About this file

Summary

This is a specification document for the County of San Mateo's Access Control System Design and Engineering project, detailing the replacement of the existing Johnson Controls P2000 system with a new Avigilon Unity-based system utilizing Mercury controllers across more than 40 County locations. The scope encompasses three bid schedules: Bid Schedule A covering initial installation across 26 facilities (including Human Services Agency offices, libraries, health centers, courthouses, and parking structures in San Mateo, Redwood City, Daly City, South San Francisco, Half Moon Bay, San Carlos, and East Palo Alto), Bid Schedule B providing post-installation warranty maintenance for years two through six, and Bid Schedule C covering seven additional facilities including San Mateo Medical Center and Harbor Buildings in Belmont. The project involves furnishing and installing the complete Access Control System with integration of automatic door operators, elevator card reader systems, and interfaces with existing fire alarm and intrusion detection systems. The contractor must participate in biweekly coordination meetings, provide forty hours of training to County employees with defined learning objectives, and submit comprehensive submittals including materials lists, shop drawings in AutoCAD format, sequence of construction plans, spare parts lists, operation and maintenance manuals, record drawings, formal test plans, and commissioning reports. The system must maintain a minimum one-year transaction history, support role-based permissions, LDAP integration, custom reporting, and encrypted TLS 1.2 communications between the access control software and Mercury controllers.

The contractor is responsible for all labor, materials, equipment, taxes, and permit fees (with permits secured by the County), and must demonstrate five years of experience as an established vendor in the access control industry with factory-trained technicians and a local service organization within a 25-mile radius of installations. The contractor shall provide a one-year warranty with six-month inspections, response times not exceeding one day for maintenance requests, and options for extended coverage in years two through five. The system must pass preliminary testing of individual components, a 72-hour operational test demonstrating integrated functionality, and formal acceptance testing with a 30-day continuous trouble-free operational period; failure to complete this operational test in two consecutive restart periods is grounds for system removal and replacement at the contractor's expense. The County will provide the existing Avigilon Unity base package license, virtual server setup, network connectivity, 110 VAC power connections, and plan check coordination, while the contractor furnishes all low-voltage power requirements, Ethernet cabling, device programming, integration services, and commissioning of the complete system.
