About this file
This is a Section 3 Package document related to a Request for Proposals for Architectural Services issued by Turner County, Georgia, in partnership with the Savannah River Regional Commission (SGRC) and the Georgia Department of Community Affairs (DCA). Turner County is soliciting qualifications and proposals from architectural firms to provide pre- and post-award services for community and economic development projects, including preliminary architectural reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. The services support public infrastructure improvements in water, sewer, paving, and drainage. Proposals must be submitted to Latrice Wilson, County Clerk, Turner County Board of Commissioners, 208 E College Avenue, Ashburn, GA 31714, and must be received by 2:00 p.m. on December 22, 2025. Interested firms should contact Lindsay Ray at SGRC, 1937 Carlton Adams Drive, Valdosta, GA 31601, (229) 333-5277, to request required forms. Turner County reserves the right to accept or reject any proposal and to waive informalities.
Funding for this project is available through the Community Development Block Grant (CDBG) Annual Competition or the Employee Incentive Program (EIP) administered by the Georgia Department of Community Affairs. All contracts must include full compliance with Build America Buy America (BABA) requirements, including collecting and maintaining manufacturer certifications throughout construction and transferring documentation to the grant recipient, with certification of compliance required at project closeout. Architect selection will be based on qualifications related to community and economic development needs, and all contracts are subject to federal and state requirements prescribed by DCA. This project is designated as a Section 3 Covered Contract, and Section 3 Business Concerns are encouraged to apply. Turner County is committed to Affirmatively Further Fair Housing. Selection of a firm may qualify it for additional projects within the grant period.
