mixing to ensure homogeneity and to remove skins and foreign matter. The strainers shall be of a type to remove only skins, and foreign matter, but not to remove pigment. Paint shall not remain in painters' buckets, and spray pots overnight, but be gathered into a container and remixed before use. Containers shall be covered when not in use, to reduce volatile losses and skinning.

PART 3 – EXECUTION

3.1 INSPECTION

A. Inspection of Surfaces:

1. Application of finishes over other work constitutes acceptance.

2. All surfaces clean and free of foreign material as specified and as required by Manu- facturer.

3.2 PREPARATION

A. Wood

1. Remove dirt, grease, oil or other contaminants by chemical cleaning or pressure washing.

2. Countersink nail heads and patch surface defects, sand to an even smooth surface. Ap- ply wood filler in exposed fastener indentations.

3. Knots or other resinous areas shall be thoroughly cleaned with mineral spirits and sealed with shellac or other knot sealer.

4. Caulk all trim and cracks where necessary.

B. Metal

1. Prepare metal surfaces in accordance with Steel Structures Painting Council (SSPC) spec- ifications as follows:

i. Solvent Cleaning (SSPC-SP1): For removal of dirt, grease, oil, salt, chemical residue or other contaminants.

ii. Hand Tool Cleaning (SSPC-SP2) or Power Tool Cleaning (SSPC-SP3): For removal of rust scale, mill scale or previous coatings.

iii. Abrasive Blasting: use only where highest quality finish is required, see SSPC Manual for types of blast cleaning available.

2. Wash unprimed metal with solution of chemical phosphono metal etch and allow to dry.

C. Exterior siding and trim:

1. All exterior siding and trim to be spackled, caulked with nail holes filled and sanded.

2. All minor imperfections are the paint subcontractor’s responsibilities, any major cracks, defects, or penetrations of materials are to be brought to the CO’s attention

3. All exterior penetrations hose bibs, phone, and cable lines, dryer vent and other penetrations to be caulked and filled.

4. Remove protruding nails.

3.3 APPLICATION

A. General:

1. Material systems shall be by one manufacturer for a specified surface, including sealers, primers, undercoats, all subsequent coats.

2. Spread materials evenly without runs or sags.

3. Each coat must be thoroughly dry before succeeding coat is applied.

4. Application in strict accordance with Manufacturer’s can label, regarding coverage, thinning and drying time.

5. For opaque finishes, apply additional coats when undercoats, primers, or other de- fects show through.

6. Total dry film thickness for all paint systems shall not be less than recommended by paint Manufacturer.

7. Back prime all new wood trim.

8. Paint all trim.

3.4 JOB CONDITIONS

A. Environmental requirements:

1. Follow manufacturer’s direction, apply product in dust free areas.

2. Minimum ambient air and surface temperature unless otherwise approved by Manufac- turer: 60 degrees F for 24 hours before, during and 24 hours after application.

3. Do not work where inclement weather may damage surface.

4. Do not apply paint in snow, rain, fog or mist, or when the relative humidity exceeds 85% or temperatures less than 5 degrees F above the dew point, or to damp or wet surfaces.

5. Do not cover inferior or defective work; notify the CO for all major repairs required.

B. Protection:

1. Cover or otherwise protect work of other trades, including walls and floors of paint stor- age and mixing rooms. Masking and protection of adjacent surfaces is responsibility of painting subcontractor.

2. Remove or otherwise protect finish hardware, accessories, plates, lighting fixtures, and similar items.

3. Post signs and install barricades as required to protect work of this section against dam- age or discoloration.

4. Take extraordinary care to prevent fire. Open cans of paint and varnish only when needed. Keep rubbing cloths and oily rags submerged in water.

5. Protect ground surfaces, including garage floors, if used as staging area.

6. Replace all door hardware, mirrors, and accessories that were removed to accomplish the work.

3.5 COMPLETION

A. Daily Clean Up:

1. At end of each day’s work, take all necessary precautions to prevent fires.

2. Upon completion of each day’s work clean up and remove all paint spots, oil or stains caused to adjacent surfaces and leave job site clean of tools.

B. Adjustment and Cleaning:

1. Repaint surfaces not in compliance with specified requirements until finished surface meets specified requirements.

2. Repaint work not meeting minimum dry film thickness.

3. Repaint lines between accent colors to obtain clean straight lines.

4. Correct painting related damage to exposed surfaces by cleaning, repairing, replacing, and refinishing.

5. Touch up factory surfaces damaged during construction.

6. Check all wood doors during final touch-up to assure none were cut after the doors were painted.

7. All dings, dents, and imperfections shall be fixed at final touch-up.

8. Remove paint splatters from high pressure laminate, carpet, resilient flooring, wall covering, finished metal, glass, and similar finished surfaces.

9. Remove rags and empty open containers at the end of each working day.

10. Remove all masking.

11. Provide touch-up kit with two gallons of each type and color of exterior paint

3.6 CLEAN-UP AND REMOVAL

A. After completion of painting, clean up and dispose of all painting related materials in accordance with Section 010009 – General Information and Requirements.

3.7 PAINTING SYSTEM SCHEDULES

A. Refer to Finish Schedule and Finish plans in construction documents for paint and stain color lo- cations.

B. The systems listed below are recommended; however, it is the Contractor’s responsibility to provide the appropriate product for each of the conditions to result in a finish and performance that will be approved by the COR. Any desired substitutions must be approved before purchase of any materials

C. Schedule of Paint Systems:

1. Ferrous metal including steel doors and frames, louvers, access panels, handrails and miscellaneous metals:

i. One coat alkyd undercoat (In addition to factory prime coat).

ii. Two coats alkyd latex, Flat finish.

iii. Color: As approved by COR

2. Painted casework and- wood trim.

i. One coat alkyd undercoat.

ii. Two coats alkyd latex, Flat finish

iii. Product: Sherwin Williams Promar 200.

iv. Color: As approved by COR

3. Wooden Siding

i. One coat latex, primer for exterior applications.

ii. Two coats acrylic latex, Flat finish

iii. Colors: As approved by COR PART 4 – MEASUREMENT AND PAYMENT

4.1 . METHOD OF MEASUREMENT

A. The work described in Bid option No. 2 will be measured and paid as a Lump Sum.

4.2 BASIS OF PAYMENT

A. Payment will be made at the contract price, as indicated in the Schedule of Items and will be full compensation for the work described in the identified Division sections. Payment will be made un- der:
