About this file

This is a Questions and Answers document from a Request for Information (RFI) for Solicitation 140L4326Q0086, the Hart Bar Concrete Project for the Bureau of Land Management Lakeview District Office. The document addresses six contractor inquiries regarding project execution and submission requirements.

The RFI responses clarify that parking lot spoils may be spread on-site rather than off-hauled, temporary fencing is not required (though fresh concrete may require flagging), and only the concrete slab footprint requires excavation to depth—not the entire parking lot. Regarding water availability for dust control during excavation, the town of Plush is identified as the most likely source, though the nearby lake's usability remains uncertain. No bid bond is required; instead, contractors must provide Liability Insurance per clause 1452-228-70 and Payment Protection per clause 52.228-13 (see Section H.15.0). Submission requirements consist solely of the completed SF 1442 form and Section B price schedule with points of contact, with all representations and certifications current in SAM.gov, including Small Business identification documentation. Post-award submittal documentation is required separately from the bid submission.

Solicitation 140L4326Q0086 RFIs 1

1. Where are parking lot spoils to be disposed? Can they be placed somewhere else on BLM land or are they to be off-hauled?

Answer: Spoils can be spread on parking lot.

2. Will temporary fencing be required?

Answer: No, fresh concrete may need to be flagged or tapped off.

3. Did not see anything about a bid bond, I want to ensure that is not a requirement for submission.

Answer: No bid bond is required for this contract, only Liability Insurance (per clause 1452-228-70) and Payment Protection (per clause 52.228-13). Please see Section H.15.0 of the solicitation for more information.

4. Please confirm only the space where the concrete is to be placed is to be excavated to depth and not the entire lot, in reference to Section 2.1, a. "Existing aggregate parking lot shall be excavated to a depth allowing for compacted base, construction of forms, and placement of rebar required for the slab."

Answer: Correct, only the footprint of the concrete work needs to be excavated.

5. Is there accessible water near the site for dust control during excavation? I can see the lake across the street but am not sure if we are able to use that water.

Answer: The town of Plush most likely has the closest water source.

6. What all documents are required for submission? Just the solicitation form and bid schedule?

Answer: Correct. Only completion of SF 1442 and Section B price schedule (w/POC info) is required for submission. The submittals in response 3 above are due after award. Also make sure your Reps and Certs are up to date in SAM.gov including identification as a Small Business. See Section L for more information.
