About this file
This is a specification section for outlet works gates installation as part of a water control infrastructure project. The project requires furnishing and installing three sluice gates of varying sizes: one 66-inch-diameter flange back sluice gate (Guard Gate), one 48-inch-wide by 72-inch-high rectangular sluice gate (Control Gate), and one 18-inch-diameter sluice gate (Low-flow Gate). Each gate requires a hydraulic gate operator, and all three gates will be controlled by a single hydraulic power unit (HPU) located in a gate house. The sluice gate manufacturer is responsible for fabrication, shop testing, field testing, and delivery of all components, while the construction contractor is responsible for installation. The gate manufacturer must submit detailed submittals within 21 days of the Notice-to-Proceed, and all components must be delivered to the project site by July 17, 2017, with liquidated damages assessed for late delivery. The sluice gate manufacturer must be one of the following approved suppliers: Hydro Gate Corporation, Rodney Hunt Company, Waterman Industries, or an approved equivalent. Shop gate testing must be witnessed by the Engineer with a minimum of 21 calendar days' notice, and field testing must include five complete operational cycles for each gate without sticking or binding.
The specification requires all materials to comply with AWWA C560 and applicable ASTM standards, with specific material requirements for components including cast iron frames, bronze wedges, silicon bronze seating faces, and stainless steel stems and fasteners. The hydraulic system must operate at 2,000 psi nominal pressure with dual pumps and motors, backup generator capability, and position indication systems for control and low-flow gates. The HPU must operate on 240-volt, 60-hertz, single-phase alternating current and be capable of functioning at an altitude of 8,050 feet and temperatures ranging from -30 to 120 degrees Fahrenheit. Hydraulic fluid must be non-petroleum-based, biodegradable, food-grade hydraulic fluid compatible with drinking water standards. The Owner will pay the gate manufacturer after shop testing acceptance and delivery of components in acceptable condition, with separate payment to the contractor for installation in accordance with the measurement and payment section of the contract specifications.
