The Town seeks a qualified commercial roofing contractor to replace approximately two-thirds of the facility's flat roofing system using Ketone Ethylene Ester (KEE) roofing technology rated for high winds and storms in compliance with Connecticut Building Code standards. The scope of work includes installation of the new flat roofing system with metal roofing panels, removal of loose debris from the roof area, inspection of decking and framing for damage, development of required documentation and permit applications, scheduling inspections with the Town of Waterford Building Department, removal and reinstallation of existing gutters, and comprehensive cleanup and removal of job-related debris. Bid security of 10% is required for bids exceeding $50,000, and contractors must demonstrate compliance with Connecticut's prevailing wage law, with hourly rates ranging from approximately $20.70 to $64.01 plus benefits for various construction worker classifications. The contract includes a 25% small, minority, women, and disabled-owned business set-aside requirement for the state-funded portion. The Town will retain 5% of the contract value, which will be released up to six months after successful project completion. The Town reserves the right to award the contract to the lowest responsible bidder based on contractor qualifications, compliance with technical specifications, and demonstrated ability to meet project requirements.
