Summary: County of San Mateo Access Control Upgrade - Specification Sections
This is a comprehensive specification document from the County of San Mateo Department of Public Works for the replacement and expansion of the Access Control Alarm Monitoring System (ACAMS) across more than 40 County facilities throughout San Mateo County. The project involves the removal and replacement of existing access control head-end equipment and expansion of the Avigilon Access Control Platform using non-proprietary and OSDP-compliant access control components. The scope of work includes furnishing and installing all electronic security system hardware, software, cabling, and associated components; programming all door functions, monitors, card readers, schedules, and alarms; integrating with County-provided Avigilon systems deployed on virtual servers; and delivering complete system testing, commissioning, training, and documentation. Bidding contractors must hold either a California C-7 Low Voltage Systems or C-10 Electrical License and be an authorized Avigilon integrator. The County will secure and pay for all building and electrical permits, while the Contractor is responsible for all shop drawings, submittals, system documentation, and coordination with County Technology Services Department for server configuration and network connectivity. The project follows a phased approach beginning with pre-installation planning, site surveys, and permit coordination, followed by installation, testing, commissioning, training, and closeout activities across the designated facilities in a County-directed sequence.
The contract pricing consists of three components: Base Proposal-Schedule A covering replacement work at 33 primary facilities; Base Proposal-Schedule B providing five years of post-installation maintenance and support (Years 1-5); and Alternate-Schedule C covering seven optional additional facilities. Contractors must provide unit prices for individual components including door contact devices, request-to-exit devices, card readers, cables, controllers, power supplies, and enclosures, along with a comprehensive schedule of fully-burdened labor rates for all anticipated classifications. All materials, labor, and services must be included in unit prices and hourly rates; no additional costs are eligible unless authorized by change order. The County will withhold five percent retention from all progress payments, releasing retained funds only upon substantial and final completion and fulfillment of all closeout requirements. Contractors must submit preliminary schedules identifying facility cutover sequences and security personnel requirements, with all access control functions restored and functional prior to staff departure each workday. The project emphasizes occupied facility operations without interruption to normal County services, strict dust and noise control measures, comprehensive documentation and testing, and five-year warranty and maintenance service obligations beginning upon final acceptance or commissioning.
