About this file

This document is a set of questions and responses related to the Silverthorne Dillon Joint Sewer Authority (SDJSA) EQR Audit Request for Proposal (RFP). The audit is an administrative exercise focused on verifying billing and planning accuracy for wastewater capacity, specifically examining Equivalent Residential Units (EQRs) used by participant districts and municipalities. The primary objective is to capture discrepancies in reported EQRs by discovering unreported residential modifications and changes in commercial property use, such as a retail building now housing a laundromat. The successful applicant will need to obtain a Town of Silverthorne business license and provide a proposal that justifies expected costs, with cost being a significant evaluation factor alongside experience and audit method accuracy.

The document indicates that the audit will be conducted using base information provided by the five SDJSA participants, with the JSA manager having substantial discretion in proposal acceptance. An EQR is defined as 0.6 lb/day BOD5 loading with a volume of up to 297 gallons per day, and the audit is not intended to include loading calculations or make major revisions to existing business practices. The procurement schedule will be corrected via Addendum #1, with milestone dates adjusted to provide more review time. The JSA Intergovernmental Agreement specifically authorizes these audits using "rational methods" to verify connected EQR quantities, with two participants already employing similar internal audit methods.

Text version

• Is there a budget?

o Yes, but please justify your expected cost.

• Is there a known competition for this audit?

o There is a list of document takers in RMEP.

• Who is on the selection committee? Can we talk with the other members to confirm goals?

o This is intended to be an audit of existing data and not a major revision to business practices, so the JSA manager will have large discretion in proposal acceptance, with consent from TOS PW Manager.

• What is evaluation criteria? Is there a weighted average?

o Cost is a large factor, with experience and audit method accuracy being considered. The realistic expectation is that no audit method will obtain 100% accuracy. The intent of the audit is to capture discrepancies in reported EQRs by discovery of unreported residential modifications and changes in use by commercial connections, e.g. a commercial retail building now houses a laundromat that was not reported earlier.

• Do we need to obtain a license from the Town of Silverthorne?

o The successful applicant will have to obtain a TOS business license.

• Is loading included in the EQR Audit?

o No, this is an administrative exercise for billing and planning accuracy. An EQR is defined as 0.6 lb/day BOD5 loading with a volume of up to 297 gpd. Should unscheduled uses be discovered, the Applicant is instructed to use this definition to assign EQRs to suggested schedule modifications or additions.

• Procurement Schedule – Questions date does not match the date in the Inquiries section o Will be corrected to 2/12/2025 3:00 PM MST by Addendum #1

• The project schedule dates are incorrect and the time from Preliminary Report submittal to Final report is 2 days. This does not give time for SDJSA time to review.

o Milestone Dates are corrected in Addendum #1.

• Will the Billing lists from the 5 participants in the SDJSA have the billing lists available once the contract is signed.

o It is the intent of the audit that the Participants will be providing the base information. Section 2.D.(2) of the JSA Intergovernmental Agreement authorizes audits “using rational methods” for the purpose of verifying connected EQR quantities. Two Participants already use this or a similar method internally.
