About this file
This is a Qualification Evaluation Form for architect selection issued by Turner County, Georgia, in conjunction with Community Development Block Grant (CDBG) funding administered by the Georgia Department of Community Affairs (DCA). Turner County is soliciting proposals from architectural firms to provide comprehensive pre- and post-award services for community and economic development projects, including preliminary architectural reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. The scope encompasses public infrastructure improvements such as water, sewer, paving, and drainage systems. Proposals must be received by Turner County Board of Commissioners, Attention: Latrice Wilson, County Clerk, 208 E College Avenue, Ashburn, GA 31714, no later than 2:00 p.m. on December 22, 2025. Interested firms should contact Lindsay Ray at SGRC, 1937 Carlton Adams Drive, Valdosta, GA 31601, (229) 333-5277, to request required forms.
Architect selection will be evaluated on a point-based scoring system assessing six criteria: the firm's ability to supply all major disciplines necessary to perform the work, experience with this type of work, knowledge of the community, staff expertise, prior experience with CDBG projects, and cost competitiveness, with scores ranging from one (poor) to four (excellent) for each criterion. All contracts are subject to Federal and State requirements prescribed by DCA and must include full compliance with Build America Buy America (BABA) provisions, including collection and maintenance of manufacturer certifications throughout construction and documentation transfer to the grant recipient at project closeout. The selected firm must be prepared to certify compliance at project closeout. Turner County reserves the right to accept or reject any proposal and to waive informalities. Selected firms may qualify for additional projects within the grant period. This project is designated a Section 3 Covered Contract, with preference for Section 3 Business Concerns, and Turner County is committed to Affirmatively Further Fair Housing.
