About this file
This is a specification document for submittal requirements and contract closeout procedures for the Missouri Department of Transportation (MoDOT) FY27 CO 105 Capitol Ave Carpet Replacement Project. The project involves the removal and replacement of approximately 64,122 square feet of carpet tile at the MoDOT 105 Capitol Ave building. Contractors must submit bids electronically through MissouriBUYS, via mail, UPS, or FedEx, with hard copy bid submissions requiring notification to the buyer of record (logan.wilbers@modot.mo.gov) at least five business days prior to bid closing. Initial construction schedules must be submitted within 15 days after the Notice to Proceed, with a proposed products list due within the same timeframe. All submittals require 15 days for Architect/Engineer/Designer review, excluding delivery time, and contractors must coordinate submission of related items to expedite the project.
The closeout procedures require contractors to submit written certification that work is complete and ready for final inspection, with all punch list items completed before MoDOT will accept the project. Contractors have 30 days following punch list completion to submit all required closeout paperwork, including final Applications for Payment, Operation and Maintenance Instructions (submitted in three binders 15 days prior to final inspection, with revised final volumes due within 10 days after inspection), project record documents, spare parts and maintenance products as specified in individual sections, and transferable warranty documents from subcontractors and manufacturers. Failure to submit required paperwork within the 30-day deadline may result in contractor debarment or suspension from future MoDOT projects. Final cleaning of all interior and exterior surfaces, equipment adjustment, and site cleanup must be completed prior to final project assessment.
