Introduction For more than seven decades, the U.S. National Science Foundation (NSF) has been at the forefront of the research, innovation and education that has transformed American lives, powered the economy, and elevated the nation's competitiveness on the global stage. NSF investments have given the world tangible solutions such as bar codes, the modern internet, laser eye surgery, and DNA analysis. Now, the Foundation is looking to do more to speed the development and deployment of future technological advancements and focus on addressing the foremost challenges that society and the economy face today – from climate change to equity to critical infrastructure – affecting every corner of the country.
In March 2022, NSF launched the Directorate for Technology, Innovation and Partnerships (TIP), NSF’s first directorate in 32 years. The TIP directorate’s mission is to maximize NSF’s impact by harnessing the nation’s vast and diverse talent pool to advance critical and emerging technologies, addressing pressing societal and economic challenges, and accelerating the translation of research results from the lab to market and society. TIP will improve U.S. competitiveness, grow the U.S. economy, and train a diverse workforce for future high-wage jobs.
Through the TIP directorate, NSF is seizing a generational opportunity to focus on pivotal challenges and is doubling down on the Foundation’s support of use-inspired research and the translation of research results to the market and society. In doing so, the directorate strengthens the intense interplay between foundational and use-inspired work, enhancing the full cycle of discovery, innovation, and technology development, and providing opportunities for all Americans to pursue work in science, technology, engineering, and math jobs.
Accelerating Research and Innovation to Impact TIP meets the nation’s priorities by providing researchers and innovators with education, tools, and funding to spur innovation, accelerate the development of breakthrough technologies, and speed solutions forward. The directorate works closely with the entire agency to leverage ongoing research investments and grow them at speed and scale—leading more rapidly to economic and societal benefits across the nation. TIP’s primary focus areas are:
| • | Fostering Innovation and Technology Ecosystems—Nurtures regional and national innovation and technology ecosystems to support researchers and innovators to converge, develop and accelerate use-inspired research for societal impact. |
| • | Establishing Translational Pathways—Supports startups through a lab-to-market platform and establishes new pathways for translating research results for society. |
| • | Partnering to Engage the Nation’s Diverse Talent—Advances and deepens high-impact, public and private partnerships across all areas of science, engineering, and education to cultivate innovation ecosystems, create technology solutions, and support future STEM leaders. |
TIP Programs TIP is currently managing a wide range of programs, piloting new efforts, and developing new programs, all designed to advance use-inspired and translational research in all fields of science and engineering, giving rise to new industries and engaging all Americans — regardless of background or location — in the pursuit of new, high-wage jobs in STEM.
TIP integrates with NSF's existing directorates and fosters partnerships—with government, industry, nonprofits, civil society, and communities of practice—to leverage, energize, and rapidly bring to society use-inspired research and innovation. TIP programming has three primary foci:
· Cultivate innovation ecosystems throughout the U.S. to advance use inspired research with a focus on the breakthrough technologies and societal and economic challenges.
· Enhance the translation of emerging technologies to the market and to society more generally.
· Leverage partnerships that bring researchers and practitioners together.
TIP Directorate Structure TIP is composed of the Office of the Assistant Director (OAD), three Divisions—Innovation and Technology Ecosystems (ITE ,Translational Impacts (TI)—and the Strategic Partnerships Hub. The graphic below displays the organizational chart of TIP including the respective divisional programs; however, new programs continue be added by the directorate.
Figure 1: Organization structure of the TIP directorate (June 2023)
Office of the Assistant Director (OAD) Within TIP’s OAD resides the leadership team, and operations needed to manage the directorate, such as communications, data analysis, evaluation and assessment, budget management, organizational management, and more.
Innovation and Technology Ecosystems Division (ITE) The Division of Innovation and Technology Ecosystems (ITE) builds and strengthens the U.S. innovation ecosystem by engaging a broad, diverse set of individuals and organizations in the nation's research, innovation, and education enterprise, and accelerates use-inspired, solutions-oriented efforts that will result in breakthrough technologies and enhance U.S. competitiveness and security. ITE brings together teams of researchers, practitioners, and users, catalyzing iterative co-design/co-creation, leading to game-changing technologies and solutions, and paving the way for new, high-wage, good-quality jobs.
The ITE division includes a front office and three sections: Convergence Accelerator section, Innovation Programs section and Emerging Technologies section; however, all programs work together to address complex societal and economic challenges. While the division is still growing and developing programs, the current TIP programs reside within the following sections:
Convergence Accelerator Section The Convergence Accelerator Section, within ITE, is focused on solving national-scale societal and economic challenges that are hard to solve within a single discipline. Instead, these challenges require convergence to merge ideas, approaches, and technologies from a wide range of diverse sectors, disciplines, and experts.
· NSF Convergence Accelerator: Launched in 2019, the Convergence Accelerator program builds upon NSF's investment in basic research and discovery to accelerate solutions toward societal and economic impact. Convergence Accelerator multidisciplinary teams use convergence research fundamentals and innovation processes to stimulate innovative idea sharing and the development of sustainable solutions.
The Convergence Accelerator program is in the process of expanding from a single program to a nationwide program by creating 10 regional anchors and consortia, also known as Convergence Accelerator Anchors, across the nation, and is similar to a franchise model. By expanding the Convergence Accelerator program nationally, it expands NSF’s reach and enables more researchers, innovators and organizations – from academia, industry, nonprofit, government, and other communities of practice – to engage in the Convergence Accelerator program. This will stimulate innovation, discovery, and accelerate use-inspired research and transition of tangible solutions at the national and regional level to address specific societal and economic challenges and needs of the nation and geographic area – providing a powerful positive impact for the American people.
Innovation Programs Section The Innovation Programs (IP) Section, within ITE, is focused on fostering innovation ecosystems regionally and nationally, bringing together multiple disciplines, organizations, and sectors by balancing technical and geographic (e.g., local and regional challenges, capabilities, and perspectives) innovation; incentivizing partnerships between NSF, academia, industry, nonprofits, state and local governments, and venture capital; and serving as hubs for NSF's broader portfolios in their respective areas of focus.
For example, in collaboration with all NSF directorates and offices, the NSF Regional Innovation Engines (NSF Engines) program is cultivating new innovation ecosystems at the scale of individual communities and/or regions throughout the U.S., advancing use-inspired, solutions-oriented research and innovation in a range of technology areas as well as in a diverse set of national, societal, and geostrategic challenges of priority to the Administration and Congress (see Sec. 10387 of the CHIPS and Science Act.
· NSF Regional Innovation Engines: Bolsters innovation ecosystems across the U.S. The Regional Innovation Engines, or NSF Engines, program supports the development of diverse, regional coalitions to engage in use-inspired research, drive research results to the market and society, promote workforce development, and ultimately stimulate the economy and create new jobs.
With a potential NSF investment of nearly $1.6 billion over the next decade, NSF Engines represent one of the single largest broad investments in place-based research and development in the nation's history – uniquely placing science and technology leadership as the central driver for regional economic competitiveness.
In addition to the NSF Engines program, the IP Section has several capacity-building programs to include:
· ART: The Accelerating Research Translation program will support academic institutions to speed and scale their translational research activities to deliver impactful products, services, and solutions.
· Proto-OKN: The building the Prototype Open Knowledge Network program supports the development of a prototype version of an integrated public data and knowledge framework.
Lastly, the IP Section also seeks to develop inclusive workforce training pathways for the innovation-driven jobs of the future. The current programs include:
· EPIIC: The Enabling Partnerships to Increase Innovation Capacity (EPIIC) program provides institutions with training and networking support to develop the capacity and institutional knowledge needed to help build more inclusive ecosystems and enable participation in regional innovation ecosystems, potentially connecting to NSF Engines.
· ExLENT: The Experiential Learning for Emerging and Novel Technologies (ExLENT) program expands practical learning opportunities for individuals interested in entering or gaining more experience in emerging and novel technology areas.
Emerging Technologies Section The Emerging Technologies (ET) Section is responsible for accelerating technology development in the key technology areas identified in the CHIPS and Science Act of 2022. The ET Section specifically develops and pursues an investment strategy in these areas. This strategy is informed by additional ET-supported efforts, including technology forecasting to determine where TIP should be investing, technology road mapping to identify how to sequence TIP investments across multiple years, and technology assessing to demonstrate the impact of TIP technology investments. The ET Section will maintain active connections with the other NSF directorates, other federal agencies, as well as industry and non-profits, and will incorporate inputs from internal and external constituents to regularly update the TIP technology investment strategy and implementation.
The Emerging Technologies Section is ITE’s newest section and has published the following solicitations:
· APTO: The Assessing and Predicting Technology Outcomes program will fund research to evaluate the effectiveness of research and development investments and the creation of models that accurately describe past and future technology outcomes.
· ReDDDoT: The Responsible Design, Development, and Deployment of Technologies (ReDDDoT) program invites proposals from multidisciplinary, multi-sector teams that examine and demonstrate the principles, methodologies and impacts associated with responsible design, development and deployment of technologies, especially those specified in the CHIPS and Science Act of 2022.
This section is growing quickly and expects to launch several additional programs in the coming year.
Translational Impacts Division (TI) TIP accelerates the translation of research results to practical use through its Lab-to-Market Platform and programs aligned to the TI division. The programs provide pathways for researchers, startups, small businesses, and aspiring entrepreneurs to move their ideas from the lab to society while gaining access to a range of NSF resources. TIP's highly integrated programs support new pathways for translating research results to society as well, including new, open-source ecosystems, government services or at-scale educational innovations.
The TI division includes a front office and two sections: Small Business (SB) section and Translational Programs (TP) section. While the division is still growing and developing programs, the current TIP programs reside within the following sections:
