About this file

This is an Architectural Statement of Qualifications form issued by Turner County, Georgia, for architectural services related to Community Development Block Grant (CDBG) projects. Turner County is soliciting qualifications and proposals from architectural firms to provide pre- and post-award services for public infrastructure improvements including water, sewer, paving, and drainage projects. The scope of services encompasses preliminary architectural reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. Proposals must be submitted to Turner County Board of Commissioners, Attn: Latrice Wilson, County Clerk, 208 E College Avenue, Ashburn, GA 31714, by 2:00 p.m. on December 22, 2025. Firms interested in submitting proposals should contact Lindsay Ray at SGRC, 1937 Carlton Adams Drive, Valdosta, GA 31601, (229) 333-5277, to request required forms.

The selection process requires firms to provide detailed qualifications including years in business, firm history and resource capability, knowledge of the community, officer information, legal business qualifications and licenses, errors and omissions insurance status, and proposed fees for design, bid phase, and inspection services. Firms must demonstrate prior experience with DCA's CDBG program and provide timeline estimates for completing final plans and specifications. All contracts must include full compliance with Build America Buy America (BABA) requirements, including collecting and maintaining manufacturer certifications and transferring documentation to the grant recipient. The architect must certify BABA compliance at project closeout. This is designated as a Section 3 Covered Contract under the HUD Act of 1968, and Section 3 Business Concerns are encouraged to apply. Selected firms may qualify for additional projects within the grant period, and Turner County reserves the right to accept or reject any proposal.
