About this file
This is a vendor question and answer document from the Illinois Department of Corrections, Centralia Correctional Center, regarding RFQ B51807 for burial services of deceased individuals in custody. The solicitation seeks a three-year burial services contract with an option to renew or extend up to a maximum of ten years. Services requested include transportation of remains to a funeral home and cemetery, provision of grave plots and receptacles, grave digging, and all associated labor, materials, tools, and equipment. The vendor must take possession of deceased individuals within 24 hours of notification unless otherwise agreed. Bids were due by April 10, 2026, at 10:00 a.m., submitted through the BidBuy system or via email to Kimberly Litteken at Kimberly.litteken@illinois.gov or 618-533-4111 x 2228. No pre-bid conference or mandatory site visit was required. The contract will be awarded to the responsive and responsible vendor submitting the lowest price, with the initial term of three years from the date of last signature.
The vendor question addresses cemetery selection authority, clarifying that the funeral home may choose the burial cemetery so long as all information is supplied to Centralia Correctional Center after the fact. Pricing for this contract is estimated rather than firm, with vendor bids remaining firm for 120 days from opening. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. No subcontracting is permitted. Payment will be made in accordance with the State Prompt Payment Act, with invoices submitted to the Centralia Correctional Center Business Office at 9330 Shattuc Road, Centralia, IL 62801, or via email at DOC.Centralia.BusinessOffice@illinois.gov. The contract is funded through the Illinois Department of Corrections General Revenue Fund and is contingent upon appropriation of funds, subject to termination for convenience with 30 days' notice or immediate termination for cause.
